PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) 3rd Infantry Division Operations
General: The 3rd Infantry Division and Fort Stewart are modernizing their digital infrastructure with a fully scalable, internally managed common operating picture (COP) and data analytics capability. This platform is designed to ingest data from systems of record and provide data that is visible, accessible, understandable, linked, trusted, interoperable and secure. The ability to integrate near real-time data is designed to collectively save time across the organization and transform business practices. This transformation of business practices will allow a natural progression of analytics to aid decision making and ease administrative burden. This requirement shall require contractor analysis, products and reports. Fulfillment of skillset requirements shall be reported/tracked via a staffing matrix which shall include the position, name of individual that fulfills each of the requirements in section 3.0 of this document, as well as years of experience as noted in the following paragraphs. Staffing matrix shall be included in the monthly status report. Client requires subject matter expertise and technical management of data collection, data storage, data transformation, analytics, and data visualization.
1. Scope: The purpose of this this contract is to build and sustain a COP that enables end-users to understand, visualize, and make informed decisions from data and analytics. This is facilitated through developing data infrastructure, the automation of data pipelines, building an effective end-user interface, managing access through properly vetted standard operating procedures, and developing predictive models to enable forecasting.
2. Background Information: While the Division COP has already been built, this contract is intended to ensure continuity during staff transitions, particularly from the original developers of the platform. The level of conceptual data understanding and technical data expertise competence across the Army at large is lacking. This contract is designed to enhance data management procedures, policies, and training. The required positions are further scoped out to include a data engineer, a database administrator, and business infrastructure (BI) developers.
3. Operating Hours: Normal operating hours shall reflect the hours of the supported Division office. Normal hours are 0800 hours to 1700 hours, Monday through Friday, excluding legal Federal holidays or as prescribed by the Contract. Training holidays, early dismissal, or facility shutdowns observed by government employees do not apply to the contract workforce except as noted in addendum to FAR 52.212-4.
4. Quality Control: The Contractor shall be responsible for the quality, coordination and performance of their financial accuracy and technical accuracy. NLT 14 calendar days after award, the Contractor shall establish and maintain a detailed written Quality Control Plan (QCP). The plan shall be submitted to the Contracting Officer for approval. At a minimum it will address management, administration, identify deficiencies/corrections in the quality of performance, and communications methods with Government officials overseeing the contract. The Government representative will coordinate daily actions including instructions for accomplishment and prioritization in accordance with this PWS.
5. Physical Security & Clearances:
a.The Contractor shall comply with the security rules and policies of the supported unit and the rules of the current CONUS installation.
b. Contract personnel will be provided a contractor ID card.
c. Common Access Cards (CAC) will be issued by the Government through the Real-Time Automated Personnel Identification System (RAPIDS) after the Government Trusted Agent (TA) has initiated the action in the Contractor Verification System (CVS) and the contractor has completed their required actions.
d. A Secret security clearance is required for all personnel assigned to this role. In general, the contractor must be able to obtain to all relevant systems of record required to perform this role. Because the list of available systems is exhaustive and subject to change, at a minimum, personnel are required to have knowledge of Force Management System Website (FMSWeb), Army Training Requirements and Resourcing System (ATRRS), Digital Training Management System (DTMS), Army Vantage, GCSS-A, and Secure Internet Protocol Router (SIPR) program access to perform their functions. Though some of the listed web information systems are unclassified, certain functions within the system that require the user hold a security clearance. Also, the contract personnel shall attend various briefings such as Unit Status Reporting (USR) and plans updates which are classified. The contractor will only handle classified documents IAW AR 380-5, Department of the Army Information Security Program as well as any local policies. When hand carrying the classified documents between buildings, whether on the same installation or between installations. The contractor will possess a valid DD Form 2501, Courier Authorization Card. The contractor will have the required clearance prior to accepting employment.
e. Contractor employees will comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information for background checks and installation access as required by the Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy.
f. Contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires contractors to comply with— (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DOD 5220.22-M); any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor.
g. Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training.
h. All contracted employees with access to a government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services and must successfully complete the DOD Information Assurance Awareness program prior to access to the Information Systems and then annually thereafter.
i. All contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.
k. The Contractor is responsible for physical security of all equipment, tools, and Work areas made available to them. Government property and Work areas will be secured upon completion of work at the close of the business day to prevent loss or damage to Government property.
l. Access to Fort Stewart:
(1) All contractor employees, to include subcontractor employees, requiring access to government installations, Work Area, and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affiliated contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel.
