About this file
This is a Questions and Answers document for RFQ 36C78625Q50040 for Cemetery Operations Services at Little Rock National Cemetery. The Q&A addresses operational details including confirmation that roadways can be cleaned with blowers instead of street sweepers, availability of an on-site spoils area for debris, and clarification on fire ant treatment requirements (spring and fall applications required, with Top Choice pesticide not being acceptable due to stream proximity).
The document provides key operational clarifications including: only poly liners will be used for interments unless families purchase private vaults; there are no columbarium or niche covers to install; the irrigation system uses Hunter ACC-2 controllers with Hunter ICD decoders; on-site storage and restroom facilities are available; daily irrigation inspections require checking for leaks and proper head operation; landscape maintenance involves river rock and lava rock rather than mulch; and fallen tree limb removal is included for standard limbs, with full tree removal handled separately. CLINs 0005, 0006, and 0007 are confirmed as the only Davis-Bacon Act wage determination items.

RFQ 36C78625Q50040 Questions and Answers
1) PWS 6.a – There is requirement for the roadways to be cleaned with a street sweeper each day. Can these roadways be blown instead of using a street sweeper?
A) Yes, that would be acceptable each day.
2) PWS Attachment A - Will there be an area for spoils or will the contractor be responsible for removing the spoils off site?
A) There is a small area in the back of the cemetery before the turn left, that would be the spoils/catch all area.
3) PWS 4.4.5.a – b - There is requirement for 3 applications for fire ants. There are products on the market that only require an annual application (Top Choice). Would this be a consideration?
A) See the PWS for details on insecticide product (active ingredients include hydromethylon and Methoprene) and timing (spring application, fall application, 3rd application as needed upon COR order).
The given example Top Choice is a restricted use pesticide due to toxicity to aquatic invertebrates. A stream/ditch runs through the cemetery. This product will not be acceptable.
4) Attachment A section 15 – Will a janitorial closet in the areas of the bathrooms be provided?
A) There is a spot or two for janitorial closet.
5) Section 1 Grave, Excavation, Backfill, and Interments.
Will interments only be using poly liners; will the contractor have to place any concrete vaults?
A) Only Poly liners: unless family has purchased a private vault in which a vault company that the funeral home as acquired will place the private vault. You will just need to close the grave once vault company has done the lowering.
6) Section 3 Headstone Initial and Replacement Setting and Raise and Realignment. SOW talks about Niche covers, I did not see a Columbarium. Will there be niche covers installed or replaced on this contract?
A) No there will not be Niche Covers to install. No Columbarium.
7) Section 7 Irrigation.
Can the gov tell me the brand/model and what the age of the irrigation system is?
A) Hunter ACC-2 connected to original and new Hunter ICD decoders.
B) Price Schedule. Are CLINS 0005, 0006 and 0007 the only DBA CLINS on this contract?
A) Yes. CLINs 0005, 0006, 0007 are DBA. All others fall under WD 2015-5233.
C) Can you clarify there is a spoils area that is available and on site? If not on site, where is it and how far away is it?
A) Its onsite in the back area. Its not big. Once a year you might have to haul spoils away.
D) Can the contractor use the spoils area for bulk salt deliveries?
A) I would say no. There are no concrete bins to hold such orders. Salt will kill the grass if not container properly.
E) I see there is a metal carport type building next to the red brick building behind the front office. Is that the only equipment storage facility there for the contractor to use?
A) No. The building itself you can use to store equipment & tools etc.
F) Is there storage space onsite for a large snow plow that fits on a truck? Lets say 8 feet wide or so.
A) It should fit in the Garage(s) storage building.
G) Is there a restroom on site for the contractor to use or will the contractor need to provide and service a Porta Poti?
A) Restroom on-site.
H) On page 45 of the solicitation, it states: "parking areas shall be swept on a weekly basis” can these areas be blown with a commercial grade blower or does the Government want a street sweeper used?
A) Blower will do just great.
I) On page 46 of the solicitation, it states: "The contractor shall inspect irrigation system for proper operation on a daily basis throughout the irrigation season” Does the government want all heads checked each day? Please elaborate on what the government wants done daily.
A) When in operation check heads: leaking, working, rotating like it should, no visible ground leaks where pipes run in the zones you have running. Just don’t turn on and walk away. Inspect the operation.
J) What is the square footage of mulch required? While on site we didn’t see any mulch to measure.
A) We aren’t using mulch. We as a cemetery are using River Rock and Lava Rock. I will be conducting more landscaping projects down there this year. Existing Landscaping is grounds maintenance; weeds etc.
K) Page 56 under trash and debris removal has removal of tree limbs. Please elaborate on the size of limbs to be removed. A fallen limb can range greatly in size from sticks to half of a tree. Can the government be specific in the size limit and quantity of limbs?
A) Anything fallen. If need of a chainsaw, then chainsaw will be used to cut up and dispose of limb(s). If larger than limb size, i.e. a fallen tree, it will be handled as a separate requirement (bids solicited from tree service companies).
