About this file

This is a delivery schedule memorandum from the Federal Bureau of Prisons Federal Correctional Complex Coleman, Florida, establishing mandatory delivery requirements for vendors awarded food service contracts for the third quarter (April 1 – June 30, 2026). The memorandum details four scheduling options: Schedule #1 requires a single shipment between April 1-15, 2026; Schedule #2 mandates two equal shipments with the first delivery April 1-15, 2026 and second May 1-15, 2026; Schedule #3 divides orders into three equal shipments delivered April 1-15, May 1-15, and June 1-15, 2026 respectively; and Schedule #4 requires weekly deliveries each Monday-Tuesday from April 6 through June 30, 2026, with specific commodity timing (produce Mondays, bread/milk/eggs Tuesdays). All deliveries must occur between 7:30 a.m. and 2:30 p.m., Monday through Friday, with no weekend or federal holiday deliveries (Memorial Day May 11 and Juneteenth June 19 observed). Deliveries are first-come, first-served basis, and the facility reserves the right to adjust quantities with one week's notice.

The memorandum establishes strict performance and quality standards with significant consequences for non-compliance. All items must be palletized and wrapped; non-frozen perishables must arrive at 34-40°F and frozen items at 0°F or below, with any evidence of thawing resulting in automatic rejection. Items conditionally received undergo a three-day inspection period, and rejected products must be picked up by the vendor within two weeks at vendor expense or will be disposed. Delivery schedule adherence violations, specification failures, and temperature violations are documented as performance issues affecting future award eligibility. Late deliveries may be re-awarded to the next lowest bidder. Vendors must submit invoices by mail or email only; faxed invoices are not accepted. The Food Service Warehouse contact numbers are 352-689-3050/3052/3165/3051/3056, and questions should be directed to Angel Metcalf, Food Service Administrator, at ametcalf@bop.gov.
