1. Can the Government provide any available as-built drawings or utility maps for the Mound Hill area? We need to identify existing underground utilities (water, electrical, sewer, etc.) to plan trench routes and depths. This will help avoid conflicts and ensure compliance with spec (which requires avoiding existing utilities). Yes, we can provide the CAD drawings for this irrigation plan and the information for the current project that is addressing the fill/supply lines for the water tank.

2. Please confirm the soil conditions: is the soil primarily clay loam, and are there known areas of shallow rock on Mound Hill? There is no rock that we are aware of. No geotech report is provided, so we want to confirm if any rock excavation is anticipated. This affects our means/methods and equipment selection for trenching. The mound hill was built with fill, and we do not anticipate rock.

3. Will there be a bid item for rock excavation or unforeseen rock quantities? No

4. Please confirm the point of connection and water pressure for the existing irrigation system on Mound Hill. The specs define “Mainline: downstream from point of connection to water distribution,” but the drawings presumably show where we tie in. The existing mainline remains and all tie ins for the remote control valves are to the existing mainline.

We want to verify if the existing water supply is adequate as-is or if any new backflow preventer or pressure boosting is required.

5. What is the static and dynamic water pressure currently available at Mound Hill? We typically have set the zone for the mound hill to 90 psi and can adjust as necessary at the pressure regulator in the street. The static psi is approximately 135 to 145 psi at the POC with a 12-inch water supply.

6. Is there an existing backflow prevention device serving this irrigation zone, and does it need to be replaced or upgraded as part of this project? No, the backflow is for the whole site and is not part of this project.

7. The solicitation and specs do not explicitly mention a backflow device, so we assume the existing one will be reused. Please confirm no new backflow assembly is in project scope. These clarifications ensure we size the pressure-regulating valve modules correctly and include any necessary appurtenances in our bid. No, the backflow is for the whole site and is not part of this project. The pressure regulating valves for the remote control valves are adjustable and do not need to be sized.

8. The documents indicate the existing irrigation controller will remain in use, and the contractor is not to override or reprogram it without permission. Please confirm the scope regarding irrigation controls: Work with the COR for adjustments to the controller program.

9. Are we reusing all existing control wires for the valves, or should we include new control wiring from the existing controller to each new remote control valve? All new valves will be installed at existing valve locations, and the existing wire will be used.

10. The plans show new valves but do not specify wiring work. Our assumption is that existing zone wiring will be reconnected to the new valves (since zones are not changing), and no new controller is provided. Correct

11. Please clarify if the existing central controller has spare capacity for any additional zones (in case field adjustments add a valve). There are no new zones in the scope.

12. If the intent is to reuse wiring, are there any testing requirements (megger test or continuity test) we should carry? The COR should be notified if there is any problem with existing wire.

13. Confirm the existing controller make/model so we ensure our replacement valves/solenoids are compatible (e.g., Rain Bird vs. Hunter). The existing controller is Rainbird, and the existing valves are Superior which are compatible.

The spec calls for 100% coverage and allows minor head location adjustments to avoid obstructions. On the irrigation drawings, some sprinkler heads appear near existing headstones and trees.

14. If a staked head location conflicts with a headstone or tree root, can the contractor field-adjust the location (with COR approval) during installation?We will stake all heads for approval, but we seek confirmation that adjusting spacing (within a few feet) is acceptable to achieve coverage while avoiding obstacles. Any deviation must have COR approval.

15. the spec requires adding pressure-regulating modules to existing valves – please provide the make/model of the existing remote control valves in Mound Hill so we can procure compatible kits. The existing valves are Superior model 950.

16. If the exact model isn’t known, is there a preferred regulator brand that the VA uses system-wide? The valves use the Superior model 950-MOD.

17. are there any approved alternate sprinkler manufacturers? The spec likely names a basis-of-design (Hunter or Rain Bird). We request confirmation if equals (e.g., Toro) can be proposed. We prefer the heads as specified to match the existing Rainbird heads.

18. confirm the turfgrass sod species or mix required for re-sodding. The spec excerpt does not specify the grass type. Golden Gate NC’s existing turf appears to be a cool-season mix (fescue/bluegrass). We assume match existing, but need confirmation if the VA has a preferred sod supplier or mix (e.g., “Medallion California Gold” cemetery sod). We buy our Sod from Broadmoor Landscape Supply, and it is Delta 90/10 tall fescue/bluegrass.

19. clarify the length of the turf establishment (warranty) period – the SOW mentions “turf warranty” but not the duration. Is it 60 days or 90 days after installation? 30 days after being accepted by the Government. During this period, who is responsible for mowing and irrigation – the contractor or cemetery staff? The Contractor See 1.28.d. Maintenance of Existing Turf in specifications.

20. regarding headstone realignment: if any upright headstone must be temporarily removed to facilitate trenching (e.g., if a lateral runs directly behind a stone), is the contractor permitted to remove and re-set that headstone with COR oversight? The spec only addresses “moved out of alignment” markers, implying minor adjustments, not full removal. The headstone cannot be removed from the grave site. COR oversight must be used if a marker needs to be moved. We request guidance on the allowed method so we can allocate appropriate labor and avoid unauthorized handling of headstones

21. Confirm the average amount of times a day and how long work will need to be stopped due to funeral services. Work may need to be stopped possible up to 3 times a week for approximately 1hr at a time.

22. Can we stake out the locations of the spray heads without using GPS, per keynote 7, L-2? No, the heads must be located by a surveyor to ensure accuracy due to the unusual shape and layout.

23. Please provide specifications for replacement sod. Any sod that needs to be replaced will be with the Delta 90/10 fescue/bluegrass listed earlier question. Reusing previous sod should be avoided due to high risk of failure so new sod will be used replacing damaged sod/turf.

Do not demolish irrigation zones that cannot be put back into service within 48 hours unless directed by the COR. Provide temporary irrigation and/or hand-water as needed to maintain healthy turf.

46. After backfilling, topsoil and seed have been applied who is responsible for watering? Sod is required for renovation. If the contractor is responsible will water be provided by the facility? Water is available through the irrigation system.

47. Please confirm if there is a separate staging area onsite for fill material to be stockpiled for re-use? Yes

48. Please confirm if an onsite arborist is required for any tree removal or tree protection? No, the COR will authorize tree removal or protection.

49. Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds. Yes
