The contract is structured as a Firm-Fixed Price Indefinite Quantity (IDIQ) award with a guaranteed minimum of $9,115.51 and maximum aggregate value not to exceed $23,000,000. Proposals are due September 15, 2026, at 5:00 PM PST to Ralph Crum at the National Cemetery Administration office in Triangle, Virginia.
The performance requirements encompass seven primary service categories: (1) turf and grass maintenance, (2) pest control, (3) irrigation system services, (4) pond services, (5) drainage system maintenance, (6) trash and debris removal, and (7) structure cleaning, with an additional one-time line item for pool pump system replacement and repairs. Every action by contractor personnel at a national cemetery must be performed with the special care, reverence, dignity, and respect that acknowledges the cemetery as the final resting place that commemorates the service and sacrifice that service members, Veterans and their families made for our Nation. Critically important is the awareness required of the Contractor employees of the remains buried in the grounds where the work is performed. The utmost care must be given to these remains and the headstones and flat grave markers that mark those gravesites and memorialize the service of individuals.
a. Contractors cannot walk, stand, lean, sit or jump on headstones or markers. Nor can they drive over them.
b. No tools, equipment or other items will be placed or leaned on headstones or markers.
c. Use care not to scratch or damage markers in any manner.
d. Contractor shall be responsible for replacing damaged headstones and markers and for restoring turf damaged during performance of this work.
e. Additionally, should any activity result in the exposure and/or damage to any remains, container for remains (e.g., casket or urn), or outer burial container, the contractor must contact the COR, Director/Assistant Director, or Contracting Officer (CO) for guidance.
2. Any doubts as to proper procedures shall be brought to the attention of the COR, Director/Assistant Director, or CO for guidance or resolution. While the COR and/or Cemetery
Director may give guidance regarding the dignity clause, compliance, and performance, only the
CO can authorize changes to the contract terms and conditions.
3. The contractor is required to discuss the guidance with employees and/or subcontractors and have each employee sign a statement of compliance and deliver the signed statement to the
COR before work may begin.

1.1 DESCRIPTION OF SERVICE: This requirement is a non-personal services contract in which the contractor shall provide all personnel, materials, equipment, and maintenance necessary to ensure that grounds maintenance and improvement services are performed at for Riverside National Cemetery (RNC) located in Riverside, California hereby known as “the Cemetery”. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 BACKGROUND: The Department of Veterans Affairs, National Cemetery Administration, honors Veterans with a final resting place and lasting memorials that commemorate their service to our nation. There are approximately 155 National Cemeteries in 41 states that receive visitors, hold ceremonies and conduct committal services on an ongoing basis. Because of the special significance and attention our National
Cemeteries receive from the public, strict adherence to specifications is essential.
Riverside National Cemetery is the largest and busiest cemetery managed by the National Cemetery Administration. It was established in 1976 through the transfer of 740 acres from March Air Force Base, which during World War II was called the U.S. Army's Camp William G. Haan. The cemetery was dedicated and opened for burials on November 11, 1978. An additional 181 acres were transferred by the Air Force in 2003.
The dramatic, meandering landscape features a central boulevard with memorial circles, lakes, indigenous-styled committal shelters, and a memorial amphitheater.
Monuments and Memorials Riverside National cemetery is home of the Medal of Honor Memorial and one of four sites recognized as a National Medal of Honor Memorial Site. The Medal of Honor Memorial, whose walls feature the names of all medal recipients, is located at the third traffic circle in the cemetery. It was dedicated in 1999.
The Fallen Soldier/Veterans' Memorial, erected in 2000, is dedicated to all service members who gave the ultimate sacrifice for their country. The dramatic bronze structure topped by a lifeless soldier is located near the lake at the entrance to the cemetery.
A carillon was donated by the American Veterans (AMVETS) in 2000.
The Prisoner of War/Missing in Action National Memorial was designated as a national memorial by the U.S. Congress in 2004 through Public Law 108-454. The memorial was dedicated on September 16, 2005.
Vietnam veteran Lewis Lee Millett, Jr., sculpted the bronze statue which depicts an American serviceman on his knees with hands bound by his captors. The statue is surrounded by black marble pillars that evoke imprisonment.
The Gold Star Families Monument was dedicated January 28th, 2023. The entry view depicts the centerpiece standing tall in the midst of a five-pointed golden star. The centerpiece features four distinct panels of striking black granite, forming a half crescent, two-sided monument. In the heart of the
