About this file

This is a pre-bid conference presentation for Los Angeles World Airports (LAWA) regarding comprehensive towing and equipment hauling services for Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). The request for bids (RFB) solicits qualified contractors to provide towing, recovery, roadside assistance, and equipment-hauling services for light-, medium-, and heavy-duty LAWA vehicles and equipment, including cars, trucks, buses, construction equipment, and motorcycles. Services must be available after-hours (6:00 p.m. to 7:00 a.m.) and during declared emergencies such as earthquakes and wildfires, with a mandatory four-hour response time to service requests. The RFB was issued on September 10, 2026, with a pre-bid conference held on September 17, 2026. Written questions are due by September 25, 2026, and bids must be submitted by October 6, 2026. Bid results will be posted on the Euna Procurement portal within ten business days of the bid due date.

Contractors must provide all necessary operators, equipment, winches, dollies, cable extensions, and off-road equipment, and are responsible for obtaining required oversized or overweight load permits. Personnel must be skilled, licensed, and trained operators with appropriate credentials and active insurance coverage meeting City of Los Angeles and LAWA requirements. LAWA has established a Local Business Preference Program (LBPP) to support local business participation. Bidders must submit all required administrative forms including the Vendor Identification Form, Affidavit of Non-Collusion, Municipal Lobbying Ordinance forms (CEC Forms 50 and 55), Subcontractor Participation Plan and Affidavit, Contractor Responsibility Program Questionnaire, and Equal Benefits Ordinance Compliance Affidavit.
