About this file
This is a Questions and Answers document for a Request for Quotation (RFQ) solicitation numbered 36C78626Q50174 for Pest Control (Geese Mitigation) Services at Fort Logan National Cemetery in Denver, Colorado. The document addresses clarifications regarding contractor qualifications, service requirements, and historical performance data for this new procurement.
Key clarifications from the Q&A include: the government will permit subcontractors to qualify prime contractors, but whoever performs pesticide applications on-site (prime, subcontractor, or site superintendent) must possess direct pest industry experience and maintain proper pesticide General Liability insurance with pollution coverage, plus any required Colorado state pesticide licenses. This is a new requirement with no procurement history, previous awarded value, emergency service requests, or historical nest and egg data. The government estimates a single hazing visit performed twice daily would require approximately 8-10 hours. Laser hazing devices are permitted as a supplemental method only if a detailed plan demonstrates no impact to visitors or the solemnity of the cemetery experience, as personnel and patrons may be present anywhere on the property at any time. The preferred hazing methods remain trained dogs and drones as specified in the Performance Work Statement.

36C78626Q50174 Questions and Answers
| Q: | During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance? |
| A: | Yes, government will permit subcontractors to qualify prime contractors. Whoever is on site performing pesticide applications, whether that be the prime, sub, or site superintendent, will be required to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage, as well as any other licenses for pesticide applications in the State of Colorado. |
