Statement of Work Construct Primary Care Clinic January 7, 2019 Part I - General:
A. Project Information
1. Project Description
a. Minneapolis VA Health Care System has been approved under the “minor project” authority for funding to design and construct a new Primary Care clinic.
b. Minor projects must closely match the congressionally approved Strategic Capital Investment Planning (SCIP) Business Case, attached to this SOW. Deviations from the SCIP must be approved through the Capital Asset Board. The approved scope of work is as follows:
(1) Primary Care is deficient in functional clinic space that meets the areas of Primary Care that are in high demand and growing beyond existing clinic capacity, particularly: Infectious Disease, Rheumatology, Pulmonary, Cardiology, Nephrology, Gastroenterology, Allergy and Diabetes. Additionally, at least two wards are required within the main hospital building for private medical/surgical patient beds to achieve the Secretary's initiative, all private patient bedrooms.
(2) The Minneapolis Veterans Health Administration (VHA) has been approved for the construction of a new 12,500 square foot Primary Care Clinic at the Minneapolis VHA campus. The new Clinic will be adjacent to the existing medical center, connected via a new breezeway. The breezeway will serve as an access for patients and staff as well as a utility chase. The building will be constructed as a single-story building with future expansion capabilities incorporated into the design. Potential future expansion includes; a building constructed directly adjacent to the new primary clinic, as well as a future second story with a yet to be determined occupancy.
(3) The project will construct a new Primary Care Clinic and associated support functions: an infection control isolation exam room, procedure rooms specifically designed for the specialized treatments that are in high demand, patient care exam rooms, team rooms and shared medical appointment rooms. Each of these functions will be established in the new clinic space and shared by teams supporting the high demand Primary Care services. The new clinic will vastly improve patient care services for increased utilization, improve functionality and free up space in the Main Hospital for conversion of the Primary Care clinic space to Med/Surg Private patient beds.
2. The new primary care clinic will have design features particularly suitable for infectious disease control. The Minneapolis VA Health Care System will be better prepared to respond to sudden, potential, or impending emergencies with an isolated primary care clinic space. The clinic will allow the hospital facility to provide increased routine infectious disease care, and the space will have features designed to play a variety of roles in responding to emergencies. Additional roles the clinic may play during an emergency may include, but not limited to: emergency medical care; expansion of primary care services to meet increased needs during seasonally high patient volumes (flu season), serve as a bio-isolation unit outside the main hospital. These features will aid in eliminating the possibility of infectious diseases affecting hospitalized patients.
