About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the National Cemetery Administration under the Department of Veterans Affairs for solicitation number 36C78626Q50221. The amendment extends the offer receipt deadline to July 29, 2026 at 08:00 Atlantic/Reykjavik time and posts answers to vendor questions regarding generator maintenance and testing requirements.
The solicitation concerns preventive maintenance and testing services for diesel-powered backup generators at a national cemetery facility. Key service requirements include: annual routine maintenance for each generator unit; load bank testing at 25%, 50%, and 75% capacity per NFPA 110 standards (minimum two-hour duration per OEM and NFPA guidance); and annual exercise of transfer and distribution breakers to verify mechanical reliability and safety functions. The contract is newly issued with no incumbent contractor. Repairs beyond the scope of preventive maintenance are excluded from the annual firm-fixed price and will be handled as separate negotiated modification items requiring prior approval and funding. The facility operates two Generac generators (models SD200 Serial 3012108038 and SD250 Serial 3012108036) fueled by diesel, with current hour-meter readings of 163.6 and 180.3 hours respectively. No prior maintenance records, sample reports, or known deficiencies are available. Vendors must acknowledge receipt of this amendment prior to the specified deadline.

Vendor 1
1. What is the required frequency of service for the generator maintenance (annual, monthly, quarterly, etc.)? The SOW specifies annual routine maintenance for each generator unit. There is no mention of monthly or quarterly services.
2. For the load bank testing requirement, what is the expected duration of the test (for example, 2 hours, 4 hours, or another duration)? The SOW requires staged loading at 25%, 50%, and 75% capacity per NFPA 110. The exact duration is not specified, but the test must be conducted under the building’s optimal conditions and follow NFPA 110 standards.
Typically, NFPA 110 recommends a minimum two-hour test, but contractors should follow the OEM and NFPA guidance.
3. Regarding Section D, could you please confirm whether this requirement refers to the Emergency Power Supply System (EPSS) testing as outlined in NFPA standards?
Specifically, we would like to confirm if the intent is to test the system’s ability to transfer the load from normal power supply to emergency generator power through the Automatic Transfer Switch (ATS), and evaluate the transfer performance. The requirement is to annually exercise transfer and distribution breakers to verify mechanical reliability and safety functions per NFPA 110. This includes testing the system’s ability to transfer the load from normal power supply to emergency generator power through the Automatic Transfer Switch (ATS) and evaluating transfer performance.
Vendor 2
1. We are performing independent research on the Combined Synopsis/Solicitation (36C78626Q50221). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was? New contract
2. Can we ask how many maintenances services are required for this solicitation? Based on the OEM, typical for these brands are 4x per year. The SOW requires one routine maintenance service per generator per year.
3. For the repair services, how will the contractor bill this service? Repairs beyond the scope of preventive maintenance are not included in the annual firm-fixed price. They will be handled as separate negotiated modification items under the Changes Clause, requiring approval and funding before any work commences.
Vendor 3
1. Can the Government confirm the fuel type for both generators? The PWS references DCA testing and fuel analysis, but does not expressly state the fuel type. Diesel
2. Can the Government provide the engine make/model and current hour-meter readings for the Generac SD200, Serial 3012108038, (NFPXL08.7TR3, F2CE9685A*E ,163.6 hours) and Generac SD250, Serial 3012108036? (NFPXL08.7TR3, F2CE9685A*E, 180.3 hours)
3. Are there any known current deficiencies, alarms, leaks, battery issues, fuel issues, coolant issues, or prior failed tests on either generator? No
4. Are prior maintenance records, fuel sample reports, oil/coolant sample reports, or load-bank test reports available for review? No
