About this file
This is Amendment No. 01 to Solicitation No. 377124_MR for the PIP-II Cryogenic Distribution System (CDS) Access Platform project (Project No. 4-3-3C3) at Fermi National Accelerator Laboratory. The amendment was issued on March 2, 2026, with a proposal due date of March 12, 2026. The document presents a Questions and Answers section addressing bidder inquiries regarding project execution.
Key clarifications include: the subcontractor may perform layout, rebar scanning, and wall bracket installation in areas where cryogenic piping has not been installed, though cryogenic piping installation will not wait for bracket completion; cryogenic piping installation will occur from May 2026 through October 2027, progressing from north to south; the available Fermi Lab crane is a 25-ton bridge crane with a 20-foot hook height at the dock and a maximum volume envelope of 30 feet long by 8 feet wide by 9 feet high for lowering areas; material handling limitations related to existing cryogenic equipment will present greater restrictions on prefabricated section size than site access; the Period of Performance is 13 months (~400 calendar days), not the 300 calendar days referenced in one exhibit; and the Project Quality Control Manager is not required to be onsite continuously but must be onsite or available to fulfill responsibilities specified in Section 014100, Section 1.4 B. Michele Reynolds, PIP-II Procurement Manager, may be contacted at (630) 840-2448 or micheler@fnal.gov.

AMENDMENT TO SOLICITATION
AMENDMENT NO. 01 DATE OF AMENDMENT: March 2, 2026 SOLICITATION NO. 377124_MR DATE ISSUED: March 2, 2026 PROJECT NO. 4-3-3C3 PROPOSAL DUE DATE: March 12, 2026
TITLE OF PROJECT: PIP-II CRYOGENIC DISTRIBUTION
SYSTEM (CDS) ACCESS PLATFORM
Bidders must acknowledge this amendment immediately upon receipt by one of the following methods:
• Via email to the FRA Procurement Specialist
The above-referenced solicitation is amended as follows:
Q: Can we put the brackets on the wall before the other equipment is in?
A: The subcontractor would be allowed to perform layout, scan for rebar, and/or install wall brackets in areas where cryogenic piping has not yet been installed. However, cryogenic piping installation would not wait on bracket installation, and in some areas cryogenic piping would be likely to be complete before brackets are available.
The installation of cryogenic piping will begin in May 2026 and continue until October of 2027. Cryogenic piping work will start at the north end of the site and proceed to the south. The amount of piping in place at the time when the Subcontractor is ready to install wall brackets would depend on the Subcontractor’s specific schedule.
Once brackets are available, the Subcontractor would be allowed to install them either south of the active cryogenic work area (ahead of cryogenic work) or north of the active cryogenic work area (behind cryogenic work). Work in the ~50’ long area where cryogenic work would be ongoing would require coordination with the cryogenic team via the FFDG Construction Coordinator.
Q: What are the limitations on the Fermi Lab crane in terms of weight, location, and any other parameters?
A: The PIP-II HighBay Building (HBB) includes a 25T bridge crane, providing coverage of the truck loading dock and PIP-II HBB lower level. Hook height is 20’ at the dock. The maximum volume envelope that can be accommodated by the lowering area at the PIP-II HBB lower level and adjacent tunnel entrance is 30’ long x 8’ wide x 9’ high. The lowering area is approximately 30’ north of the northern border of the platform work area. Per SOW ED0045042 section 6.4.5, FFDG staff will be available to operation the overhead crane.
Q: What are the size restrictions on access to the site so we can plan how large our construction equipment and offsite fabricated sections can be?
A: See answer to question 2 regarding material handling limitations. Note that it is expected that provisions for installing the platform around existing cryogenic equipment will present greater limitations on prefabricated section size than site access will.
Q: Exhibit 7, Section 010010, Paragraph 3.2 shows a 300 calendar day completion schedule, while Exhibit 3, paragraph 10.1.1 indicates a 13-month (~400 calendar days) schedule. Which one will be the contractual POP?
A: The POP will be at 13 months (~400 calendar days).
Q: Is the Project Quality Control Manager required to be onsite for the duration of the onsite work?
A: Quality requirements are specified in “Section 014100 – Quality Requirements.” The Project Quality Control Manager is not required to be onsite for the duration of onsite work, but is expected to be onsite or available to fulfill the responsibilities described in Section 014100 Section 1.4 B.
ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
