Scope of Work
United States Coast Guard Academy
New London, Connecticut
Clean, and Inspect Gutter Chase Hall Annex A
Part 1 – GENERAL
1.1 Project Description:
The contractor shall furnish all labor, material, equipment, and transportation, to clean gutter and inspect gutter system at Chase Hall Annex A, Coast Guard Academy, New
London, Connecticut.
1.2 Contractor Qualifications and Personnel Requirements:
The contractor and contractor personnel performing work under this contractor shall be licensed by the State of Connecticut. The contractor shall provide a primary point of contact to include a phone number and email address.
1.3 Contracting Officer’s Representatives:
All work performed by the contractor is subject to inspection and acceptance by the
Contracting Officer or the Contracting Officer’s Representative (COR) during and after the completion of each visit. Unsatisfactory work shall be corrected at no additional cost to the government. The COR is Philip Pensis who may be reached at (860) 444-8568
(office) or at Philip>J.Pensis@uscg.mil. CORs are not authorized to issue changes to the contractor or resolve contractual disputes.
1.4 Location of Work:
All work shall be performed at Chase Hall at the Coast Guard Academy, 15 Mohegan
Ave, New London, CT 06320.
1.5 Site Visit:
Bidders are encouraged to visit the site to become familiar with existing conditions.
Failure to do so will not relieve the successful bidder from furnishing all labor, materials, and equipment to satisfactorily complete performance of all required work. Bidders shall contact the primary COR to schedule a site visit.
1.6 Hours of Work:
All work shall be performed between the hours of 7:30 a.m. and 4:00 p.m. local time, Monday through Friday excluding Federal Holidays. Should the contractor desire to work outside these hours, the contractor shall submit a request to the primary COR no less than
48 hours in advance.
1.7 Scheduling of Work:
The contractor shall schedule all work with the COR.
1.8 Contractor’s Use of Premises:
The contractor will be working within an operational Coast Guard military installation.
The contractor shall perform and conduct all work to minimize interference with Coast
Guard operations.
1.9 Parking:
The contractor is authorized parking during the performance of work. Overnight parking is not authorized. Parking arrangements shall be made through the COR.
1.10 Inspection and Acceptance of Work:
The contractor shall keep the COR fully informed of contract operations throughout the performance of work. The contractor shall notify the COR upon completion of work. The contractor and COR shall perform a joint final inspection and the contractor shall correct any noted deficiencies.
1.11 Government Furnished Utilities:
The government will furnish electricity (120vac @ 20 amps), and water from existing building services will be provided at no cost to the contractor. Additional hookups or temporary connections shall be the responsibility of the contractor and shall be removed by the contractor upon completion of work.
1.12 Storage Facilities:
The government will not provide storage facilities.
1.13 Site Clean Up:
Upon completion of daily work, the contractor shall remove and properly dispose of site debris and rubbish. Contractor equipment shall be removed from Coast Guard Academy premises unless otherwise authorized by the COR.
1.14 Disposal of Removed Materials:
All materials and equipment removed by the contractor shall become the property of the contractor and shall be disposed of offsite in accordance with all applicable federal, state and local laws and regulations. Under no circumstances shall materials be placed in government-owned or leased refuse containers.
1.15 Smoking:
The contractor shall strictly adhere to the Coast Guard Academy’s smoking policy which limits smoking to 4 designated locations. The COR will provide smoking area locations upon request.
Part 2 – SCOPE OF WORK
2.1 General:
The work associated with this contract includes cleaning of the gutters on the inner quad of Chase Hall Annex A. 3 sections of gutters at a height of approximately 40-45’. Gutters will be inspected during cleaning to make sure there are no issues that need to be addressed. Issues found to be noted and disclosed to COR.
