About this file
This document is Amendment 0001 to Solicitation 36C78626Q50202, issued by the National Cemetery Administration (Department of Veterans Affairs) on June 3, 2026. The amendment consists of a Questions and Answers (Q&A) document addressing clarifications from a pre-bid meeting regarding tree and stump removal services at Fort Logan National Cemetery.
The Q&A clarifies specific scope requirements for the tree removal work: four cottonwood trees (two inside the perimeter fence and two outside) require removal for safety reasons due to fallen branches from recent snowstorms, with all stumps requiring grinding out. The amendment confirms that perimeter fencing cannot be removed to facilitate access or debris removal, and the contractor must provide all labor, tools, materials, and equipment necessary for tree removal, stump removal, pruning, trimming, cabling, cavity repair, root pruning, and disposal of resulting waste and debris. The contractor is required to use protective boarding (plywood sheets or mud tracks) when operating heavy equipment on turf areas and must remove protection boards by close of business each day. The amendment emphasizes that all equipment operation on turf requires written authorization from the Contracting Officer's Representative, and contractors remain liable for any damage to government property including turf areas.

1. There seemed to be a bit of confusion regarding which Cottonwood trees in the boneyard area were to be removed?
I think we all figured out 13 and 14, but there was a discrepancy with trees 15, and 16.
DBH was estimated but incorrect, as stated in the walk through all trees to be serviced will be correctly marked.
2. They were labeled 24” and 25” DBH. I went to measure the trees after the meeting on the other side of the fence via the Kenyon Road access. There is a tree (that should definitely be removed meeting that description. But the other tree pointed out to us was easily > 36” DBH and twice the height of the surrounding trees, and (for a cottonwood) was in decent health.
I would just ask for clarification regarding the other trees on the Kenyon Road side of the fence are to be taken out?
2 trees inside fence and 2 trees outside fence are for removal. Sizes are correct, one tree is large and one tree is medium, both cotton woods that have had branches fall in our most recent snowstorm.
Removal is for safety of contractors and contractor equipment. It is not possible to remove the fence.
Stump must be ground out.
3. I wanted to also ask about the Willow tree by the “Island” on the Lakeside. There is very questionable access to this tree, is it possible to remove any fence sections of the chainlink to remove the tree any easier? Also, does this stump need to be ground out? That may prove difficult due to its location as well?
All stumps for tree removals must be ground out.
It is not possible to remove the fence. Stump must be ground out.
4. On that note, is it possible to remove any perimeter fencing for any of the other trees near the edge/perimeter of the property, in order to minimize disturbance of the cemetery for debris being removed?? Instead of going through, around grave stones?? Just curious? Or how that has been handled in the past?
I recommend not removing fence sections. Fort Logan input required.
5.Can we get a grapple truck to grab debris over the fencing??
SOW A. The Contractor(s) gaining award shall provide all labor, tools, materials, and equipment necessary to accomplish tree and/or stump removal, pruning, trimming, cabling, cavity repair, root pruning, and the removal and disposal of resulting waste and debris
6.Would there perhaps be a small trailer and work cart made available to minimize disturbance of dragging debris to be chipped/removed??
Just curious? Or how that has been handled in the past? (Sorry if these are basic questions that I forgot to ask Cammeron.)
SOW A. The Contractor(s) gaining award shall provide all labor, tools, materials, and equipment necessary to accomplish tree and/or stump removal, pruning, trimming, cabling, cavity repair, root pruning, and the removal and disposal of resulting waste and debris SOW E.6. The Contractor shall not operate trucks, tractors, and other heavy equipment on any turf area except when authorized in writing by the COR. Contractor shall “Board-in” and “board-out” when moving heavy equipment over turf. That is, the Contractor shall place plywood sheets or mud
