About this file

This document is an Amendment 1 to a Request for Information (RFI) for the Willamette National Cemetery Roads Construction project, solicitation number 36C78625B0045. The Department of Veterans Affairs National Cemetery Administration is seeking a contractor to perform road construction work, with a base bid project and potential future options. Key details include a 365-calendar day period of performance, bid due date of 9/11/2025, and an anticipated award date of 9/30/2025. The project involves road construction, irrigation system modifications, and potential site improvements, with specific requirements around catch basins, temporary traffic management, and environmental permitting.

The amendment addresses 20 specific contractor questions, clarifying critical project parameters such as: precast catch basin structures, base bid pricing only (options deferred to future phase), temporary irrigation procedures, night work restrictions, gravel surfacing allowances, and NPDES permit requirements. Notable technical specifications include year-round irrigation, potential localized groundwater during earthwork, and no anticipated hazardous material abatement. The project will require careful coordination with residential areas bordering the cemetery, and contractors must be prepared to manage site constraints, obtain necessary permits, and comply with specific construction and environmental guidelines.

The bid due date remains 9/11/2025

1. Details 1 and 2 on CD-102 are basically the same. Is it the intent for all catch basins to be precast or can the non-manhole catch basins be cast-in-place?

a. Precast structures are the intent

2. In the pre-bid meeting we were told that there would be a place in the bid documents for the bid alternates however we only see a bid schedule for the base bid.

a. Only the base bid is included in the project at this time. Disregard mention of the alternates/options those will be included in a future phase 2 project.

3. What is the water pressure for the irrigation system? we need this information to plan for temp irrigation system

a. Temporary irrigation only requires moving of sprinkler heads away from curb/working area. No temporary systems need to be installed.

4. What is the gallons per minute (GPM) it can push out? we need this information to plan for temp irrigation system

a. Temporary irrigation only requires moving of sprinkler heads away from curb/working area. No temporary systems need to be installed.

5. Will it be acceptable to work at Night?

a. Night work is not allowed without COR approval and typically not without justification. Residential areas border most of the north and east property boundaries. Overnight/weekend hours will be reviewed and approved on a case by case basis.

6. Can the traffic lanes be gravel for a temporary length of time

a. Yes, gravel surfacing is acceptable to maintain access during construction.

7. Is an NPDES permit required? If so, does the WNC have an active NPDES permit that this project can operate under or will a new permit need to be applied and paid for by the Contractor. The latter will require additional time on the contract in order to get permit approval from DEQ.

a. NPDES permit will be required (disturbance of greater than 1acre). Successful bidder can request a contract time extension based upon permitting requirements.

8. On Section B Price Schedule none of the options are listed for a separate price do we include option price in BASE bid? Or will a new Price Schedule be issued

a. Only the Base Bid is included in the project at this time. Disregard mention of the Options those will be included in a future phase 2 project.

9. D-202 material will there enough room to store 1500 ton of material

a. What material is contractor requesting to store? D-202 shows the existing materials storage building which is for cemetery use only. Contractor material storage is available elsewhere. Unknown whether any onsite storage area could handle 1500 tons of material. Contractor is able to visit the site to verify project constraints.

10. Are there any other permits required for this project

a. NPDES permit required. No other permits should be needed.

11. Detail 4 on sheet CP200 shows an existing watermain near the new section of 8” HDPE. If the watermain is not 18” from the new HDPE line, it states to offset the watermain. Are we to figure offsetting the watermain at every location this is shown, or would this be considered an unforeseen condition and be treated as a contract change order if it needs to be offset?

a. Depth of irrigation watermain is unconfirmed. Contractor to assume all locations where watermain crossing is called out shall require vertical offset to maintain separation.

12. Will an NPDES (National Pollutant Discharge Elimination System) permit be required for this project? If so, is there an existing permit that the contractor can attach to or will an entirely new permit need to be applied for and issued?

a. NPDES permit will be required (disturbance of greater than 1acre). Successful bidder can request a contract time extension based upon permitting requirements.

13. What is the anticipated award date and when is the Notice To Proceed going to be issued?

a. Intent to award by 9/30 and have a NTP soon thereafter pending receipt of bonding and insurance from awardee.

14. Is the average water table depth in the cemetery known? Should the contractor expect to dewater the trenches?

a. The Contractor may encounter localized groundwater during earthwork. Removal of water within excavations via trash pump shall be required as needed. Dewatering with well points or other substantial interception of groundwater is not anticipated.

15. Is there a materials testing table that lists the expected quantities of inspections/tests that will be required or needed?

a. There is not a material testing table prepared. Requirements for frequency of testing can be found in Section 01 45 29 Testing Laboratory Services.

16. The specifications (section 32 33 00) list Flower-watering stations, benches, and bollards with chain and locks. The drawings show details for the flower-watering stations, but the drawings to not show the locations of these. Is the contractor to provide and install any new site furnishings for this project. If so, please identify the locations and quantities as well as the manufacturer for the basis of design.

a. Flower water stations are shown on the CP-xxx series, depicted by a block and keynote.

17. Does the VA irrigate year-round, or is the irrigation shutdown during the late fall, winter, and early spring?

a. Year Round as the area is semi arid.

18. Drawing sheet CPP-101 identifies a Base Bid, Option 1, and Option 2. The Price Schedule provided on page 8, Section B.1 of the solicitation only provides one CLIN 0001 for the Base Bid only. It specifically states that Bid Options are not included in the project. Please confirm we are only providing pricing for the area identified as Base Bid on Sheet CPP-101. If this is not the case, and we are to provide pricing for the Bid Options 1 and 2, please provide a revised Price Schedule.

a. OPTION 1 and 2 not included. Bidders are to only provide pricing for Base Bid

19. The Period of Performance stated is 365 calendar days for the Base Bid. If Bid Options 1 and 2 are to be priced will the Period of Performance increase with each awarded option? If so, by how long?
