About this file
This document is the Bend Municipal Code Chapter 6, Vehicles, Traffic, and Parking, which establishes the regulatory framework governing parking management and enforcement for the City of Bend, Oregon. The code delegates road authority and parking management powers to the City Manager, who may further delegate authority for designating parking spaces, establishing time limits and parking durations, creating traffic control devices, and closing or restricting streets and sidewalks. The City Council retains final authority and can review or appeal any City Manager decision within a specified timeframe. Parking districts and associated management plans require City Council approval through a formal process that includes a 60-day public comment period and a work session before staff drafts the plan. The code establishes prohibited parking locations and circumstances, including restrictions on truck parking near residences during specified hours, parking in alleys beyond 15 minutes, parking within 10 feet of fire hydrants, and parking of vehicles with expired registration or unregistered recreational vehicles.
The Bend Municipal Code establishes enforcement mechanisms for parking violations through parking citations issued by authorized City agents, with penalties determined by the City's Fee Resolution and adjusted for repeat offenders through a tiered system ranging from 200 to 400 percent of base penalties depending on violation frequency within a 365-day period. Vehicle owners are responsible for parking violations unless the driver accepts responsibility, though owners may contest citations through written response or in-person hearings conducted by an appointed hearings officer or Municipal Court Judge. The City may immobilize or tow vehicles with unpaid citations after notice is provided, with owners responsible for associated towing and impound costs. Parking validation programs are permitted only for overtime parking violations. The code also addresses bicycle parking, skateboard restrictions, and general traffic regulations, including prohibitions on operating motor vehicles on sidewalks, crossing private property to access alternate streets, and obstructing public ways with personal property or merchandise beyond 10 minutes or outside specified delivery hours.
