Multiple Award for Archaeology Scope of Work Procurement Authority: State of Utah AS24-114 Project Title: Fishlake National Forest's 2026 Timber Stand Improvement Project (WRI 5405[17])

Cultural Resources Project Type: Archaeological survey.

Project Owner: Fishlake National Forest, United States Forest Service.

Project Description: This is a Fishlake National Forest (FLNF) project being completed in partnership with the Watershed Restoration Initiative (WRI). This project is part of a much larger project funded by the U.S. Forest Service Shared Stewardship program. This larger project (WRI 5405) is focused on completing archaeological surveys and cultural resource assessments in preparation for proposed vegetation management projects. The larger project (WRI 5405) has been split into numerous sub-project areas scattered across the Richfield Ranger District of the Fishlake National Forest.

So far, fifteen sub-project areas have been archaeologically surveyed for cultural resources as part of WRI proposed 5405.

This current archaeological survey will involve a complete Section 106 review for the entire APE (2,308.7 acres) as shown in the attached maps and delineated in the attached shapefile. The project consists of seven sub-project areas between multiple polygons where timber stand improvement projects are planned. These polygons are spread across the FLNF between the Tushar Mountains and Boulder Mountain. The project area is generally at a high elevation and will be seasonally constrained. The project areas are described as follows:

• Happy Valley: 196.3 acres on the northeast slopes of Boulder Mountain.

• Baker Springs: 1,007.4 acres on the northern slopes of Boulder Mountain south of Bicknell and Teasdale.

• Circleville TSI: 55.8 acres just west of the crest of the Tushar Range near LeBaron Lake in Beaver County.

• Cy’s Cache: 146.8 acres southeast of a recreational residence area in Beaver Canyon.

• Little Reservoir: 80.1 acres near the Copper Basin Trailhead, south of Little Reservoir in Beaver Canyon.

• Timid Springs: 716.4 acres. Two polygons generally east of Eagle Point Ski Resort.

• Gunsight Aspen: 106.0 acres approximately four miles south of Eagle Point Ski Resort.

The proposed treatment for the current project area includes mechanical harvesting, mastication, reforestation, and prescribed burning. The contracted cultural resource identification efforts include the entire APE. A single report will cover all aspects of the tasks listed below:

1. Cultural Resource Identification Efforts.

a. Completion of a cultural resource literature search, background research, data review, etc. of the entire

APE (2,308.7 acres; file 5405(17)_Fishlake2026TimberStand.zip) plus a ½ mile buffer of the APE. See Figures 1, 2, and 3 for maps of the project area. Note, the GIS shapefile, not the figures, will be used for all contractual project area identification tasks. The maps are generalized and provided to orient bidders to the general area of the project.

The above task will include a required review of relevant documents held only by the FLNF, including special use permits, historic maps, and cultural resources site and survey data. Please contact the FLNF Heritage Program Manager (Marcel Corbeil) for access to these documents. It will include a review of standard background research sources such as Utah State Historic Preservation Office (UtSHPO) Sego system, General Land Office records, relevant National Register of Historic Places (NRHP) historic contexts, etc. All Utah data cuts need to be obtained through the Archaeology Records staff at UtSHPO.

b. Pedestrian intensive level archaeological survey (15m transect intervals) of the entire APE (2,308.7 acres; file 5405(17)_Fishlake2026TimberStand.zip). Survey “exclusion” areas are not expected as the Forest has attempted to remove steep slope areas – but if areas within the survey area are deemed unsafe, significantly steep, or have significantly dense vegetation, they may be excluded or surveyed at a reconnaissance level in conversation with the FLNF archaeologist. Such exclusion areas must be documented in the final report and delineated in the associated final project shapefiles. Transect data shown as tracks in GIS and delivered in a separate shapefile may be required at the discretion of FLNF to ensure full coverage of survey areas. If requested, survey areas will be field mapped using professional quality GPS units, either through GPS’ing survey lines or GPS’ing the beginning and ending of survey transects. Exclusion areas will be shared with the FLNF archaeologist through shapefile or detailed map within 10 days of the close of the associated fieldwork session.

c. Documentation of all newly identified and previously recorded cultural resources within the APE in accordance with UtSHPO 2024 and USFS 2020 guidance.

i. Revisit all previously recorded cultural sites within the APE. When previous documentation is more than ten years old, significant changes have been noted, or if recent documentation is not adequate, an update will be necessary. These documentation efforts will be completed in accordance with UtSHPO and USFS guidance. If a cultural site does not need to be updated, at a minimum it shall be revisited, flagged (if recommended eligible), and GPSd and noted in a table in the report. FLNF has provided the following site list for known previously recorded sites within the APE. Please note this list is preliminary and additional previously recorded sites may be identified within the APE and may require revisit and update per the requirements listed above:

-Gunsight Aspen project area:

42PI504, FL-1599, Transportation, Not Eligible, SHPO Stamp.

42BE1551, FL-1595, Transportation, Eligible A&C, SHPO Stamp.

42BE2494, FL-1585, Transportation, Eligible A&C.

