About this file

This document is a food solicitation cover letter for the Metropolitan Detention Center (MDC), Los Angeles, California, issued by the Federal Bureau of Prisons under the U.S. Department of Justice on June 24, 2026. The MDC is soliciting quotations to provide subsistence and food-related items for the third quarter of fiscal year 2026. Quotations must be submitted by the posted solicitation deadline, and vendors must be registered in the System for Award Management (SAM.gov) with a valid UEI/DUNS number. Only items meeting exact specifications as annotated in the solicitation may be quoted, with all quantities and packaging types matching the solicitation requirements precisely. Delivery is required by August 10, 2026, with all food delivered palletized and at specified temperatures: non-frozen perishables between 34–40 degrees Fahrenheit and frozen items at 0 degrees Fahrenheit or below. All Certified Religious Diet items must be marked accordingly. The delivering company must bring all pallets to the trailer end for offloading and provide a pallet jack or lift gate on the truck. Orders of $15,000 and below will be charged to a credit card.

Award will be made to the responsible offeror offering the best overall value, with evaluation based on three primary factors: ability to deliver items per specification and time/delivery requirements, past performance (including delivery history and performance alerts reviewed through UnisomGlobal.com, FedBizOpps.gov, FAPIIS, and PPIRS), and cost/price. The evaluation factors other than cost/price are significantly more important when combined, though cost/price will contribute substantially to the selection decision. All items will be closely inspected upon receipt, and items may be thawed and cooked to verify specification compliance. Non-compliant items will be refused, and conditionally received items found unacceptable must be picked up by the vendor within two weeks at vendor expense; items not retrieved within two weeks will be disposed of without vendor notification. Vendors should contact the Food Service Department at 213-485-0439 extension 5118 for delivery scheduling details.
