About this file
This is a Statement of Work (SOW) for the upgrade and modernization of an Access Control System (ACS) in Building 351 at Eglin Air Force Base, Florida, issued by the 388 EWS on 8 July 2026. The project involves replacing end-of-life hardware and software, implementing modern security credentialing capabilities, and streamlining badge issuance operations. The contractor must supply and install one high-performance desktop workstation to replace an aging laptop; provide and install the latest supported version of Lenel OnGuard software with all necessary user and system licensing; remove and replace the existing card reader with one HID Prox reader (Part #: 921PHRNEK0002D) capable of dual PIN and Common Access Card (CAC) functionality; integrate the existing main entry reader controlled by 53d Wing into the new standalone ACS panel while reusing existing hardware; relocate the workstation and peripheral hardware from Room 109A to Room 109G; and supply, install, and configure one operational badge printer without integrated camera, integrating it directly with the Lenel ACS system.
Technical requirements include performing all database programming, user profile setups, access level configurations, and credential format mapping in Lenel OnGuard; conducting complete on-site system validation and testing to verify proper communication between all components; and delivering system test reports signed by the Government representative, manufacturer manuals and warranty documentation, and basic user manuals for workstation operations. The estimated period of performance is 45-60 calendar days from contract award to final government acceptance, with a project kickoff meeting to be scheduled within seven calendar days of award. All work must be performed during standard duty hours, Monday through Friday, 0800-1700. The Government will provide 120VAC utility power, conduits, back boxes, physical cable pathways, network connectivity, and facility access control authorization with appropriate escorts. Contract personnel are subject to security requirements coordinated with 388 EWS personnel and Security Forces Squadron, with the contractor responsible for background checks and security compliance of all employee personnel working on base. The designated Ombudsman for task-order and delivery-order complaints is Mr. Paul Brinckhaus, Contracting Officer, at 850-882-3466 or paul.brinckhaus@us.af.mil.

Statement of Work Building 351, 388 EWS, ACS System Rm 109
CUI
Organization: 388 EWS
Address: Bldg. 351 Eglin AFB, FL 32542
8 July 2026
1. Background
The existing Access Control System (ACS) in Building 351 at Eglin Air Force Base has reached its end-of-life cycle. The current hardware and software are outdated, resulting in operational inefficiencies and reliability concerns. Specifically, the management workstation operates on an aging laptop that no longer meets necessary performance standards. Additionally, the Lenel OnGuard license has expired and requires an upgrade to a current, manufacturer-supported version to ensure compliance and ongoing system support.
To align with modern security standards, the existing card reader must be replaced with a modern Common Access Card (CAC) and Personal Identification Number (PIN) capable reader. Finally, the workstation must be relocated to improve system usability, and an on-site badge printing system must be integrated to streamline credential issuance.
2. Objectives
• Replace obsolete hardware and software
• Implement CAC-enabled, PIN-capable credentialing
• Enable on-site badge issuance
• Improve system usability through workstation relocation
• Consolidate control of access points into a standalone system
3. General Requirements:
3.1. Workstation Upgrade: Remove the existing laptop-based workstation. Supply and install one (1) high-performance desktop workstation in Room 109A.
3.2. Software Licensing: Provide and install the latest, supported version of Lenel OnGuard software, including all necessary user and system licensing.
3.3. Room 109 Card Reader: Remove the outdated card reader. Supply and install one
(1) HID Prox reader with dual PIN and CAC capability (Part #: 921PHRNEK0002D).
3.4. Main Entry Integration: Integrate the existing main entry reader (controlled by 53d Wg) into the new standalone ACS panel in Room 109. Reroute existing reader wiring as necessary. (Note: Existing entry reader hardware is to remain and be reused).
3.5. Workstation Relocation: Relocate the newly installed ACS workstation and peripheral hardware from Room 109A to Room 109G.
