About this file
This is Amendment No. 02 to Solicitation 377124_MR for the PIP-II Cryogenic Distribution System (CDS) Access Platform, issued by Fermi National Accelerator Laboratory on March 9, 2026. The amendment addresses a material availability issue raised by a bidder regarding HSS 7 x 2 x .250 rectangular tubing, which suppliers indicate is not currently produced despite being listed in the AISC manual. FFDG identified two suppliers as existence proof of material availability: Totten Tubes, Inc. in Azusa, California and Tell Steel in Long Beach, California, though no guarantees or representations are made regarding these suppliers' offerings.
The amendment permits material substitutions provided they meet three specified criteria: equivalent grade and specifications, no impact to volume utilized below the platform walking surface plane, and no reduction of strength or stiffness relative to the designed section. The bidder's proposed substitution of HSS 8 x 2 for HSS 7 x 2 and HSS 6 x 2 for HSS 5 x 2 has been determined to meet these criteria and must be documented in proposals if proposed. The original proposal due date has been extended by one week to March 19, 2026 at 2:00 p.m. Central Time. All other terms and conditions remain unchanged. Bidders must acknowledge receipt of the amendment via email to the FRA Procurement Specialist.

AMENDMENT TO SOLICITATION
AMENDMENT NO. 02 DATE OF AMENDMENT: March 9, 2026 SOLICITATION NO. 377124_MR DATE ISSUED: March 9, 2026 PROJECT NO. 4-3-3C3 PROPOSAL DUE DATE: March 19, 2026 Revised
TITLE OF PROJECT: PIP-II CRYOGENIC DISTRIBUTION
SYSTEM (CDS) ACCESS PLATFORM
Bidders must acknowledge this amendment immediately upon receipt by one of the following methods:
• Via email to the FRA Procurement Specialist
The above-referenced solicitation is amended as follows:
QUESTION: I have turned all my materials in for pricing and I am being told by all my suppliers that HSS 7 x 2 x .250 rectangular tubing is not produced. It is in the AISC manual however none of my suppliers can find a mill that produces it.
This unavailable material makes the existing design unattainable. Would it be possible to use a HSS 8 x 2 in lieu of a 7 x 2. I believe this would simply make your kick plate 1 inch higher on the exterior to 5” inches in lieu of the 4 inches shown. We would also change the HSS 5 x 2 to 6 x2 where necessary.
ANSWER: FNAL was able to find two suppliers, Totten Tubes, Inc. in Azusa, CA and Tell Steel, Long Beach, CA. FFDG makes no guarantees or representations about the materials offered by these suppliers, but is providing them as an existence proof for the availability of the specified material.
That being said, FFDG will consider material substitutions that meet the following criteria:
• Equivalent grade and specifications
• No impact to volume utilized below the plane of the platform walking surface
• No reduction of strength or stiffness relative to the designed section
The proposed exception appears to meet these criteria and must be documented in your response if a substitution is being proposed.
THE PROPOSAL SUBMISSION DUE DATE IS BEING EXTENDED BY ONE WEEK. THE NEW PROPOSAL
DUE DATE IS MARCH 19, 2026, 2:00 CT.
ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
