About this file

This is a Job Specification document for temporary portable head and washbasin provision services aboard the USS NEW ORLEANS (LPD-18) during a scheduled availability at Sasebo.

The specification requires the provision and maintenance of eight temporary portable toilet facilities: five units designated for male use and three units for female use, each consisting of a western-type water closet, sewage accumulating tank, and locking door. Additionally, one portable washbasin with mirror and foundation (approximately 300mm height) is required. All units must be installed alongside the ship at locations designated by the Ship Superintendent. Contractor responsibilities include installing bilingual (English and Japanese) door labels, providing hoses, toilet paper, and soap; cleaning facilities twice daily; applying approximately 200 cubic centimeters of disinfectant (creosote-based deodorizer) twice daily; securing units against weather damage; and collecting, transporting, and disposing of accumulated sewage (estimated 3,380 gallons) in accordance with Japan Environmental Governing Standards. The contractor must submit a legible report in English listing the amount of sewage discharged in gallons following each disposal. The Period of Performance runs from October 22, 2026 through January 30, 2027, with an anticipated award date of November 17, 2026 and production completion date of December 30, 2026. The preparing activity is Sasebo, with the specification prepared by N. Nagato on July 14, 2026.
