STANDARD FORM 1449 (REV. 11/2021)

Prescribed by GSA - FAR (48 CFR) 53.212

1. Concerning the above statement: Is there any flexibility in areas that are not above gravesites or headstones, but are only grassed areas? For example, would 3½” diameter limbs still be required to be roped down if they are small enough that they would not damage the turf?

All branches and/or tree material 3 1/2" in diameter or larger shall be lowered by proper lowering methods, such as using ropes.

2. Would boards be required in every area we work unconditionally? Our concern is that leaving boards on grass for longer than a couple of hours could cause discoloration or turf damage.

SOW E.6. The Contractor shall not operate trucks, tractors, and other heavy equipment on any turf area except when authorized in writing by the COR. Contractor shall “Board-in” and “board-out” when moving heavy equipment over turf. That is, the Contractor shall place plywood sheets or mud tracks to protect turf from damage from heavy equipment. Protection boards shall be removed from turf by the close of business each day to avoid damaging turf.

Additionally, see F.1 in regards to damage to government property including turf.

3. For the trees to be attended along the fence line of Veterans Memorial, would limbs be allowed to be thrown over the fence and chipped from the main street side?

As that is not cemetery property, but belongs to the city/public, I do not believe we can speak as to what may or may not be permitted. The idea prompts concerns for safety, traffic conditions, and damage/use of adjacent property. Station input This is city property.

4. We have an Avant, which is a small four-wheel loader similar in footprint to a small vehicle. Would we be permitted to operate this equipment on sidewalks and driveways within the cemetery?

This would be to the station’s discretion and must not impede cemetery operations. I recommend that the station confirm that the equipment will not damage hardscape surfaces and consider load limits (weight), turning radius, and risk to visitors on site. We will confirm the equipment will not damage hardscape surfaces and consider load limits, etc.

5. Would we be allowed to park our dump truck and wood chipper on driveways throughout the cemetery, provided they do not block access and vehicles are still able to pass through?

This would be to the station’s discretion and must not impede cemetery operations.

(Generally, I have seen the staff designate an area that is acceptable.) We will help them position the dump truck and chippers in a safe manner and this shouldn’t be a problem.
