About this file
This is a Statement of Work (SOW) for furnishing and installing turfgrass sod at Massachusetts National Cemetery (MNC) in Bourne, Massachusetts. The work encompasses delivery, installation, site preparation, protection of property, and post-installation establishment activities. The estimated annual quantity is approximately 38,000 square feet of sod, with orders placed on an as-needed basis in increments up to 5,000 square feet per order. The Government will provide 48–72 hours advance notice before required installation dates. The contract period runs from the date of award through 12 months, with two optional 12-month renewal periods subject to Government need and funding. The Contractor must deliver sod freshly cut on the day of installation and lay it with staggered, tightly closed joints without gaps. Required sod specifications include a premium cool-season turfgrass blend (Kentucky bluegrass-dominant unless otherwise directed), rolls with uniform widths varying no more than 0.5 inches, and soil thickness of 0.75 to 1.0 inch. All sod must be weed-free, pest-free, and free of yellowing, mold, mildew, desiccation, or mechanical damage.
Site preparation by the Contractor includes scarifying soil, removing debris and stones larger than 1 inch, grading to match adjacent surfaces, and applying soil amendments as directed. Work is restricted to Monday–Friday, 7:00 a.m. to 4:30 p.m., with weekend work requiring advance COR approval. The Contractor must suspend operations during burial services, protect all gravesites and markers from damage, comply with VA, NCA, OSHA, EPA, and state/local regulations, and remove all debris daily. The Government will perform watering following installation unless the Contractor is selected to provide initial watering and seven days of daily watering as an optional service with separate pricing. Acceptance criteria require uniform sod coverage, firmly rooted establishment within 21–30 days, closed seams with no visible gaps, and no observable disease or weeds. The Contractor must replace at no cost any sod failing to establish within 30 days due to Contractor materials or workmanship. Invoicing occurs through the VA Invoice Processing Platform after acceptance of each order, with payment based on square footage installed and any applicable optional service pricing.
