About this file
This document is a Proposal Affidavit from Williamson County, Texas, specifically from Wilco Purchasing, requiring consultants and businesses to certify compliance with several Texas Government Code provisions. The affidavit mandates that firms certify they are either a small business (fewer than 10 employees) or that they do not and will not engage in boycotts of Israel, specific countries/organizations, energy companies, or firearm and ammunition industries. The document also allows for potential contract adoption by other agencies, enabling them to "piggyback" on Williamson County's awarded contracts (excluding professional services).
The affidavit includes critical certifications that businesses must make to be eligible for government contracts, specifically those valued at $100,000 or more and paid partially or wholly with public funds. Key certifications include confirming the business is not debarred from operating in Texas, has not colluded with other respondents, and is not involved in price-controlling agreements. The document provides exceptions for companies excluded from certain federal sanction regimes and offers flexibility for smaller businesses, reflecting a structured approach to ensuring ethical and fair business practices in government contracting.
