About this file
This document is a Statement of Work (SOW) for the Terminal Doppler Weather Radar (TDWR) Compressor-Dehydrator Procurement. The SOW outlines the requirement for the Federal Aviation Administration (FAA) to purchase 55 SPX Dielectric Model 600 Series C Compressor-Dehydrators to replace the use of nitrogen in the TDWR system. The compressor-dehydrators will provide a more reliable source of pressure in the waveguide system, preventing corrosion and costly repairs. The contractor shall deliver the items within 210 days after receipt of order. All items are to be delivered to the FAA's Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma.
The related federal contract opportunity is a Request for Quote (RFQ) for the same SPX Dielectric Model 600 Series C Compressor-Dehydrators. The RFQ is being issued by the FAA's Franchise Acquisition Services division, with a due date for cost proposals of 5:00 PM CDT on July 15, 2024. The award will be made to the vendor with the lowest acceptable price proposal.

1.0 BACKGROUND / OVERVIEW
The Terminal Doppler Weather Radar (TDWR) Program is comprised of Doppler Weather radars located within the United States and selected sites overseas. The system provides microburst, windshear and gust front information in the terminal approach and departure areas to Air Traffic Controllers and is provided to pilots. The present waveguide system of this radar is charged with nitrogen to keep the interior of the waveguide from corroding which would cause transmission and reception problems if left to the elements. The nitrogen system has two major problems; One is the expense of getting the nitrogen bottles refilled and/or replaced, scheduling deliveries as the TDWR are in areas off airport and two; Nitrogen is a hazardous gas and is classified as an asphyxiant. This makes the use of nitrogen a hazard to technicians who at times are required to break open the waveguide system to remove and replace failed components. The first problem has led to some TDWR waveguide systems to not be pressurized due to cost. The FAA Logistics Support personnel and other manor radar system engineering support personnel that have pressurized waveguide systems (ASR-9, ASDE, ASR-11, CARSR) have been consulted and it is the plan for all these systems to move to one common Compressor/Dehydrator. The purchase of compressor/Deydrators will replace the use of Nitrogen in the TDWR system and will provide a more reliable source of pressure in the waveguide system thus preventing the effects of the elements on the copper waveguide and preventing further costly repairs of removing and replacing the waveguide. This requirement is for the purchase of the SPX Dielectric Model 600 Series C Compressor/Dehydrator which has been identified for use in the TDWR and other radar systems and will be supported within the FAA Logistics System.