(2) All vehicles and personnel entering/leaving military installations are subject to search and seizure of contraband or unauthorized Government property. Contractor vehicles (Contractor-owned and personal), employees, and their personal property shall be subject to searches upon entering or leaving the Installation. The search and seizure provisions shall apply to Contract personnel entering or leaving Fort Stewart/HAAF.
Requirements may change when dictated by security conditions.
(3) Contract employees or temporary employees of subcontractors shall have proper state registration, proof of insurance, and a valid driver's license to operate privately owned vehicles (POV) on installations.
(4) Unscheduled installation closures may occur at any time, including closures resulting from inclement weather. Personnel and vehicles entering or exiting the installation may experience a delay.
6. Management Plan:
a. The Contractor shall designate a team lead who shall be responsible for all Contractor work performed under this PWS.
b. The Key Person shall be the single point of contact for the Contracting Officer (KO) and the Contracting Officer’s Representative (COR). The name of the Key Person, and any alternate(s) who shall act for the Contractor in the absence of the Key Person, shall be provided to the KO and the COR at the Kick-Off Meeting. During the absence of the Key Person, only one alternate shall have full authority to act for the Contractor on all matters related to work performed under this PWS.
c. The Contractor will develop a management plan outlining management practices and procedures. This plan will address on-site decision authority commensurate with Project Office responsibility.
d. The management plan will include discussion of the appointed Key Person’s roles and responsibilities, contract operations planning and control, production control, personnel, finance, contract administration, and work performance areas.
e. The management plan will be provided to the KO and COR within 10 calendar days after award.
7. General:
a. Post-award conference or periodic progress meetings: The contractor agrees to attend any post-award conference convened by the contracting activity or contract administration office. These procedures are identified in FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings, the Contracting Officer will apprise the contractor of how the Government views the contractor’s performance, and the contractor shall apprise the Government of any problems experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. The post-award conference will be held at the Building One, 942 Dr. Ben Hall Place, Fort Stewart, GA in the G3 Conference Room.
b. Deployment. Deployment of Contractors is not required under this contract.
c. Safety. Contractors will comply with all installation and unit safety instructions without question. If at any time during the course of the contract the Government determines that unsafe conditions could or would cause personal harm to individuals, all Contractors must leave work. Examples of this would be acts of nature such as hurricanes, tornados, floods, heat index in excess of 120 degrees Fahrenheit, and acts of terrorism. Absence may be counted against monthly staffing levels. In the event of a pandemic or other emergency, telework is authorized.
d. Government-Furnished Property (GFP) and Services. The Government provides Work Areas, utilities, office furniture, automation equipment, and normal/simple office supplies to Government employees for use during the performance of this contract. Contractor will ensure that these items, materials, utilities, or services are utilized only in accordance with the requirements of this PWS. The Contractor will understand that they are responsible for accountability and operator maintenance of all GFP. Contractors will sign a hand receipt for, at a minimum: computers, office key and all electronic devices.
e. Contractor-Furnished Items. The Contractor will furnish all property and services not identified above as Government furnished but which they consider necessary to perform the requirements of this contract. Contractor furnished property is at no cost to the Government. Contractor furnished property and services will be compatible with existing Government systems. Contractor furnished IT products will not be permitted on Government Networks. IAW AR 25-2, 4-5 (a) 6, the installation of non-Government-owned computing systems or devices without prior authorization of the appointed Designated Approving Authority (DAA) is prohibited. These items include but are not limited to USB devices, external media, personal or contractor-owned laptops, and multimedia computer devices (MCDs). If required, approval may be requested through proper channels to the DAA, Commander, 93rd Signal Brigade.
f. Monthly Status Report. NLT 5 calendar days from the first of each month, the contractor shall provide a status report. The report will address deliverables, accomplishments, concerns, and issues that affect the overall contract. Report shall provide concise and detailed data which can confirm the through-put of deliverable actions detailed in paragraph 10. A sample report format will be provided by the Contractor at the post award Kick-Off Meeting for review and comment by the COR. The COR may request adjustments to content to reflect the organization’s critical data requirements.