-Timid Springs project area:

42BE1554, FL-1598, Transportation, Not Eligible, SHPO Stamp.

42BE2494, FL-1585, Transportation, Eligible A&C -Baker Springs project area:

42WN1673, DX-1522, Historic cabin and trash dump, Eligible.

d. All newly identified and revisited cultural site boundaries shall be GPSd as polygons in accordance with UtSHPO and USFS guidelines. Datum shall be in NAD83. All cultural site locations will be field mapped using professional quality GPS units with sub-meter accuracy. All diagnostic artifacts, formal tools, and features will be mapped with professional quality GPS units with sub-meter accuracy.

WRI Number: 5405(17)

Acres: 2,308.7 split between the seven polygons noted above.

MA for Archaeology Contract Region: Southern.

Permitting Requirements: A permit to conduct field survey and site recordation authorized in accordance with the Organic Act of 1897 and the Antiquities Act of 1906 may be required prior to fieldwork. The identification, documentation, and NRHP evaluation of archaeological resources will be completed in accordance with the USDA Forest Service Guidelines for Consultants for Identifying, Recording, & Evaluating Archaeological Resources in Utah 2020 document (attached) and the Utah Archaeology Site Form Manual 2018 (available on the UtSHPO website).

The NHPA Section 106 review and the submittal of documents and information will be completed in accordance with the Utah SHPO Cultural Resource Compliance Guidance 2024 document (available on the UtSHPO website) and the USDA https://wri.utah.gov/wri/project/title.html?id=5405

Forest Service Guidelines for Consultants for Identifying, Recording, & Evaluating Archaeological Resources in Utah 2020 document (attached).

All work shall be performed in accordance with the Secretary of the Interior’s "Standards and Guidelines for Archaeology and Historical Preservation” (Federal Register, Volume 48, Number 190; Thursday, September 29, 1983, page 44716).

The Principal Investigator shall be required to hold a valid state permit to conduct archaeological surveys on federal and state property. Field directors must meet the Secretary of the Interior’s Professional Qualification Standards for Archaeology or History. The Contractor shall provide qualified personnel who have knowledge and experience in identifying and evaluating cultural resources found in Utah. All project staff and crew members must be directly supervised in the field by qualified field directors or the principal investigator.

The Contractor shall submit a list of field directors for the project who meet the required qualification standards. All key personnel must be listed and approved by the FLNF and DWR. No personnel substitutions will be allowed without written permission from DWR and the FLNF archaeologist.

Land Manager: The project is found entirely on the Fishlake National Forest.

Cultural Lead: Marcel Corbeil, Fishlake National Forest Heritage Program Manager is the cultural lead and will be consulting with UtSHPO. Arie Leeflang (DWR/WRI) will be assisting with contracting. Please coordinate with Marcel for a kickoff meeting and any permitting requirements

Preferences: Flagging may be required for this project. If requested by the FLNF, flag all recommended-eligible sites with pink surveyors ribbon tied to vegetation a minimum of 5-6’ from ground surface in such a fashion as to be visible to operators in mechanical equipment and on the ground. Flagging should be visible from one flag to the next and tied on the outside of vegetation to create a clear boundary upon approach to the site. A fifteen-meter flagging buffer around the site will be used. Forest Service (FS) system roads and trails that are recommended eligible do not need to be flagged.

Reporting Requirements: No paper reporting is required for this project. A single report is required to document all the tasks listed below. Report format should follow the guidelines in the USDA Forest Service Guidelines for Consultants for Identifying, Recording & Evaluating Archaeological Resources in Utah (2020) under Reporting. Deliverables (draft and final) will each include the report, site forms, GIS data, tabular data, and IF data (tabular and GIS), all according to UtSHPO and FS guidance, standards, and templates (e.g. Isolated Finds template). If revisions are substantial, additional reviews may be necessary. UtSHPO may also have additional edits that will need to be incorporated. Two copies of the standard digital deliverables are required – one for Marcel Corbeil at the FLNF and one for Arie Leeflang at DWR.

Please follow the 2008 UPAC Linear Sites guidance for the recordation of linear sites. Roads or other linear features that are recorded as linear sites and are not appropriately justified as a linear site in alignment with the UPAC guidance will be asked to transition the site to an isolated occurrence at the Contractor’s expense.

The Utah Archaeology Site Form will be used for recording new sites and updating previously recorded sites. All sites shall be assigned a FS site number along with a Smithsonian site number. The Contractor shall contact FLNF to obtain FS site numbers. This number will be listed on all pages of all site forms, the site tabular data, and throughout the report, including all tables and headers. The report shall be assigned a FS number along with the UT State Number. Do not submit draft deliverables with temp numbers only. Please make sure to include photographs of all diagnostic artifacts and features and a representative sample of complete groundstone tools if found. Also be sure to document onsite deposition depth estimates and method to determine depth as part of your NRHP discussion and recommendation. If arborglyphs are encountered, please document them according to the UtSHPO arborglyph guidance. If flagging of a historic property is not possible (e.g., no vegetation), the reason shall be documented in the report and site record form on PART A – Administrative Data under #30 Additional Part A Comments.

