About this file
This Request for Proposal (RFP) is issued by the Iron County School District in Utah to solicit proposals from qualified Construction Manager/General Contractor (CM/GC) firms for the design and construction of a new South Elementary School. The project involves designing and constructing an approximately 82,613 square-foot elementary school facility based on architectural designs from Naylor Wentworth Lund Architects. Prospective firms must be licensed and certified in the State of Utah and pre-qualified with the Division of Facilities, Construction and Management (DFCM) prior to proposal submission. The CM/GC will collaborate with the District's Facilities Director, project architects, and consultants throughout the design phase to provide cost estimates, construction schedules, design feedback, material availability assessments, and recommendations on optimal bidding timelines. Sealed proposals must be submitted by 4:00 p.m. on November 16, 2026, to the Iron County School District office, with seven copies required plus one separate copy of all Proposal Response Forms. The evaluation committee anticipates completing evaluations and announcing an award by November 24, 2026. Construction is anticipated to commence in April 2027, with occupancy targeted for August 2029. The final day for offerors to request additional information is November 13, 2026.
The Fixed Limit of Construction Costs (FLCC) for the project is established at $35,000,000. Bidders must submit cost proposals in a separately sealed envelope, including detailed line-item breakdowns for preconstruction work, monthly supervision fees, bond premiums, and construction manager fees using the provided General Conditions and Fees Breakdown Form. Overhead fees for construction change orders up to $50,000 are capped at 10% for subcontractors and 5% for the CM/GC, or 15% if the CM/GC self-performs work; fees decrease to 7% and 3% respectively for change orders exceeding $50,000, or 10% if self-performed. Contractors must provide evidence of 100% payment and performance bonds for the $35,000,000 FLCC and proof of bonding capacity. The District will provide Builder's Risk Insurance, while the CM/GC must maintain Professional Liability and Workers' Compensation insurance, with subcontractors required to carry equivalent coverage. Evaluation criteria are weighted as follows: Responsible/Responsive (10 points), CM/GC Experience and Strength of Team (35 points), Past Performance on Public Education Projects (5 points), Experience with Similar Projects (15 points), and Costs (35 points). The lowest preconstruction costs, monthly supervision fees, bond premiums, and CM fee receive full cost points, with other proposals scored proportionally using a specified formula. The contract will incorporate AIA standard forms (A201-1997, A312-1984, A701-1997, G702-1992, G703-1992, G701-2001, G704-2000, and G707-1994) and is governed by Utah law with venue in Cedar City, Fifth Judicial District Court for Iron County.