8. Personnel:
a. The Contractor will provide a team lead with ten plus years of management experience and fully qualified, professional individuals (contractors serving with Division Staff who possess, at a minimum six months of experience operating the systems outlined below in paragraph 10 in support of this contract. They will have the required knowledge, education, skills, experience, and commitment required to successfully perform their tasks. No Contractor personnel will divulge by releasing data or information developed or obtained under performance of this PWS, except to authorized Government personnel or upon written approval of the Contracting Officer.
b. Contingencies: The Contractor must provide continuous support services during natural and manmade disasters, civil disturbances; mobilization, alerts, or special exercises that may occur within the 3rd ID area of responsibility. Positions necessary in support of contingency operation shall be identified and approved by the Contracting Officer.
c. Contractor submits service contract report on SAM.gov.
9. Personnel Manning. The Contractor will normally maintain a minimum staffing level of 90% of personnel as indicated in the chart below. The personnel will not deploy with the units. When informed by the KO, the manning level will be adjusted as required to meet mission and budgetary constraints.
10. Specific Tasks. The Contractors shall be required to perform the following tasks for the G1, G3, G4, G6, G8, Division Surgeon, Chaplain, and KMO.
Details of how these shall be accomplished:
1. Data Engineering (G6) Persons providing Data Engineering services must possess a Microsoft Certified Solutions Expert (MCSE) certification and expertise in cloud-based data architecture, particularly in Microsoft Power Platform, Microsoft Azure, and AWS.
Contractor personnel must have a strong understanding of data engineering principles, including data modeling, ETL processes, and data integration. Contractor personnel must be proficient in scripting and automation for data operations. Contractor personnel must possess excellent analytical, problem-solving, and communication skills.
a. Data Warehouse Architecture Development:
1. Contractor shall design, develop, and implement a scalable data warehouse architecture in the Cloud using Microsoft Power Platform, Microsoft Azure, AWS. Weekly.
2. Contractor shall ensure data warehouse solutions meet performance, scalability, and security requirements IAW Army and DoD policy. Daily.
b. Data Lake Transition to the Cloud:
1. Contractor shall plan and execute the transition of existing data lake architectures to cloud-based platforms (Microsoft Power Platform, Azure, AWS). Weekly.
2. Contractor shall implement data ingestion pipelines and data transformation processes to support cloud-based data lakes. Daily.
3. Contractor shall maintain seamless integration with existing on-premise and cloud-based systems. Daily.
c. On-Premises Data Gateway Development:
1. Contractor shall use and maintain on-premises data gateways to securely connect on-premise data and cloud-based data (e.g. Advana, Vantage, GCSS-A, IPPS-A, MODS) with cloud platforms (e.g. Microsoft Power suite, Azure, AWS). Daily.
2. Contractor shall implement data encryption and masking techniques IAW Army and DoD policy to ensure data security during transit and storage.
Daily.
d. Root Cause Analysis and Troubleshooting
1. Contractor shall perform root cause analysis to identify and resolve data-related errors and issues in cloud-based environments. Daily.
2. Contractor shall develop proactive monitoring and alerting mechanisms to detect and mitigate potential data issues. Weekly.
e. Database Automation:
1. Contractor shall automate database refresh processes from systems of record to ensure data accuracy and timeliness (e.g. Advana, Vantage, GCSS-A, IPPS-A). Weekly.
2. Contractor shall develop scripts and workflows for scheduled data refreshes and updates. Weekly.
f. System Performance Metrics:
1. Contractor shall provide summary reports on system performance metrics, including data processing throughput, latency, and resource utilization.
Monthly.
2. Contractor shall analyze performance metrics to optimize data engineering processes and improve overall systems efficiency. Daily.
3. Contractor shall maintain comprehensive documentation of data architectures, configurations, and processes. Monthly.
2. Database Administration(KMO). Contractor personnel performing database administration services must have proven experience as a database administrator with a focus on Microsoft SQL Server. Contractor personnel must be proficient in Microsoft Power Platform for Developing database access authorizations. Contractor must possess a strong understanding of cybersecurity principles and best practices. Must possess excellent analytical and problem-solving skills. Must possess effective communication and teamwork abilities.
a. Develop Database Access authorizations. Microsoft Power Platform. Daily.
1. Contractor shall synchronize database access authorizations with arrivals and departures of personnel. Weekly.
b. Develop best practices for Database Access authorizations. Weekly.
1. Contractor shall update Standard Operating Procedures and implement best practices for database access authorizations identified by staff.
