About this file
This is a Performance Work Statement for the procurement of FDM 3D printing equipment and materials by the DLA Product Test Center Division. The requiring activity is located in Columbus, Ohio, with contracting activities also based at that location. The primary objective is to acquire two desktop 3D printers with accessories and materials to increase fixture generation speed, expand material printing options, and enable simultaneous printing capabilities while minimizing operational impact on the DLA Product Test Center's testing cycle times.
The deliverables include two FDM thermoplastic 3D printers capable of printing all specified materials with five print heads and a minimum build volume of 360×360×360 mm; two filament dry cabinets; forty replacement nozzles in three sizes (0.4mm, 0.25mm, and 0.8mm diameters); filament spools totaling 55 kg across four material types—20 spools of Tough PLA (1 kg each), 20 spools of PETG (1 kg each), 10 spools of BVOH soluble filament (500g each), and 5 spools of TPU Flex filament in black (500g each); and tooling and spare parts for regular maintenance and repair. Delivery is required to Defense Supply Center Columbus at 300 North James Road, Building 17-3, marked for the DLA Product Test Center in Building 11-7. Invoices must be submitted to the Wide Area Workflow system within 10 days after delivery, with payment processed through the Defense Finance and Accounting Service. The DODAAC for acceptance is SL0700. Primary points of contact include Government Contract Officer Elizabeth Dickstein, Contract Officer Representative Kyle Palmer, and Technical Representative/Project Manager Kedric Jones.

PERFORMANCE WORK STATEMENT
1. FDM Printer, Filament, and Accessories
26 May 2026
Requiring Activity: DLA Product Test Center Division, located at Columbus, Ohio.
Contracting Activity: DLA Contracting Services located in Columbus, Ohio.
2. Introduction
This is a description of the DLA Product Test Center (PTC) Division, VT, requirements for the procurement of 2 desktop 3D printers with accessories and materials and filament dryers. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with 2 desktop 3D printers which increase the speed of fixture generation, expand our material options and allow for simultaneous prints. Because we want to maximize the ease of use some of the required features listed below will be specific.
Our general objective is to minimize any impact to the DLA Product Test Center Division operations and our customers because of this procurement, especially with regards to test cycle time. This system will decrease time required to create fixtures and allow new options and multi-material print designs.
3. Background
This machine would improve Product Test Center’s (PTC’s) fixture creation time, increase the number of fixtures able to print at once, increase the types of materials printed and increase multi-material printed fixtures. Most importantly, procurement of this machine will increase
3D printing capacity in both the Electrical and Mechanical PTC. Not procuring these printers would result in the PTC relying on its current fixture capabilities.
4. Scope
The shipment and delivery of Two (2) desktop 3D printers, two (2) dry cabinet, spare nozzles and an assortment of filament spools of different materials listed in section 7.
5. Applicable Directives
None
