About this file

This document is a Request for Information (RFI) Amendment 1 for a recaulking project at the National Memorial Cemetery of the Pacific (NMCP), specifically involving Columbarium Courts 6-12. The solicitation (36C78625B0040_1) seeks a contractor to replace all existing caulking, with key specifications including: caulk removal and replacement will be a staged effort coordinated with cemetery staff, contractors must use battery-powered tools only after COR approval, and work will be performed one court at a time to minimize visitor disruption.

Critical project details include a site visit scheduled for 7/2 at 1PM HST, questions due by 7/10, and bids due by 7/25. The Department of Veterans Affairs National Cemetery Administration will oversee the project. Unique requirements include contractors not touching sprinkler heads, potential temporary niche coverings by cemetery staff during work, and prioritizing work in areas with temporary wood coverings. No staging area will be provided, and contractors must verify caulking areas visually with the Contracting Officer's Representative (COR) before proceeding.

NMCP Re-caulk Columbarium Courts 6-12 REQUEST FOR INFORMATION

Amendment 1 to solicitation 36C78625B0040_1

1. Does the caulking underneath need to be replaced or only that which is visible All caulking needs to be replaced

2. Lineal footage of the caulking to be replaced on the columbariums Linear estimate would have to be determine by contractor, we do not have actual measurements without measuring ourselves

3. We understand that in some instances, the face plates will need to be removed in order to access the caulking that needs to be removed. We understand that the removal of these face plates will be performed by NCA team members. Will all faceplates needing to be removed be removed prior to starting the caulk removal, or will that be a staged effort that the contractor will need to coordinate with the team at the cemetery?

Staged effort coordinated with the cemetery. First level of “help” will be to loosen covers and move them down on their brackets to make room for caulk remove/replace. IF that is not adequate, NMCP will replace covers with long plywood or similar material to cover niches with temp tags over corresponding niche.

4. Related to the above question, are there any additional protocols or considerations that contractors will need to comply with related to working in those areas where the faceplates are removed? We would imagine that no remains will be exposed, but we would like to make sure that we're thoughtfully considering any additional items potentially associated with the work.

Priority should be given by the contractor to remove/replace the caulk in the areas with temporary wood coverings; ie, do the work the same day the cemetery places the temp cover so the niche covers can be put back on later that day or the next morning.

5. In the removal process of the existing caulk, would we be able to use battery power tools?

Yes, but only after demonstrating and getting approval for the process from the COR to ensure no damage will be done to surrounding areas during removal.

6. Will we be able to set up temporary canopies to protect from weather?

No

7. Would we be able to work on the courts one at a time to help minimize disruption?

Yes – this will be the preferred method to avoid closing the entire columbarium to visitors.

8. Is a staging area required?

No – not required and no space available for one

9. Will all sprinkler heads in the affected area need to be replaced?

The contractor should not be touching any sprinkler heads

10. Can VA NCA provide as-built for the columbarium courts to get an accurate take off along with original locations of sealant/caulking?

PCD has all of our drawings – you’ll need to ask them if they can provide as-builts.

Contractor can QC drawings but at the end of the day, a visual confirmation with COR will verify/validate everything that needs caulk.

11. There are height deviations on the concrete walk in some areas, assume VA NCA is filling to top, bottom or slope between the two heights? See attached photo.

If there are areas where mating surfaces do not meet evenly, NMCP will grind/flatten BEFORE the contractor does any caulk work on that area. IF the contractor has questions during work, they should NOT caulk until area of concern is addressed and resolved.

12. There are height deviations on the concrete walk in some areas, assume grinding/flattening is not a part of this contract?

Correct – grinding/flattening is NOT part of this contract – NMCP will do any work of that type required prior to caulking.

13. Near the roof of the columbarium the head stones are tight to the top where there is a caulk joint. Verify VA NCA may need to assist in removing the caulk joint.

14. At base of columbarium there is a caulk joint moving gravel to be a part of this contract?

See answer for #1 above.

15. Where does VA NCA want to start and stop caulking? See attached photo Unclear on actual area in question – if the question pertains to the base of the column in the lower left portion of the picture, then start/stop at the ends of the column. IF the area in question is going towards Court 5, then the answer is to address caulking up to the new flatwork near Court 5.