Weekly.
2. Contractor shall conduct training sessions for staff on best practices.
Quarterly
3. Contractor shall stay current with industry standards and practices related to security and access control. Contractor shall provide relevant updates during previously mentioned training sessions. Quarterly.
c. Contractor shall provide a summary of cybersecurity assessment metrics on Microsoft Power Platform. Monthly.
d. Contractor shall ensure that the database operates efficiently and rapidly respond to errors. Daily.
1. Maintain database uptime of at least 99%. Daily.
2. Respond to critical database issues within 2 hours during business hours.
Daily.
3. Ensure all database access changes are implemented in accordance with established security protocols. Weekly.
e. Contractor shall develop and maintain documentation on database configuration, access authorizations, and standard operating procedures. Monthly.
f. Contractor shall implement backup and recovery plans, ensuring data integrity and availability. Weekly.
3. Power BI Development (Division Surgeon (DIVSURG) and Division Chaplain). These services require on-site performance. Contractor personnel must possess proven experience in developing interactive visual reports and dashboards using Microsoft Power BI. Contractor must possess familiarity with data cleaning and transformation techniques using Power Query. Contractor must possess the ability to use DAX and M code within Power BI and Power Query. Contractor must have experience with integrating Power BI reports into operational platforms and applications. Contractor must possess strong analytical skills and attention to detail. Contractors must have access to Protected Health Information and must conduct Health Insurance Portability and Accountability Act training in accordance with Army and DoD policy, as well as have a Secret clearance to access personnel patient information. Contractors must gain and maintain access to the Army Medical Readiness Portal, and export Medical Readiness Commanders Summary Reports weekly to establish historical trends on the COP of the Rock.
a. Visual Reports Development:
1. Contractor shall design and develop visual reports and dashboards using
Microsoft Power BI IAW approved project proposal and statement of work delivered from staff. Weekly.
2. Contractor shall specifically tailor reports to support specific unit battle rhythm events such as briefings, assessments, and operational reviews IAW established seven-minute drills (7MDs). Weekly.
3. Contractor shall design, build, and maintain Power BI dashboards that include prescribed key performance indicators (KPIs). These KPIs will provide leaders with insights into religious support and medical activities, aiding in data-driven decision-making. The dashboard must be supported with visualizations related to the data collected.
4. Contractor shall use data to visualize trends and correlations, particularly linking serious incident report (SIR) data with religious support data to highlight potential areas of concern.
b. Refinement and Assistance:
1. Contractor shall respond to requests from staff to assist with refining existing visual reports in Microsoft Power BI to satisfy emergent information requirements. Daily.
2. Contractor shall incorporate feedback to iteratively improve reports to enhance usability and downstream utility to subordinate units. Weekly.
3. Contractor shall ensure the Power BI dashboard is regularly updated with the most recent data ingest. Weekly.
c. Data Cleaning and Preparation:
1. Contractor shall use Microsoft Power Query to perform data cleaning and transformation from systems of record. Daily.
2. Contractor shall source ingestible data from various extensions (e.g. Excel, CSV) and file sources (e.g., SharePoint, Vantage, Advana) for integration into Power BI reports. Daily.
3. Contractor shall pull, collate, and categorize data from the Building Strong and Ready Teams (BSRT), including expenditures, number of soldiers trained, and efficiencies. Weekly.
4. Contractor shall extract and manage data from the Religious Support Management Tracker (RSMT) in OS56 (Chaplain Corps system of record), which includes counseling numbers by battalion and brigade, hours and numbers of soldiers trained, assessment of harmful behavior intervention, religious services provided, and attendance numbers. Weekly.
d. Integration and Implementation:
1. Contractor shall create visualizations in Power BI for all data and dashboards under the purview of the Division Chaplain and DIVSURG into the “COP of the Rock”. Weekly.
2. Contractor shall implement Power BI Service options including PowerApps for interactive elements, Power Automate for workflow automation, and Data Gateways for secure data connectivity. Daily.
e. Best Practices Development:
1. Contractor shall develop and publish best practices for designing and deploying effective visual reports in Power BI. This shall be gleaned from lessons learned and draw from previously generated reports and log.
Monthly.
2. Contractor shall conduct training sessions for staff on Power BI best practices and report design principles. Quarterly.
f. Documentation and Reporting:
1. Contractor shall provide regular summaries and reports on Power BI report usage metrics within the Power BI service and archive these reports monthly. Monthly.
