1. 02/05/2020 02/05/2020 Per the solicitation, paragraph 2.7.B.2.ii requires the prime contractor to submit a resume for a Lead Architect and Lead Civil Engineer. Per the SOW, this solicitation is a civil project with no need or requirement for any architectural services. Please confirm that a Lead Architect resume is not required for this Phase I submission.

For the purposes of this solicitation the VA refers to the Project Manager as a Lead Architect.

Offerors should submit resumes for Project Manager who may be an architect or other discipline.

2. 02/20/2020 02/25/2020 Will there be a pre-bid meeting for this project? A pre-proposal site visit will be scheduled for this project as part of Phase II. Instructions for the site visit will be provided to the offerors who are selected for Phase II.

3. 02/21/2020 02/25/2020 Can the page limitations be adjusted to Factor 1: 10 pages; Factor 2: 10 pages; and the cover and toc not be counted?

The page limitations will not change for Factors 1 and 2. The cover letter and table of contents will not be exempt from the page limits and will not count.

4. 02/21/2020 02/25/2020 5 pages is extremely tight to fit all of the required information into Factor 1. See request above for modification of page limitations.

The information required in Factor 1 is meant to describe the overall technical approach and addressing items a, b and c. It is not meant to cover everything in the scope of work. The Technical Solution evaluation factor in Phase II requires more in-depth detail, than Factor 1 in Phase I.

5. 02/21/2020 02/25/2020 Is a lead architect required for this project? Since this is a horizontal construction project, would this not be the Design Project Manager and Lead Design Engineer or just the Engineer of Record by him/herself?

There should be a design project manager to manage the project. The design project manager will replace the requirement for lead architect.

6. 02/21/2020 02/25/2020 What is meant by infection control purposes? Since there is no interior building work is it correct to assume this is N/A outside of dust control during construction?

This is referencing dust, fumes, or other pollutants being limited to the construction area. There will likely be some interior work related to electrical/data, which will require ICRA measures to be taken. ICRA measures to be taken shall be determined by the area impacted and the specific tasks in the area.

7. 02/21/2020 02/25/2020 The current project that is constructing an access road and turn around area for loading docks on the north side of building 113-o Where is this access road?

o Is it located on the east or west side of building 113?

If on the west side, does the proposed bypass road use the same entrance as the access road?

There will be some modification of the loading dock on the north end of the surgery tower addition. As shown on the concept 1 drawing.

Actual area of the loading dock turnaround/ parking lot and access point TBD.

8. 02/21/2020 02/25/2020 New bypass road around Building 113 o Is there a certain type of curb preferred?

o What would be the typical types of vehicles to use the road? Need traffic loading to properly design the pavement section.

Specific curb type to be determined in design.

Passenger type of vehicles (sedans, SUVs, vans, and pickup trucks) and occasional box trucks/semi-trailers possible at loading dock.

Typical traffic type and expected volume to be determined by the contractor per SOW.

9. 02/21/2020 02/25/2020 Concept Sketch #1

Is there a difference between obliterate and eliminate?

Obliterate is demolition. Eliminate means to remove, which can include obliteration or other method to restrict access to the parking lot.

10. 02/21/2020 02/25/2020 4. New access approach and turnaround at Building 146 loading dock o ‘The preferred option is to eliminate delivery truck traffic through all parking lots’ - Would the existing loading bay access road be removed?

o ‘be hard surfaced with asphalt concrete surfacing’

– New access approach or new turnaround or both?

o have concrete curb and gutter with rolled curb’- New access approach or new turnaround or both?

Part 1. It could be removed. This question is better resolved during design.

Part 2. Both.

Part 3. Access road yes. The turnaround area should be determined during design in coordination with 4.f.

11. 02/21/2020 02/25/2020 Concept Sketch #4

Does ‘consider obliteration’ mean remove?

Yes, in accordance with definition of obliterate in response #9.

12. 02/21/2020 02/25/2020 New parking lot, near Building 146 o Would the new parking lot need to have handicap stalls or could they be added to the existing parking lot for building 146?

o ‘iii. Contractor shall design and construct concrete sidewalk… as depicted in Concept Sketch #5’ – Can portion(s) of the existing sidewalk be removed?

o ‘iv. Existing greenspace and trees along the east end of the existing... parking lot’ – can the tree that is further east, as shown in Concept drawing #5, be removed?

Part 1. Refer to F208.2 in the ADA standards for the number of parking spaces required for each “parking facility.” Coordinate the number of spots with the VA Barrier free guide 2017. Where there are differences choose the more restrictive of the two. Assume at least 1 space to be van accessible.

Part 2. The sidewalk to the north of Reno Rd that runs parallel to Reno Rd is a steam line. We do not want to modify this “sidewalk.” The sidewalk running from building 148 towards the loading dock is a regular sidewalk. Modification of this sidewalk can be made to accommodate the work required in concept 4 and 5.

Part 3. We would prefer to keep the tree.

However, if there is a significant cost impact to the project, we can remove it.

13. 02/21/2020 02/25/2020 Building 113, Thin Lift Asphalt Concrete Overlay o 2” asphalt overlay over entire parking lot – Concept sketch #3 says “asphalt dig out” and “asphalt patch” please explain the difference – IE full depth removal for one or both?

Refer to the digout/patch detail. The patch is removal of the asphalt to the base course layer.

Digout is a full depth removal the of asphalt and unstable base material. The patch and digout work in the parking lot should be corrected prior to overlay.

16. 02/25/2020 02/25/2020 Will you reconsider the requirement for a subcontractor resume with relevant experience?

With multiple subcontractors it makes it difficult to get all the information needed for the technical proposal.

If we list the subcontractor and contact information will that suffice?

Offerors should be able to determine the major elements of work in this project and provide the experience of their team in the required design and construction resumes. As for subcontractors, we understand that the entire team most likely is not known at this time. Only include any of the key subcontractors that are known.

The Factor 2, Technical Qualifications (Key Personnel Experience and Capability to Perform) language on page 10 of the solicitation has been replaced with the following:
