REQUEST FOR QUALIFICATIONS

Design Services Required for Project No. 2026-053: Lake Swano Dam Study for, Grays Harbor College, 1620 Edward P Smooth Dr, Aberdeen, WA 98520

Description of Facility

Lake Swano Dam was created in 1948 in the process of building an access road to a gravel pit, located on the east side of Alder Creek. A road was built over the stream, forming a small reservoir behind the dam. This reservoir became known as Lake Swano. The first Grays Harbor College classes were held on the present campus in 1958. Shortly thereafter, Dr. John M. Smith, a biology instructor began utilizing Lake Swano and its surroundings for educational purposes. In 1962, the college purchased the Katalinich gravel pits, including the lake. During the following year the student council and campus clubs initiated the planning of a Swano Lake Improvement Project. The Engineers Club took the lead on the planning, but the project was never implemented. The project was revisited in 1969 when Dr. Smith and Dr. James Bicknell revised the plans. In 1970, Dr. Bicknell organized the Students for Environmental Action (SEA) group to construct a trail around the lake. A path was cleared along the east and west sides of the lake, but due to an apparent lack of interest and funding, the project was abandoned. During the 1970's, Dr.

Smith and Don Samuelson, a fisheries instructor, developed a college fisheries program, utilizing the lake and Alder Creek as resources for salmon rearing. The first adult salmon returns resulting from their efforts was documented in 1974. In 1987 an Aquaculture Center, complete with a fish hatchery, was constructed along Alder Creek below the lake. The following year a fisheries habitat interpretive trail was constructed along the west side of Alder Creek, heading north from the hatchery. The Aquaculture Center and salmon rearing are no longer part of the Grays Harbor College curriculum

The 80-year-old earth-type dam is currently classified by the Washington State Department of Ecology as a "high hazard,” “poor condition” dam. The hazard potential classification of "high” is assigned to dams where failure or mis-operation will probably cause loss of human life. The condition assessment classification of “poor” is when a dam safety deficiency is recognized for normal operation conditions which may realistically occur. Constructed eight decades ago, the earthen dam's current state presents multiple challenges, including structural degradation, increased risk of failure, and significant safety concerns. These issues have been identified through recent inspections and assessments, which highlight the urgent need for intervention to prevent potential catastrophic outcomes.

Evaluation and Scoring Considerations

In evaluating each of the criteria, the Selection Committee will identify significant and minor strengths and weaknesses from the submissions. The Selection Committee will then use the following guidelines to evaluate the submissions for each Selection Criterion, based on the weighting assigned in the RFQ and any addenda. After initial scoring, the selection team will come to a consensus ranking of the Firms.

1. Definition of “strength” and “weakness”:

a. The term “strength” ultimately represents a benefit to the Project and is expected to increase the Firm’s ability to meet or exceed the Project Goals. A minor strength has a slight positive influence, and a significant strength has a considerable positive influence on the Firm’s ability to exceed the Project Goals.

b. The term “weakness” detracts from the Firm’s ability to meet the Project Goals and may result in inefficient or ineffective performance. A minor weakness has a slight negative influence, and a significant weakness has a considerable negative influence on the Firm’s ability to exceed the Project Goals.

2. Scoring:

a. Excellent (81-100 percent of points available): The Evaluative Criteria demonstrates an approach that is considered to exceed the Project Goals and the RFQ requirements and provide a consistently outstanding level of quality. To be considered Excellent, it must be determined to have significant strengths and/or a number of minor strengths and few or no appreciable weaknesses.

b. Good (61-80 percent of available points): The Evaluative Criteria demonstrates an approach that is considered to meet the RFQ in a beneficial way (providing advantages, benefits, or added value to the Project) and offers quality. To be considered Good, it must be determined to have strengths and few, if any, significant weaknesses. Minor weaknesses are offset by strengths.

c. Fair (41-60 percent of available points): The Evaluative Criteria demonstrates an approach that contains minor and/or significant weaknesses and limited appreciable strengths.

d. Deficient (0-40 percent of available points): The Evaluative Criteria demonstrates an approach that contains significant weaknesses and no appreciable strengths.

e. Non-Responsive: Does not meet the Minimum Qualifications required for evaluation. In addition, the Owner, at its sole discretion, may reject any Evaluative Criteria deemed non-responsive to any of the requirements.