2. Contractor shall analyze metrics, visualize trends, and identify opportunities for report optimization. Report optimization includes the following categories: user engagement, and downstream utility to subordinate units.
Monthly.
3. Contractor shall maintain documentation of Power BI report designs, data sources, and integration workflows. Monthly.
4. Contractor shall generate and maintain documentation on project progress, report enhancements, and user adoption. Monthly.
4. Power BI Development (G4/G8). These services require on-site performance.
Contractor must possess proven experience in developing interactive visual reports and dashboards using Microsoft Power BI. Contractor must possess familiarity with data cleaning and transformation techniques using Power Query. Contractor must possess the ability to use DAX and M code within Power BI and Power Query. Contractor must have experience with integrating Power BI reports into operational platforms and applications. Contractor must possess strong analytical skills and attention to detail.

c. Data Cleaning and Preparation for Division Maintenance:
1. Contractor shall access information and reports on Army STAMIS systems
(GCSS-Army/AESIP) to provide maintenance ingest for Power BI dashboards. Daily.
2. Contractor shall collaborate with the division maintenance team to analyze current data from GCSS-Army to analyze trends and conduct predictive analysis on all the specified report requirements. Weekly.
3. Contractor shall ensure the division maintenance dashboard allows units, down to the company level, to conduct maintenance meetings through the maintenance dashboard. Weekly.
4. Contractor shall formulate and modify rules within PowerBI to amend emergent discrepancies in a unit’s force structure. Weekly.
d. Data Cleaning and Preparation for Supply and Services:
1. Contractor shall develop and maintain a PSD dashboard IAW 3ID and 18th
Airborne Corps standards for lateral transfer or turn-in directives with data ingested from 3ID G4. Weekly.
2. Contractor shall develop and maintain a FLIPL dashboard with data pulled from eFLIPL. This dashboard shall have similar functionality to the existing Excel spreadsheet. Weekly.
3. Contractor shall develop and maintain a PGR dashboard similar in design scheme to pre-existing Excel and PowerPoint driven products. This dashboard must incorporate a weekly pre-established data ingest schema.
Weekly.
4. Contractor shall develop a UII (Unique Item Identifier) Marking dashboard in conjunction with a pre-established data ingest schema. Weekly.
5. Contractor shall develop a master divestiture list dashboard in conjunction with a pre-established data ingest schema. Weekly.
6. Contractor shall coordinate with G8 to develop a data schema and ingest to create reporting for a ‘days in release strategy’ and average age in ZPARK by class of supply and priority. Monthly.
e. Data Cleaning and Preparation for Division Transportation Officer:
1. Contractor shall use Microsoft Power Query to perform data cleaning and transformation from systems of record. Weekly.
2. Contractor shall source from systems of record listed below to generate a data ingest for Power BI. Weekly
i. JCM (Joint Container Management) report. A report created in
Power BI providing the status, serviceability, and ownership of containers.
ii. CDDP (Command Deployment Discipline Program). A report created in Power BI to pull data from DTMS input from units across 3ID.
iii. SMS (Single Mobility System) report to track flights CONUS and
OCONUS.
iv. SDDC (Surface Deployment and Distribution Command) snapshot. A report created in Power BI to pull data from SDDC reports for status of vessels/line haul/rail assets.
v. Equipment in-flow/out-flow. A report created in Power BI to provide context and situational awareness of organizational equipment.
vi. Long range mobility tracker. A report created in Power BI to provide forecasting and analysis for the Division Transportation Officer (DTO).
vii. Train tracker from RMA. A report created within Power BI providing data from RMS operations.
viii. FVUA (Funds Verification and Use Authorization) Tracker. A report within Power BI which pulls FVUA data for units to track status of funding for movement requests.
ix. CULT (Common-User Land Transportation) Report. A data sheet to be created within Power BI to generate context and situational awareness of land transportation.
f. Integration and Implementation:
1. Contractor shall embed data visualization into the “COP of the Rock” reports to assist with discerning trends and time-series data. Weekly.
2. Contractor shall implement Power BI Service options including PowerApps for interactive elements, Power Automate for workflow automation, and Data Gateways for secure data connectivity. Daily.
g. Best Practices Development:
1. Contractor shall develop and publish best practices for designing and deploying effective visual reports in Power BI. Quarterly.
