The SOW states that contractor selection will be based on the “Solar PV system that provides the best economic returns for the VA on the basic of dollars per kW AC output” Does this mean the lowest cost per kW of AC nameplate capacity or does it mean the lowest cost per kilowatt-hour of AC energy delivered to the facility? Proceeding as the SOW describes it is possible to design a system with a very low DC:AC ratio that would result in a very low “dollars per kW AC output” but deliver less energy than a system engineered to deliver the lowest cost per kWh to the facility.
It means the best economic returns for the VA on the basis of dollars per kW AC output. The total combined AC power output for Sites 1-3 shall be at minimum 450kW AC.
53. Referring to our question above, if the desire is to judge submissions is on the basis of the lowest cost per kWh delivered to the facility then what benchmark will submissions be judged by? We recommend that designs be evaluated based on the use an industry accepted modeling platform such as PVsim, PVsyst, or the NREL SAM (Solar Advisor Model), that a standard dataset be stipulated for use in modeling or at least that submissions state the dataset used, and that the parameters of the modules, inverters, and losses, especially due to shading, be fully documented and described so that the VA can assess the true value proposition competing proposals.
