About this file
This is an Amendment of Solicitation (Amendment 0001) issued by the National Cemetery Administration, Department of Veterans Affairs, for solicitation 36C78626Q50226. The amendment became effective July 23, 2026, with an extended closing date of July 29, 2026, at 08:00 Atlantic/Reykjavik time. The amendment addresses vendor questions regarding generator preventive maintenance services for an MTU generator currently operating at 113 hours.
The document contains questions and responses from three vendors clarifying contract requirements. Key clarifications include: generator specifications are documented on a nameplate photograph provided on page 4 of the Performance Work Statement; the generator has permanent load-bank connections; semi-annual load-bank testing is required at 25%, 50%, and 75% capacity per NFPA 110 standards, totaling two tests per contract year (base and option years); both routine maintenance and semi-annual load-bank testing require two separate onsite visits annually; preventive maintenance materials included in the firm-fixed annual price are engine lubrication oil, governor oil, oil bath air filter oil, oil filters, fuel filters, air filters, and coolant filters; annual fuel testing using ASTM methods per NFPA 110 and oil and coolant sample analysis are required; repairs beyond preventive maintenance scope are separately authorized and funded through contract modifications; no annual parts or labor allowance or emergency response time requirement is specified; and documented generator maintenance experience, including military experience, satisfies the minimum three-year requirement. Interested SDVOSBs may arrange equipment inspections by coordinating with cemetery staff.

Vendor 1
To ensure we provide an accurate and complete quotation, would you please provide a clear photograph of the generator data plate (nameplate) for the MTU generator? The information on the data plate will help us verify the unit's specifications and confirm the appropriate maintenance requirements.
Response: A clear photograph of the name plate is provided on page 4 of the PWS.
Vendor 2
To ensure that my quotation includes every required cost, please clarify the following:
1. Please provide the generator’s manufacturer, model, serial number, fuel type, rated kW, voltage, phase and current operating hours.
Response #1: A clear photograph of the name plate is provided on page 4 of the PWS.
Currently 113:08 hours
2. Does the generator have permanent load-bank connections or cam-lock connections? If not, what connection method must the contractor provide?
This has a permanent load-bank connection.
3. What percentage of rated load, duration and testing procedure are required for each load-bank test?
Response #3: Semi-annual load-bank tests are required. Staged loading at 25%, 50%, and 75% capacity per NFPA 110 is specified. Duration and procedure should follow NFPA 110 standards and building optimal conditions.
4. Does “semiannual” require two separate onsite visits each contract year? Which services must be performed during each visit?
Response #4: “Semiannual” requires two separate onsite visits each contract year: one for routine maintenance and one for semi-annual load-bank testing. Services for each visit are detailed in the SOW.
5. Are oil, oil filters, fuel filters, air filters, coolant, belts, hoses, batteries and other preventive-maintenance materials included in the firm-fixed annual price?
Response #5: Per the SOW “Required – Servicing”, the following preventive-maintenance materials are included in the firm-fixed annual price: engine lubrication oil, governor oil, oil bath air filter oil, oil filters, fuel filters, air filters, and coolant filters.
6. Are oil, coolant and fuel laboratory samples required? If so, please identify the required tests, standards and reporting format.
Response #6: Per the SOW “Required – Servicing”, annual fuel testing using ASTM methods per NFPA 110 is required. Oil and coolant sample analysis is also required. Reporting format should follow NFPA 110 and ASTM standards.
7. Are unscheduled repairs, replacement parts and emergency service calls included in the annual firm-fixed price, or will they be separately authorized and paid through additional line items or contract modifications?
Response #7: Per the SOW, “Repair will be a separate contract and will be address as repair items (beyond the PM scope).” “Any additional repairs will need to be approved and funded before any work commences.”
Repairs beyond PM scope are not included in the annual firm-fixed price. They will be separately authorized and funded through the modification process before any work commences.
8. If repairs are included, is there an annual parts or labor allowance, maximum repair amount or limit on emergency calls?
Response #8: No annual parts or labor allowance is specified. Repairs and emergency calls are handled as separate contract items, subject to approval and funding.
9. What emergency-response time is required, and must the contractor provide 24-hour or after-hours service?
Response #9: Emergency response time and after-hours service requirements are not specified in the SOW. Contractors should coordinate with cemetery staff for urgent needs.
10. Are previous maintenance records, photographs, operating manuals and recent inspection or deficiency reports available?
Response #10: Previous maintenance records, photographs, operating manuals, and recent inspection or deficiency reports are not included in the solicitation.
11. Although no formal site visit is scheduled, may an interested SDVOSB arrange an equipment inspection before submitting its quotation?
Response #11: While no formal site visit is scheduled, interested SDVOSBs may arrange an equipment inspection by coordinating with cemetery staff (contacts provided in the requirements document).
12. Will the Government accept the documented generator-maintenance experience of the owner/key technician—including approximately 14 years of U.S. Army experience—to satisfy the solicitation’s minimum three-year experience requirement?
Response #12: The Government will accept documented generator-maintenance experience, including military experience, to satisfy the minimum three-year requirement.
Vendor 3
While reviewing the Statement of Work for the generator preventive maintenance services, we developed questions in relation to the load bank testing requirement.
The solicitation references load bank testing requirements; however, some portions of the SOW indicate that load bank testing is required on a semi-annual basis, while other sections appear to reference a single annual load bank test.
Could the Government please clarify the intended frequency of load bank testing for the generator and confirm how many load bank tests are required during the base year and each option year?
Specifically, what required is it :
Responses: The SOW specifies semi-annual load-bank testing (two tests per year): one as part of routine maintenance and one as a separate semi-annual test.
2. Two (2) load bank tests per year one Semi Annual, and another one included in the Annual Maintenance with the remaining tasks?
Each contract year (base and option years) requires two load-bank tests for the generator.
3. Three (3) load bank tests per year consisting of one annual load bank test included in the PM in addition to two semi-annual load bank tests?
The tests must be conducted at 25%, 50%, and 75% capacity per NFPA 110.