2. Contractor shall conduct training sessions for staff on Power BI best practices and report design principles. Quarterly.
h. Documentation and Reporting:
1. Contractor shall provide regular summaries and reports on Power BI report usage metrics within the Power BI service and archive these reports monthly. Monthly.

5. Power BI Development G3/5. These services require on-site performance. Contractor must possess proven experience in developing interactive visual reports and dashboards using Microsoft Power BI. Contractor must possess familiarity with data cleaning and transformation techniques using Power Query. Contractor must possess the ability to use DAX and M code within Power BI and Power Query. Contractor must possess experience with integrating Power BI reports into operational platforms and applications.
Contractor must have strong analytical skills and attention to detail. Contractor must possess familiarity with the OPORD process, OIP, DRE/EDRE/Deployments, PME, FI/FM, and AST/LRTC/CTC. Contractor shall develop reports and products as outlined below in 10.5.a -10.5.f. Contractor must possess familiarity in areas of test and evaluations, combat development projects, force management, force structuring, orders production, and modernization tracking.

12. Local Instructions and Conditions
a. EMERGENCY MEDICAL TREATMENT (4 DEC 02)
Emergency medical treatment will be provided by the Winn Army Community Hospital, if the emergency occurs on or near Fort Stewart, GA, in order to prevent undue suffering or loss of life. Emergencies will be treated only during the period of emergency and appropriate action will be taken to discharge or transfer such patients as soon as the emergency period ends.
Charges for medical care will be at the prevailing rate and at the Contractor's expense.
Medical emergencies that occur on or near Hunter Army Airfield should be evacuated to the nearest Emergency Medical Treatment Facility. Currently the closest facilities are:

b. REMOVAL OF CONTRACTOR PERSONNEL (4 DEC 02)
The Government reserves the right to require removal of any Contractor personnel from the job site who endanger persons or property, or whose continued employment is inconsistent with the interest of military security. The Government also reserves the right to require the Contractor to remove from the job site, any employee found to be under the influence of alcohol, drugs or any other incapacitating agent or any employee involved in the theft of Government property. The removal from the job site of such personnel shall not relieve the Contractor of the requirement to provide personnel to perform services.
c. INSTALLATION ACCESS (FEB 2014)
Fort Stewart-Hunter Army Airfield has modified the previous Access Control Point procedures. A comprehensive plan that will improve Force Protection and reduce processing times has been introduced as follow:
1.Effective immediately, Decals (DD Form 2220) are NO LONGER required to gain entry to Fort Stewart or Hunter Army Airfield. The following forms of ID are authorized to access the installation:
(1) CAC Card (Military or Civilian)
(2) Dependent ID Card
(3) Retiree ID Cards
(4) Fort Stewart/Hunter Army Airfield Temporary Pass
(5) RAPIDGate Credential (Contractors, Sub-Contractors and Vendors)
2. Non-Affiliated personnel, without one of the approved forms of ID listed above will be required to enter Gate 1 at Fort Stewart, or through Montgomery Gate at Hunter Army Airfield, and must provide a valid Driver's License.
3. Contractors, Sub-Contractors and Vendors that are not enrolled into the RAPIDGate Program are required to enter Fort Stewart via Gate 7C and/or the Montgomery Gate at Hunter Army Airfield. When Gate 7C is closed on Weekends, Federal and Training Holidays, personnel will enter through Gate 1 and provide a valid Driver's License.
4. Visitors who would like an extended access pass to the installation may obtain a multi-day pass at Building 226 on Fort Stewart; or Building 1286 on Hunter Army Airfield.
Temporary passes will facilitate access through all gates.
d. FIRE PREVENTION
The Contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association in the National Fire Code and other recognized fire prevention agencies and post regulations.
13. Performance Requirement Summary (PRS).
a. The Performance Standard set forth in the Performance Work Statement (PWS) is the standard the Contractor must meet for services to be deemed acceptable. Generally, under commercial services contracts, the Government is relying on the Contracting Officer Representative (COR) assurances that the services conform to contract requirements.
Consistent with FAR 52.212-4, Contract Terms and Conditions, (a) Inspection and Acceptance, the Contractor shall only tender for acceptance those services that conform to the requirements of the contract/order. Any additional work may be authorized only through procurement channels and modifications to the original Contract by the Contracting Officer.
