Bidders must demonstrate a minimum of three years of continuous commercial-scale yard waste grinding experience with at least three completed projects of 500 cubic yards each and provide three client references from the past 24 months. A $100 bid security is required, and the City applies a local preference program allowing Dallas-based firms within five percent of the lowest bid for service contracts under $500,000 to be considered for award. The contract includes performance requirements such as 95% compliance for mobilization within 48 hours, 90% compliance for daily production meeting contracted rates, and 100% compliance for contamination reporting within two hours. Contractors must comply with a wage floor rate of $23.06 per hour for all employees and maintain comprehensive documentation including weekly electronic manifests, daily operational logs, and monthly summary reports.
