About this file

This is a Job Specification document for periodic maintenance and load testing of Deck Edge Safety Nets on the USS Tripoli (LHA-7) flight deck. The work involves preliminary inspection and load testing of multiple safety net assemblies located throughout the flight deck, with an anticipated award date of August 17, 2026, and a period of performance from August 17, 2026 to January 29, 2027. The preparing activity is SASEBOPOP, and government-furnished materials include extensive wire rope, connectors, fasteners, and structural components specified in detailed material lists.

The scope encompasses pre-component inspection and periodic load testing of each safety net assembly on the flight deck, including vertical filler nets, filler nets, and main nets. The work requires contractors to inspect wire rope netting, margin ropes, net clips, pendant assemblies, ground straps, mounting structures, lashing systems, and frame components for damage, corrosion, proper crimping, and secure fastening. Specific acceptance criteria are established for wire rope condition, with defects such as six or more broken wires in one rope lay-length or three or more broken wires in one strand lay-length rendering equipment unacceptable. Additionally, contractors must perform load testing per test procedures 61221-2-004P1 and 61221-2-004, verify frame alignment, test quick release hook operations, and inspect latch mechanisms. Follow-on repairs identified during inspection require government authorization before execution. The document is governed by NAVSEA standards, general overhaul specifications, and Joint Fleet Maintenance Manual requirements.

4. GENERAL PRECAUTIONS

4-1 Only those personnel actively engaged in performing or witnessing this test shall be permitted in the testing area. All specified safety regulations shall be strictly observed.

4-2 The warning signs shall be posted prior to starting the inspection.

4-3 Safeguarding of personnel and equipment shall be adhered to at all times.

4-4 Comply with Navy Safety and Occupational Health (SOH) manual, OPNAVINST 5100.23 as well as any additional guidance from other applicable policy.

4-5 Comply with ship's regulations when working at or over the side. Wear non-inflatable life preserver, safety harness, and safety lanyard secured to a suitable structure.

4-6 For hinged safety nets, rig temporary lifelines and lashing, as required, prior to lowering safety net frames to the down (horizontal) position.

4-7 Wire rope pendant thimble(s) found to have cracks or found to have portions of material broken off are a potential FOD hazard.

4-8 Quick release hook with faulty or missing pull lever retaining springs can result in unexpected disengagement of the hook, releasing the pendant assembly. This could lead to personnel injury if personnel are in safety net during disengagement. Quick release hooks with faulty or missing retaining springs can be secured by seizing pull lever to hook body using CRES seizing wire until new replacement hooks are installed.

4-9 Ensure that safety net frame is secured in the up (vertical) position. Disengage one quick release hook at a time from pendant assemblies on each frame. One pendant assembly shall always remain connected between safety net frame and ship's structure.

4-10 Latch mechanism is designed to secure safety net frame in the up (vertical) position. In this position, frame is acting as a restraint system (liferail) to prevent personnel from falling overboard or to a deck below. An improper working latch mechanism or bent/damaged frame holdback staple may lead to personnel injury should frame drop when contacted or leaned on by personnel.

5. PRELIMINARY INSPECTION STEPS

5-1 TMDE If Test, Measuring & Diagnostic Equipment (TMDE) is used, record its type, range, serial number and calibration due date in corresponding "FINDINGS" field.

5-2 VERTICAL FILLER NET ASSY (ONBOARD INSPECTION)

5-2.1 PRETEST BRIEFING Conduct pre-test briefing (e.g., safety precaution, station assignment, inspection step) with involved test personnel.

5-2.2 INSPECTION For net listed in Table 1-1 that requires inspection, perform following procedure and record result in corresponding TEST DATA SHEET. Inspection described herein may be performed in any convenient sequence. Omit step if not applicable. If defect is found, record condition (e.g., (1) missing 5 clips) in each "FINDINGS" section. If no defect is found, leave "FINDINGS" field blank.

(c) Lashing Rope Tightness Inspect for tightness of lashing rope.

Acceptance criteria:

Netassemblyshall be tightagainst frame.

NOTE

FOR ACCOMPLISHMENT OF FRAME ALIGNMENT, ALL FRAMES SHALL BE LOWERED TO THE DOWN (HORIZONTAL) POSITION. ALIGNMENT OF EACH FRAME SHALL BE VISUALLY CHECKED AGAINST THE ADJACENT FRAMES ON EITHER SIDE AND THE OVERALL ALIGNMENT OF THE COMPLETE RUN OF FRAMES (PER SIDE) SHALL BE VISUALLY CHECKED WITH RESPECT TO THE FIRST AND LAST FRAMES. FOR ACCOMPLISHMENT OFALIGNMENT CHECK DUE TO REPAIR OR REPLACEMENT OFAN INDIVIDUAL FRAME OR GROUP OF FRAMES, ONLY THE ADJACENT FRAMES TO THE REPAIRED OR

REPLACED FRAME(S) ARE REQUIRED TO BE LOWERED.

(6) FRAME ALIGNMENT (See Figure 5-9 for Pendant Turnbuckle Assembly & Cotter Pin Curled Over)

(a) Inspect frame alignment as follows.

1) Lower safety net frame to down (horizontal) position. Conduct visual inspection using 8-foot wooden post extended from flight deck out to flight deck frame. Use wooden post to visually determine height of outboard tube/pipe frame. Check horizontal alignment. Note misaligned frame.

2) Raise misaligned frame to up (vertical) position and secure. Remove cotter pin from end-fitting (where applicable) or loosen locknut (where applicable) and adjust turnbuckle as required to correct alignment.

3) Lower frame to down (horizontal) position. Check alignment. Repeat Step 1) as needed until alignment is satisfactory.

4) When alignment is satisfactory, raise frame to up (vertical) position. Reinstall cotter pin or tighten locknut.

5) Repeat Step 1) through 4) until safety net frame is properly aligned.

Acceptance criteria:

Outboard tube offrame shall be in sameplane with each other. Maximum height ofoutboard tube offrame is level with flight deck or top ofwheel stop. Minimum height ofoutboard tube offrame is 3 inches below flight deck or top ofwheelstop. Cotterpin must beproperly curled over.

6) Identify cause of problem (wire rope pendant/physical issue) if alignment could not be obtained

5-4.3 Lead Work Center representative and S246 shall sign corresponding TEST DATA SHEET upon completion of inspection.

5-5 Return nets to readiness condition, as required.

6. TEST COMPLETION

6-1 Sign test procedure coversheet to verify test is complete and return test procedure to S246 for review and approval.
