This document is a Blanket Purchase Agreement (BPA) solicitation issued by the United States Coast Guard (USCG) Base Kodiak for transportation support services to Western Alaska villages. The BPA is being solicited under FAR 12.201-1(e)(3) and is structured as a firm fixed-price agreement with an aggregate estimated value of $350,000 over a two-year period, with an individual Call Order limitation of $350,000. Services must be performed in accordance with a Statement of Work dated June 23, 2026, and pricing details are provided in Attachment 2.

Interested offerors must submit quotes by July 17, 2026, at 1:00 p.m. Alaska time to Robbin Kessler at robbin.m.kessler@uscg.mil. All contractual and technical questions must be submitted in writing by July 1, 2026, at 1:00 p.m. Alaska time. The Government will evaluate offers using a best value continuum with technical capability weighted more heavily than price and will award a single BPA to the responsible offeror whose offer represents the best value. The NAICS code is 488190, and this acquisition is solicited via full and open competition. FAR 52.212-2 – Evaluation —Commercial Products and Commercial Services (DEVIATION 25-21)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (End of provision)

PAGE NUMBER

a. Demonstrate capability to perform the services outlined in the Statement of Work

b. Demonstrate proof of having required licenses and certifications necessary for the requirement.

c. Demonstrate proof of insurance

Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions, if necessary, as determined by the Contracting Officer. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award. Offeror’s price proposal will be evaluated for reasonableness. The government will multiply the offeror’s proposed hourly rate(s) by the government’s estimated hours required for each BPA calendar year to form the basis of the offeror’s overall price. The offeror’s price proposal will be evaluated using techniques described at FAR 12.204(a) to determine the price is fair and reasonable in order to receive an award.
