About this file

This Statement of Work (SOW) details the R-2508 Microwave Replacement Project for the Federal Aviation Administration (FAA) in Ridgecrest, California. The project involves designing, engineering, and installing a new microwave radio system to replace the existing R-2508 system, which currently consists of 8 locations with 14 Alcatel MDR-8000 microwave radios covering approximately 15,000 square miles north of Los Angeles.

The replacement system must be a wideband IP-based microwave system operating in the 7125-8500 MHz government band, with specific technical requirements including a minimum 30 dB fade margin, 99.999% availability, and 1+1 protected hot standby. The project includes installing new radio terminals at multiple sites (Owens Valley, Indian Wells, Searles Valley, Little Lake, Cottonwood, Slate Range, and Laurel Mountain), with varying configurations of T1 and DS3 ports. Key additional requirements include comprehensive training for 8 FAA personnel, a standard commercial warranty, 10-year parts repair support, provision of spare parts, technical support, test equipment, and documentation. The contractor must also conduct joint acceptance inspections and ensure minimal system downtime during installation.

R-2508 Microwave

Replacement Project

Ridgecrest, CA

SUMMARY OF WORK

1.0 GENERAL

1.1 SCOPE

The contractor shall design, engineer, and furnish all labor, products, equipment, and materials for the construction and installation of a microwave radio system. This system will replace the existing R-2508 Microwave system. This shall include, but not limited to microwave radios with integral power supplies or compatible with existing power supplies. The system shall provide, at a minimum, the same services to the existing coverage area. The system shall be COTS to the greatest extent possible. All system components and installation shall comply with all FAA, NTIA, and OSHA requirements. All locations will consist substantially of identical equipment.

The existing R-2508 system consists of8 locations (Fig.A) containing a total of 14 Alcatel MDR-8000 microwave radios. This system creates a communications network covering approximately 15,000 square miles north of Los Angeles, California. This area is the Northern most part of the R-2508 range to Laurel Mountain. This network carries radar, audio, telco and mission support data critical to the US military and the Federal Aviation Administration.

The following items are a summary of the project and are provided solely for the purpose of describing the general nature of the work. The Contractor is responsible for accomplishing all items of work identified in the applicable specifications and provisions of the contract.

1. Phase 1

A. Engineering & Design

1) Site specific equipment requirements:

2) New radio terminal (1 each) with drop and insert capability of a minimum 16-T1 and minimum of 8 gigabit ethernet ports and all applicable power and ancillary equipment at the sites listed below:

(a) Owens Valley

(b) Indian Wells

(c) Searles Valley

3) New radio terminals (2 each) with drop and insert capability of a minimum 16-T1 and minimum of 8 Giga Ethernet ports and all applicable power and ancillary equipment at the sites listed below.

(a) Little Lake

(b) Cottonwood

(c) Slate Range

4) New radio terminals (4 each) with drop and insert capability of a minimum 16-T1 and minimum of 8 Giga Ethernet ports and all applicable power and ancillary equipment at the sites listed below. New radio terminal (1 each) with drop and insert capability of a minimum of 2 DS3 ports and minimum of 8 Giga Ethernet ports and all applicable power and ancillary equipment at the site listed below.

(a) Laurel Mountain

5) Sites to be replaced at this time are highlighted on Figure A.

B. System requirements

1) The replacement system shall be a wideband IP based microwave system capable of meeting or exceeding the current systems capability.

(a) The system shall be considered split system.

(b) The existing system is a drop and insert configuration with inputs ranging from T1 to DS3

(c) System will operate in the 7125 MHz to 8500 MHz government band. See Table 1.

(d) System gain should be designed for:

1. ≥30 dB fade margin on each hop.

2. 10 e-6 bit error rate test at receiver threshold.

3. Calculated Vigants availability ≥ 99.999%.

4. 1+1 protected hot standby on non-diversity systems.

5. Frequency + space (quad) diversity on diversity systems.

6. Adequate forward error correction on all receivers.

C. Installation

1) All installation, testing, cutover and removal schedules shall be coordinated and approved a minimum of 30 days in advance by the FAA.

2) Testing and cutover shall occur on a leg-by-leg basis and at no time shall any portion of the system be down outside of cutover window.

3) In the event that after cutover, the system is unstable, unreliable or faulty in any way, return to original configuration shall occur immediately.

4) Care and coordination must be taken as not to adversely affect any other equipment located at each site to include but not limited to power, structural and grounding work.

5) New rack installation may be in various flooring materials.

6) All electrical and grounding must be in compliance with the current National Electrical Code, FAA-STD-019 and FAA-C-1217. Any discrepancies between references, FAA standards will take precedence.

7) Installation may require temporary relocation of legacy equipment due to space constraints. Relocation of any equipment must be coordinated with FAA contracting officer representative or designee.

8) These facilities operate 24/7 and may require access by FAA personnel any time of the day or night. The Contractor shall perform all work so that access to the site is possible during all working and non-working hours for the duration of the project.

9) Site locations shall be cleared of tools, materials, debris and unnecessary equipment at the end of each workday.

10) A staging area for site installation preparation can be provided at a local FAA facility for up to 15 days before scheduled site install.

D. Training

1) Training shall be provided to at 8 FAA personnel within 3 months of final installation of the first site. This training shall cover installation, operation, maintenance, troubleshooting and all applicable technical knowledge, using but not limited to manufactures documentation. System familiarization shall occur at a FAA provided classroom location prior to first site cutover. Onsite training shall be conducted prior, during or immediately after installation of first cutover.

2) The contractor shall provide the option for factory classroom training.

3) Subsequent training shall be provided for a minimum of 2 new FAA employees each year through FY 28.

4) A student learning guide in hardcopy form shall be provided to each student. The student learning guide shall cover all facets of the system.

E. Warranty

1) Provide standard commercial warranty.

F. Parts repair

1) Parts and repair shall be provided for a period not less than 10 years after standard commercial warranty.

G. Spares

1) The contractor shall provide all manufacturers recommended spare parts at time of installation.

2) Spares for all single points of failure.

3) 10% spares based on the total contract quantity.

H. Technical support

1) The contractor shall provide telephone and or electronic communications technical support for a period not less than the standard commercial warranty..
