About this file
This document contains Questions and Responses for Solicitation 36C78626Q50006, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for granite and aggregate materials for Fort Bliss National Cemetery. The contract involves supplying two primary materials: Grey Coarse (425-450 tons per year) and Franklin Red Crushed Granite (850-900 tons per year), with a base year and four option periods. Key specifications include the Grey Rock being a 3/8 inch-minus to dust byproduct of rock crushing, and the Franklin Red material needing to match existing cemetery screening for seamless blending.
The solicitation outlines several important contract requirements, including partial or phased delivery options, subcontracting permissions (with prime contractor maintaining responsibility), and inspection procedures based on FAR 52.212-4(b). The government will order materials in tonnage increments, with multiple orders possible within the ordering period. Contractors must strictly adhere to the material specifications in the Statement of Need, and alternative materials like Cannon Red are not acceptable. Potential vendors should reference the SF 1449 Section 1 Continuation Sheet for detailed CLIN structure and review the specific material requirements before bidding.

Questions/Responses Solicitation 36C78626Q50006
1. Question: Estimated Quantities: Are the estimated quantities provided (if any) intended to represent annual estimates or estimates over the full IDIQ contract period?
Response: For Grey Coarse the cemetery ordered between 425-450 tons per year (~2150 tons for the contract period). For Franklin Red the cemetery ordered between 850-900 tons per year (~4300 tons for the contract period).
2. Contract Period: What is the anticipated base period and any option periods for this IDIQ contract?
Response: See SF 1449 Section 1- Continuation Sheet, under the CLIN Structure, page 5-7. This IDIQ will have a base year and four (4) Option periods.
3. Material Specifications: Are there specific gradation requirements, testing standards, or certifications required for the Franklin Red Crushed Granite and Aggregate Course materials at the time of delivery?
Response: See Statement of Need Section 2 for the gradation of the Franklin Red material. There is no specified gradation for the “Grey Rock”—it shall be a by-product of crushing larger rocks, creating angular particles from 3/8" minus to dust (referred to as “screening material”). There are no testing or certification requirements.
4. What size for the grey rock?
Response: 3/8 inch-minus to dust.
5. Delivery Requirements: Are partial or phased deliveries acceptable, and is there a required delivery lead time after issuance of a task/delivery order?
Response: The Government will order in increments of tonnage based on the CLIN Structure, multiple orders may be issued within the ordering period. For orders exceeding the truck capacity the contractor is responsible for phased delivery to meet the total amount requested. See Statement of Need for the lead time.
6. Subcontracting: Is subcontracting permitted for material sourcing (e.g., quarry supply), provided the prime contractor maintains responsibility for delivery, quality, and performance?
Response: Yes in accordance with VAAR 852.219-76 (DEV) VA Notice of Limitations on Subcontracting-Certificate of Compliance for Supplies and Products (Nov 2022)(Deviation JAN 2023).
7. Inspection and Acceptance: What inspection or acceptance procedures will be used upon delivery at Fort Bliss National Cemetery?
Response: See FAR 52.212-4(b) Inspection and acceptance. The Government will inspect deliveries to insure compliance with the delivery order issued.
8. Could you please let me know if using Cannon Red instead of Franklin Red will be an issue for this solicitation?
Response: The material shall comply with the exact requirements in Statement of Need Section 2. The material shall be the Franklin Red screening that is being used at the cemetery so that it blends in seamlessly.
