About this file

This document is a Request for Information (RFI) Contractor Questions & Government Responses for Solicitation 36C78626B0017, the Cape Canaveral National Cemetery National Shrine Project. The RFI consists of 52 questions submitted by contractors regarding project implementation, with corresponding government responses clarifying requirements and constraints.

Key project requirements include: a contractor laydown area of approximately 40' x 50' with water/electric access; no use of landscape fabric or weed barriers in mulch beds; amendment of the entire 2–4 inch soil profile at a 1:1 to 2:1 ratio with peat moss across all planting areas; installation of an irrigation injection system fed from an on-site lake with 6" piping and 460-volt electrical service; chemical storage tanks (100–250 gallons) meeting manufacturer specifications located in the irrigation pump house area; and temporary above-ground irrigation for ornamental grass during establishment. The government will mark precise planting boundaries post-award, flag irrigation infrastructure prior to work commencement, and designate truck routes through the cemetery. Site visits were provided on June 2, 2026. Critical infrastructure details remain undefined by the government, including pump station as-built drawings, exact pump specifications, detailed piping layouts, and specific injection port requirements—all to be determined by the selected injection system manufacturer's specifications. The contractor must include installation labor in the bid, coordinate shutdown windows with the Contracting Officer's Representative (COR), and ensure the injection system is fully functional and operational according to manufacturer specifications prior to project acceptance. The solicitation included an amendment (0001) extending the proposal due date by one week.

6. Are electrical upgrades anticipated? Not currently. Injection injection system requirements are unknown.

7. Is there dedicated space for chemical storage tanks? Yes

8. Are there existing backflow devices we must tie into? No, irrigation lake is source and non-potable water.

9. What percentage survival rate constitutes acceptable establishment at the conclusion of the 30-day establishment period? 30 day establishment with 1year guarantee

10. Can stripped topsoil be stockpiled, amended, and reused onsite, or should there be definite offsite disposal and import of replacement material? It is preferred that stripped topsoil be stockpiled, amended, and reused onsite.

11. Is the Government expecting the entire 2–4 inch profile to be amended at the stated 1:1 to 2:1 with the peat moss ratio across all planting areas, or only within the ornamental grass root zone?

Entire 2–4 inch profile to be amended at the stated 1:1 to 2:1 with the peat moss ratio across all planting areas is the requirement.

12. Can the cemetery verify final planting boundaries? The drawings in the SOW are not precise enough to determine hard edges, or will the government mark these precisely once awarded?

Government will mark the precise area once awarded to contractor.

13. Are there any protected utilities crossing the planting areas? Only Irrigation system 2-wire, valves and valve boxes across top of area. Cemetery will flag irrigation prior to start of work.

14. Is there an area where temporary spoil stockpiling allowed onsite? Yes

15. Can water trucks be filled from cemetery hydrants? Trucks can be filled with Irrigation system quick couplers.

16. Are there restrictions on truck routes through the cemetery? Yes, COR will designate truck routes.

17. Can the Government clarify any restrictions, application methods, or environmental protection measures required when applying herbicides adjacent to open water? Reference product label for direction. Label is Law

18. Has the Government observed any irrigation runoff or stormwater flow from the work areas into the retention pond, and are additional erosion or sediment control measures anticipated beyond those identified in the SOW? No

19. Can the Government clarify the acceptance criteria for the Irrigation Injection System? Will acceptance be based upon successful installation, calibration, and operation of the injection system in accordance with manufacturer specifications, or will acceptance require verification of product distribution and performance throughout the existing irrigation network beyond the Contractor's point of connection? Please reference SOW. Irrigation Injection system shall be fully functional and operational according to the manufacture’s specifications prior to acceptance.

20. What specific testing will be used to verify that fertigation, wetting agent, calcium, and pH injection capabilities are considered fully operational for project acceptance? Fully functional and operational in accordance to the manufacture’s specifications for operations.

21. Can you extend the proposal due date by 1 week? See amendment 0001

22. Will the government please consider extending the due date of this solicitation one week from the current due date? See amendment 0001

23. Do the tanks need to be double-walled or will they be placed in a chemical containment structure?

Tanks must meet chemical containment per manufactures specifications for fertilizers and chemicals to be used with injection system.

24. What is the chemical injection ratio required? Please reference SOW for injection system specifications

25. What size tanks are sufficient for the chemicals? 100gal-250gal are typical, but will based on manufactures specifications for injection system.

26. Where are the tanks/containment areas going to be located? Irrigation pump house area.

27. Where can we place the controller/diaphragm pumps? Irrigation pump house

28. Is a chemical eye washing station required? No

29. How far can we have exposed discharge piping from the wall behind the station before transitioning below grade? To be determined be Irrigation injection system to be installed. It is preferred port be installed in front of pump discharge gate valve.

30. What is the maximum flow on the existing pump station? 1200-1400 GPM

31. Where can we get supply power for the injection controls? Electrical panels are available at Pump house.

32. Can diaphragm pumps be mounted inside the existing pump station building? Yes
