About this file
This is a Questions and Answers document for solicitation 36C78626Q50145, a Request for Quotation (RFQ) for Janitorial Services at Fort Logan National Cemetery in Denver, Colorado, issued by the Department of Veterans Affairs National Cemetery Administration.
The document addresses six key inquiries from prospective vendors. It clarifies that daily cleaning services are required Monday through Friday only, with no evening or weekend work except for semi-annual services that must be coordinated with the cemetery Contracting Officer's Representative. The incumbent contractor, Federal Medical Services, Inc., holds contract 36C78621D0113 with a base and options value of $176,980.00. Vendors using subcontractors must submit a Completed Subcontractor Participation Document listing subcontractor names, contact information, business size, and percentage of services performed; self-performing vendors must state this in the document. The document emphasizes three critical eligibility requirements: SAM.gov entity registration must be active at time of offer submission; SDVOSB certification must also be active at time of offer submission for this 100% Service-Disabled Veteran Owned Small Business set-aside; and all vendors must sign and return the SF30 form acknowledging solicitation amendments, specifically Amendment A0001 (the Questions and Answers document itself). The original response deadline was April 30, 2026 at 3:00 PM EST.

36C78626Q50145 Questions and Answers
Q: Due to religious observance, we are closed from Friday night through Saturday night. Because of this, we were wondering if it would be possible to complete any services currently scheduled for Friday evening or Saturday during the day on either Saturday night or Sunday. We run into this situation often, and it is rarely an issue, as the buildings are still fully cleaned and ready for use before the start of the week.
A: The hours of daily servicing are outlined in Para 7.1. All cleaning is required Mon thru Friday and does not include evenings or weekend. The only after hours or weekend cleaning is for semi-annual services listed in paragraph 6. Those services and times will need to be coordinated with the cemetery COR.
Q: Additionally, we were wondering if you are able to share the current award amount for this project with the existing vendor. This information is helpful in determining whether we can submit a competitive bid, as knowing the current pricing helps us assess the scope and size of the project.
A: The incumbent contractor is Federal Medical Services, Inc. under contract number 36C78621D0113 ($176,980.00 base and options value).
Q: What is the Completed Subcontractor Participation Document that need to be attached in Volume A - Administrative?
A: If subcontractors will be utilized, the offeror must include a document outlining list of subcontractors of business names, contact information and size of business and list percentage of services they will be performing (ref clause 52.212-2, Technical Acceptability Factors, A4). If you are not using sub-contractors and will self-perform. You are required to state that within the sub-contractor participation document you will be self-performing.
Q: My SAM.gov entity registration is currently in final validation processing. Will a pending SAM activation that is expected to be completed prior to award affect eligibility to submit a quote by April 30?
A: SAM registration must be active at time of offer submission.
| Q: | For the SDVOSB/VOSB VetCert requirement, must the SBA Veteran Small Business Certification be fully active at time of quote submission, or at time of award? |
| A: | SDVOSB certification must also be active at time of offer submission. |
Q: Where can I locate the document that complies with this requirement? One (1) Signed Copy of all Solicitation Amendments. Failure to comply will result in the offeror being ineligible for this award.
A: Offerors must sign and acknowledge all solicitation amendments. This Q&A amendment is A0001, vendors must return the signed SF30 document with their offer as well as any amendments that may be issued prior to the solicitation closing date.
