About this file

This document is an Amendment No. 1 to a Request for Proposal (RFP No. 2025029) issued by Waukesha County's Department of Administration for a CT Scanner for the Waukesha County Medical Examiner's Office. The RFP submission deadline has been extended to Thursday, September 4, 2025, at 2:00 p.m. Central. The CT scanner specifications include metal artifact reduction, 200 cm scannable range, 80 cm gantry size, 500lb body weight capacity, and 64 slice or more. The county anticipates approximately 20 full scans per week and is open to certified refurbished scanners. A CAD drawing of the installation space was made available on 8/21/2025, and the immediate area for the CT equipment is currently under construction.

The RFP allows for separate contracting with a PACS Solution company, with the preference that the PACS solution be included in the capital expenditure for the first 5 years, with subsequent renewals handled through the operating budget. The PACS server should be network-connected but does not need to interface with other systems. Tube coverage is desired in the service agreement. Vendors must submit the RFP Signature Page through Waukesha County's Bonfire portal prior to the opening date and time, acknowledging any amendments. The county is seeking a comprehensive CT scanning solution for its Medical Examiner's Office with flexibility in equipment and service configuration.

Amendment No. 1

RFP No. 2025029 CT Scanner for Waukesha County Medical Examiner's Office Opening Date: 9/04/2025

Opening Time: 2:00 p.m.

Notice to Proposers:

The submission deadline for this RFP has been extended to Thursday, September 4, 2025, at 2:00 p.m.

Central.

A Request for Proposal for the above was sent to you. Questions have been received regarding this RFP and are being provided to all prospective respondents along with the associated answers as follows:

Q1. Are there any specific forensic imaging protocols or features the CT scanner must support?

A1. Metal artifact reduction; 200 cm scannable range; 80 cm gantry size, 500lb body weight, 64 slice or more.

Q2. Is there a preference for certain manufacturers or technologies (e.g. Dual-Energy CT)?

A2. No.

Q3. What volume of scans (Daily/Weekly) do you anticipate to help size the system appropriately?

A3. Estimate 20 full scans/week.

Q4. Would it be possible for us to visit the site to take a look at the space and take measurements to ensure proper fit and installation?

A4. A CAD drawing of the space has been posted to the public files accessible in Bonfire for this RFP on 8/21/2025.

Q5. Are there special requirements for radiation safety or shielding in the facility?

A5. The immediate area where the CT equipment will be located is currently under construction. The size and general layout of the room has been initially determined and designed (see the drawings of the space included per answer to Q4.) Proper shielding of this area will be designed and constructed based on whatever specific CT equipment is ultimately procured.

Q6. Would the buyer accept a certified refurbished scanner?

A6. Yes.

Q7. Under section IV-Specifications lists a “750HD workstation.” Is this merely in reference to the CT Console computer, or is a workstation desired for advanced post processing applications?

A7. The CT Console computer itself. Any advanced processing would be done there on the main system. We need remote viewing, not remote advanced processing.

Q8. If the latter, what type of post processing applications are needed?

A8. Iterative reconstruction software on the main console computer only.

Q9. Would Waukesha County be willing to contract separately with a PACS Solution company, or must the PACS solution be incorporated into the submitting vendor’s proposal?

A9. Yes. Please note the partner in your response.

Q10. Will the PACS system need to interface with any other system than the CT? e.g. EMR solution, another modality, etc.?

A10. No. The PASC server should be on network, however.

Q11. Does the PACS solution need to be incorporated into the equipment as a capital expenditure (for 5 years), or can it be incorporated into a service agreement on an annual, operating basis?

A11. It would be preferred to be included in the capital expenditure, and any renewal or term thereafter be carried out by operating budget.

Q12. Is tube coverage desired on the service agreement?

A12. Yes.

You must submit the RFP Signature Page with your response. Be sure to acknowledge any amendments issued, if applicable, in the box located above the signature area on the Signature Page. The Signature Page must be submitted as indicated in the Requested Information on Waukesha County’s Bonfire portal prior to the opening date/time.

Sincerely, Matthew Kuhn, Principal Buyer Purchasing Division