Wildfire sensitivity and mitigations will need to be documented for all sites on PART A – Administrative Data under #30 Additional Part A Comments. Use the following table as guidance, at least one entry from each category should be used.

Wildfire Hazard Fuel Load Protection Recommendations

High risk (Rock art, sensitive historic sites, etc.)

Moderate risk (prehistoric structures or features, etc.)

Low risk (prehistoric artifact scatter, historic cans, etc.)

High (heavy dead/down, thickets, dense tree stands)

Moderate (duff, brush, limb debris)

Low (leaf litter, grass, sparse brush

None (no effect if fire went through site). Fire Shelter Wrap, Handline, Sprinklers, Fuels reduction (removal of small trees/ladder fuels).

*Some sites may have multiple recommendations

Survey progress reports and preliminary site boundaries, site descriptions, and survey (including polygon survey intensities and polyline transect data or end/beginning transect point data) and site (polygon) shapefiles will be provided within 10 days of the close of each field session if this task is required by the FLNF.

WRI Contracting Model: Lump sum. As a lump sum project, cost modifications or change orders based upon unexpected or excessive findings will not be entertained.

Period of Performance:

Fieldwork Completion: September 30, 2026.

Draft Deliverable Due Date: January 20, 2027.

Final Deliverables Due Date: March 17, 2027.

The draft deliverable and final deliverables dates may be negotiated within at least four weeks advance notice. Any such changes must be approved by FLNF and codified by the DWR contract manager in accordance with State Purchasing requirements. The fieldwork completion deadline is to ensure fieldwork is completed before anticipated high-elevation early snowfall.

Payment Schedule: Invoicing for this project will follow the standard Multiple Award for Archaeology contract schedule:

10% invoiced upon completion of pre-field literature review; 50% upon completion of fieldwork; 30% upon delivery of draft deliverables; final 10% upon full acceptance of final deliverables by Marcel Corbeil and Arie Leeflang and successful UtSHPO consultation. If SHPO consultation is delayed, DWR may agree to pay the final invoice with the agreement the Contractor will assist in addressing any SHPO-identified issues or shortcomings that are within the project scope. Final payments will not be delayed if UtSHPO consultation is not received due to agency issues (e.g., furlough; staff limitations; UtSHPO comments outside of scope). Approval of all milestone invoicing must be made by FLNF.

Invoices must include your DWR contract number.

Milestone arrivals require the submission of documentation:

• Pre-field literature review: submission of a brief Class I document that summarizes the initial literature review and background research effort. While this does not need to be polished, the document should provide evidence of a thorough literature review effort and should include a survey findings expectations paragraph.

• Fieldwork: Agency Archaeologists may request documentation of fieldwork and preliminary fieldwork results.

This may include spatial data for fieldwork transect lines, preliminary archaeological site boundaries, and class II or other exclusion areas. Preliminary site lists and preliminary eligibility determinations may also be requested.

Such submissions may be waived by the Agency Archaeologists during the project kickoff meeting.

• Draft deliverables: draft SHPO package following FS and SHPO reporting and data standards requirements.

• Final deliverables: final SHPO package following FS and SHPO reporting and data standards requirements.

Billing PO: 202620. A PD/PO document will be provided at the time of the project award.

Access: The survey polygons were largely selected based upon available access. A four-wheel drive UTV is recommended given the possibility of poor roads and poor driving conditions. Dead-walking may also be required to access the furthest reaches of the required survey area. Actual road conditions are unknown.

How Projects will be Awarded

The individual SOW project award will be made based upon a cumulative assessment which will take place at each project release. Potential That assessment will combine the previously outlined Best Value score and a new “SOW Cost Point Award.”

The Best Value score was awarded in RFP AS24-114 and is not changeable. It is a portion of 300 points as assessed in the first three categories (Technical Criteria) of the RFP.

The “SOW Cost Point Award” is figured each time bids are received based upon an individual SOW. The bid responses may be for a “lump sum” bid that would cover all the costs associated with the entire project. Or the bid responses may ask for a “base rate” bid that would cover the basic aspects of an archaeological survey and a “per site” bid that would also ask for the costs to record an archaeological site. 700 cost points are possible. The lowest cost bid will receive the full 700 points. Each higher bid will receive points based upon its percentage higher than the lowest bid.

Cumulative Assessment is calculated by:

(AS24-114 Best Value score out of 300) + (“SOW Cost Point Award” out of 700)

The highest point tally will receive the project contract at their submitted bid rate.

This approach will assure the State of Utah and the WRI are able to include the point rankings associated with non-cost elements from the RFP, along with the cost ranking associated with each project SOW release (aka the “SOW Cost Point Award”).

All work is contracted and awarded through the State of Utah Division of State Purchasing & General Services Solicitation AS24-114 and Limited Purchasing Delegation #230

Any awarded work is at a fixed rate and is not open to modification except as allowed under State of Utah Division of State Purchasing & General Services rules.
