About this file

This is a Questions and Answers document for solicitation 36C78625Q50096 for Grounds Maintenance Services at Fort Douglas National Cemetery. The document addresses 27 questions covering operational requirements, including confirmation that the supervisor must be an employee of the prime contractor for 3 years and that 5 years of landscaping experience is mandatory. Key clarifications include: headstone cleaning should occur twice yearly, D2 cleaner is required for headstones but not sidewalks, snow removal is included for 6 occurrences with potential modifications if more are needed, and irrigation maintenance covers 7 monthly services including winterizing and setup.

The Q&A provides specific details about the cemetery's features and service requirements, including 1,168 U1 headstones, 5-7 flat markers, and confirmation that fertilizer cannot contain iron due to potential headstone staining. Recent interment history shows 9 total interments in FY23 (4 caskets, 5 in-ground cremations). The document clarifies that this is a firm-fixed price contract, though price adjustment claims may be considered in extraordinary circumstances. Operational boundaries extend beyond the fence to the curb, and contractors are permitted to use irrigation water for chemical applications.
