STATEMENT OF WORK (SOW)
FOR
USCG TRANCEN CAPE MAY FIRE SCREEN MAINTENANCE
1.0 GENERAL
1.1 BACKGROUND
The U.S. Coast Guard Training Center Cape May, located at 1 Munro Avenue, Cape May, New Jersey, provides basic military instruction to prospective Coast Guard members. As part of this training, the Fire Training System enables realistic live-fire scenario simulations. To ensure the system’s optimal functionality and safeguard the government’s substantial investment, annual preventative maintenance and training are required.
1.2 SCOPE
The scope of this contract includes providing preventative maintenance, wear part calibration or replacement, software updates, and mechanical upkeep for 12 fire attack panels and 2 smoke generators that are part of the Fire Training System at Training Center Cape May. The contractor shall also conduct a detailed inspection and replacement of electrical components as needed, prepare maintenance reports, and facilitate shipping of equipment to and from Albany, NY for servicing. Additionally, the contractor will provide one on-site visit for refresher training to enhance end-user knowledge and ensure proper system operation.
1.3 OBJECTIVE
The objective of this contract is to ensure the continued operational readiness and longevity of the Fire Training System at Training Center Cape May by providing annual preventative maintenance, wear part replacement, and system updates. Additionally, the contract aims to enhance end-user proficiency through on-site refresher training, ensuring proper use and upkeep of the system. By contracting these services, the Training Center will safeguard its investment in advanced fire training technology and maintain the capability to deliver high-quality training to prospective Coast Guard members.
2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 TASK ONE. PREVENTIVE MAINTENCE PLAN

The contractor shall perform the following services for the Fire Training System.
Preventative Maintenance: Includes software updates, mechanical upkeep of components, wear part calibration or replacement, and electrical component inspection and replacement.

Reporting Requirements: Provide a detailed maintenance report for all equipment serviced. On-Site End-User Training: Conduct a refresher training session for end-users during a scheduled site visit. Shipping: Arrange for shipping of all equipment to and from Albany, NY for servicing. Frequency: The 12 fire attack panels and 2 smoke generators shall be serviced semi-annually to ensure optimal functionality and compliance with training requirements.
2.2 TASK TWO Specific Requirements
Equipment to be Serviced: 12 Fire Attack Panels, two smoke Generators.
Turnaround Time: All equipment shall be serviced and returned within four (4) weeks from the time of receipt by the contractor. End-User Training: Conduct one (1) on-site visit at Training Center Cape May for a refresher training session, including system operation and electrical equipment inspection.
Deliverables. Maintenance Report: A detailed report covering maintenance performed, any replacements, calibrations, and recommendations for continued equipment care.
Training Session: Provide a written outline and completion certification for the end-user training.
3.0 CONTRACTOR PERSONNEL
It is the responsibility of the contractor to propose qualified contractor personnel to perform all requirements specified in the SOW.
3.1 QUALIFIED PERSONNEL
The Contractor shall provide qualified personnel to perform all requirements specified in this SOW.
3.2 CONTINUITY OF SUPPORT
The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Contracting Officer’s Representative (COR) prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.
3.5 EMPLOYEE IDENTIFICATION
3.5.1 Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.
3.5.2 Contractor employees working on-site at Government facilities shall wear a Government issued identification badge. All Contractor employees shall identify

themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government issued badge in plain view above the waist at all times.
3.6 EMPLOYEE CONDUCT
Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.
3.7 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
4.1 SECURITY
Contractor access to classified information is not currently required under this SOW.
4.2 PERIOD OF PERFORMANCE
The period of performance for this contract is a one year base period with four one-year option periods as follows:

4.3 PLACE OF PERFORMANCE
The primary place of performance will be the Contractor’s facilities with one visit to the United States Coast Guard at TRACEN CAPE MAY USCG 1 MUNRO AVE CAPE MAY
NJ 08204-5002.
4.4 HOURS OF OPERATION
Contractor employees shall generally perform all work between the hours of 0730am and 04:00pm EST, Monday through Friday (except Federal holidays).

4.5 GENERAL REPORT REQUIREMENTS
The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Microsoft Office Applications).
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will provide the following property to the Contractor for work required under this contract: Twelve Fire screens and two smoke generators.
The Government will provide the workspace, equipment necessary to perform the on-site portion of Contractor services required in this contract, unless specifically stated otherwise in this work statement.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in SOW 2.0 and SOW 5.0.
7.0 GOVERNMENT ACCEPTANCE PERIOD
TRACEN Cape May Lead Fire School Instructor will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, TRACEN Cape May Lead Fire School Instructor will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
7.1 TRACEN Cape May Lead Fire School Instructor will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the TRACEN Cape May Lead Fire School Instructor of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
7.2 TRACEN Cape May Lead Fire School Instructor will have 10 business days to review deliverables and make comments. The Contractor shall have 10 business days to make corrections and redeliver.
7.3 All other review times and schedules for deliverables shall be agreed upon by the parties based on the final approved Project Plan. The Contractor shall be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review. The Contractor shall work with personnel reviewing the deliverables to assure that the established schedule is maintained.
