About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the National Cemetery Administration, Department of Veterans Affairs, for solicitation 36C78626Q50220. The amendment is numbered 0001 with an effective date of July 23, 2026, and was originally dated July 2, 2026. The amendment's sole purpose is to answer vendor questions submitted during the solicitation process.
The document contains responses to inquiries from three vendors regarding a soil and debris removal contract at a National Cemetery Administration site in Triangle, Virginia. Key clarifications provided include: contractors will load trucks during each scheduled visit rather than placing a permanent roll-off container; pricing should assume 40 cubic yards per month as stated in the solicitation, with contractors responsible for calculating multiple trips if needed due to legal payload limits; billable quantities will be verified by disposal tickets confirming proper waste disposal rather than volume measurements; the cemetery is responsible for separating hazardous materials before loading; contractors may apply minimum service charges for partial or early pulls as stated in their proposals; the 480 cubic yards annual estimate is based on historical usage; any licensed disposal facility may be used; spoil material will be pre-stockpiled and ready for loading; scheduling is mutually agreeable with the cemetery site upon award; and the primary materials consist of dirt and crushed rock (3/8" minus). The document clarifies that this is a new contract with no incumbent contractor.

STANDARD FORM 30 (REV.
11/2016) Prescribed by GSA FAR (48 CFR) 53.243
Vendor 1
1. Is the contractor expected to place one 40-cubic-yard roll-off container at the site and leave it there until requested for service, or will contractor trucks be loaded during each scheduled visit? Contractors trucks will be loaded each visit
2. The solicitation estimates 40 cubic yards per month. During the site visit, it was indicated that a 40-cubic-yard container might fill as often as twice per month. Should pricing assume 40 cubic yards per month, or potentially two full 40-cubic-yard pulls (80 cubic yards) per month? Estimate only what is in the posted solicitation, 40 cubic yards.
3. How will billable cubic yards be verified when landfill disposal tickets report material by weight rather than volume—for example, by nominal container capacity, Government loading records, or an agreed tons-to-cubic-yards conversion? The disposal tickets are to only verify that the waste was disposed of in a proper manner per contract.
4. If dense soil causes a truck or container to reach its legal payload before it is volumetrically full at 40 cubic yards, will additional legal loads be authorized and paid? The truck should only be loaded to the legal payload. But the contract is for removal of 40 cubic yards, if that’s one trip or multiple trips that should be calculated into the proposal price.
Fill dirt is generally 1.1 - 1.5 tons per cubic yard.
5. Is incidental ordinary trash mixed with the soil and vegetative debris acceptable as standard non-hazardous municipal solid waste? Who is responsible for screening and removing prohibited or hazardous material before loading? The cemetery is responsible for separating prohibited or hazardous material.
6. What notice will the contractor receive when a pull or exchange is required? If the Government requests a partial or early pull, may the contractor apply a 40-cubic-yard minimum service charge? Yes, the contractor can state limits in their proposal.
Vendor 2
1. Could you please identify the current incumbent contractor and, if available, provide the current contract number? New contract, no incumbent.
2. The solicitation estimates approximately 480 cubic yards annually. Is that estimate based on historical usage, and should offerors rely on that quantity for pricing? Yes
3. How will the quantity removed be verified for invoicing purposes? Will it be based on the COR's measurements, truck capacity, disposal tickets, or another method? The contract is for the removal of 40 cubic yards; the will be based on the amount loaded and disposal tickets are to only verify that the waste was disposed of in a proper manner per contract.
4. May the contractor use any properly licensed disposal facility, or is there a designated disposal location the Government requires? Any licensed disposal facility.
5. Will landfill weight tickets satisfy the documentation requirements, or is additional documentation expected? Only disposal tickets
6. Will the spoil material already be stockpiled and ready for loading when we arrive, or should we anticipate any additional handling beyond loading and hauling? It will be in a stockpile and ready for loading.
7. Are there any restrictions on truck size, trailer length, axle weight, or equipment that we should consider? Based on the location of the spoils area, there should be no restrictions
8. Can the monthly removal be scheduled on any mutually agreeable date during the month, or is there a preferred schedule? Yes, you will agree upon a schedule with the cemetery site upon award.
9. If available, we'd also appreciate the opportunity to schedule a site visit prior to submitting our quotation. Please contract the cemetery to schedule a visit at 915- 564-0201.
Vendor 3
1.Could you please clarify the types of debris included in this solicitation? For example, will it primarily consist of large tree rounds, limbs wood chips, green waste, or a combination of these materials? Mainly dirt and crushed rock (3/8” Minus)
2.Additionally, we would appreciate clarification regarding the monthly pickup requirement of 40 CY. Can the entire 40 CY be collected during a single pickup each month, or is it expected to be collected over multiple pickups throughout the month? If multiple pickups are required, could you please provide the anticipated frequency? The truck should only be loaded to the legal payload. But the contract is for removal of 40 cubic yards, if that’s one trip or multiple trips that should be calculated into the proposal price. Fill dirt is generally
1.1 - 1.5 tons per cubic yard.
