About this file
This document is an Amendment (Amendment No. 2) to Solicitation 36C78625Q0091 for the San Joaquin Valley National Cemetery Resurgent Pump & Filter Replacement project. The amendment addresses multiple Requests for Information (RFIs) related to the project, providing clarifications on technical details such as pump installation configuration, crane access, roof removal, and work requirements. Key specifications include: the resurgent pump is located in a wet pit, a ton truck with a multi-stage boom has been used previously for pump removal, and the contractor is responsible for removing and replacing the filter inside the storage lake pumphouse.
Critical project parameters include work hours between 7:00 a.m. and 3:00 p.m. PST, requiring strict coordination with the government to ensure continuous water availability. The offer due date remains June 25, with the prime contractor required to provide onsite supervision for all work, including subcontractor activities. The project involves replacing a pump and filter system, with the government providing a new insertion/removal cable assembly. Contractors are expected to conduct a field survey, provide new electrical service, and coordinate carefully to minimize water system downtime.

SEE attached photos for additional information
1. Please specify existing flygt pump installation configuration The resurgent pump is in a wet pit.
2. How was the previous pump lifted from well. Was it a crane? What is approved path and setup area for the crane A ¾ ton truck with a multi-stage boom has been used in the past. Specific coordination will take place regarding the access path upon contract award.
3. Who is responsible for removing the roof of the mechanical building? Per the scope of work, the contractor is responsible for all work to remove, replace the filter inside the SJVNC storage lake pumphouse.
4. Is there a requirement for the size of the required crane? The Government has not specified a crane size. The contractor is responsible to supply an adequate crane. As stated in a prior RFI, a ¾ ton truck with a multi-state boom has been used in the past. Specific coordination will take place upon award regarding the access path.
5. What is the design load of the roof section to be removed? The requested information is unknown. Contractors should conduct a field survey per the work scope prior to providing an offer on the project.
6. What is the allowed time frame that the water system can be down to replace the filter. The work scope requires strict coordination with the Government to ensure the continuous availability of water. Interruption(s) to the delivery of water negatively impacts irrigation so extended down time (more than a few hours approved in advance) is unacceptable.
7. Is the pump removal system in good working order? Per the scope, the Government is providing the insertion/removal cable assembly. It is new and has never been utilized.
8. What is the size of the pump? This is not noted in the Scope. Per the scope, the resurgent pump/motor assembly is specified and includes reference to the emoved brand and part number. Photo of removed pump for information only:
9. What is the length of the existing pump/motor electrical cables? Not applicable. The contractor will provide new electrical service and all other items required by the scope. Dedicated electrical service is located above the wet pit pump location which is approximately 30 feet above an operational pump.
Additional clarification from the cemetery:
Work hours will be between 7:00 a.m. and 3:00 p.m. PST unless otherwise approved by the COR in advance.
The prime contractor will have onsite supervision for all work that takes place, including work by subcontractors. If the prime contractor is not on site, no work shall be done.
