About this file

This document is an Amendment to Solicitation/Modification of Contract for a shrine project at San Joaquin Valley National Cemetery issued by the Department of Veterans Affairs National Cemetery Administration. The amendment provides responses to 41 contractor questions and extends the bid opening to August 29, 2025 at 1:00 PM EST. Key project details include full section renovation of multiple cemetery sections (C11-C18) involving headstone raise and realignment, turf renovation, and grid support system replacement.

The solicitation covers two primary contract line items (CLINs): CLIN 0001 for full section renovation in Sections C11-C18 and headstone raise in Sections 1 and 9, and CLIN 0002 for headstone raise in Sections 2, 3, 4, 10, and 12. Specific requirements include protecting existing irrigation systems, restricting heavy equipment use on turf, maintaining strict marker handling protocols, and performing site surveys. The project involves precise grading, sod replacement, and careful management of cemetery sections, with work to be performed during duty hours (0730-1530 Monday-Friday) and subject to significant operational constraints to preserve the cemetery's respectful environment.

This amendment is to provide responses to questions regarding the shrine project at San Joaquin Valley Nat'l Cemetery.

This bid opening shall be extended to August 29, 2025 at 1:00PM EST.

All other terms and conditions shall remain the same.

Auvorie Benson

1. Do Sections 1,2,3,4,9,10 and 12 have an existing grid system in place and if so, is removing the existing grid system and installing a new grid system part of this project?

a. Yes, those sections have existing grid support system. Per SOW 1.1 B, " Cemetery Section Renovation - The Contractor shall provide all supplies necessary to perform and complete all work to replace Headstone Support System to include but not limited to marker geogrid support system...”

2. Please clarify the acceptable methods for mobilizing equipment over turf rehabilitation areas during construction activities.

a. SOW 1.13 B. "The Contractor shall not operate trucks, tractors, and other heavy equipment on any turf on any turf area except as provided in this contract to perform work or as authorized by the COR." Also see SECTION 32 92 24 for protection discussion.

3. Specifically, is it permissible to remove a large quantity of flat markers within a given section to facilitate mass excavation, soil amendment, and fine grading operations—then reset all markers once grading is complete? Or would this level of heavy equipment operation and large-scale disturbance be considered inappropriate or disrespectful due to the sensitive nature of the cemetery environment?

a. No. Per SOW 1.4. Headstones and/or markers will NOT be physically removed from the gravesite during the headstone raise and realignment and turf renovation project. NOTE: Removal of any marker from a gravesite will initiate a Gravesite Discrepancy Resolution Report (GDRR), work stoppage, and negative consequences to the Contractor.

4. Please confirm whether the example plans provided in the solicitation documents via Exhibit D, accurately represent the VA NCA requirements and acceptable standards for approval for this project?

a. Yes, this a good example that we expect the contractor to provide us for

SJVNC

5. The existing site appears to be flatter than the conditions shown in the example plans.

Based on this, it seems that ½-foot contour intervals may be more appropriate to properly illustrate the design intent for smooth and uniform finish grading. As fine grading precision is largely dependent on the equipment operator’s skill, clear and accurate grading plans are essential for successful execution.

a. Compliance with the SOW and specifications is necessary without prior specific approval by the Contracting Officer. Note requirements SOW 1.1., SECTION 02 21 13.

6. The specifications state that the Contractor cannot interrupt irrigation to areas not scheduled for renovation. Can you please confirm if the irrigation system is zoned by section, allowing work to be performed in individual sections without requiring temporary modifications or retrofits to maintain irrigation in unaffected areas?

a. The irrigation system is zoned. NOTE: The Cemetery Director is only authorizing a section at a time for performance.

7. Will the VA provide existing survey control maps and mapping details for the various plots to support layout and alignment post-award? Additionally, can this information be provided in CAD format for ease of integration with construction and layout workflows?

a. No. The Contractor will provide surveys with related documentation, video, etc. for existing, as-built, and ongoing conditions per SOW 1.1., 1.8., 1.33., 1.34., 1.36., SECTION 02 21 13, SECTION 31 00 00, SECTION 32 39 20, SECTION 32 92 24.

b. CAD formatting is addressed in SECTION 02 21 13

8. Please confirm that the following represents the complete and accurate scope of work for the Base Bid and Option 1 items for which a proposal is required:

• Base Bid – CLIN 0001: Full Section Renovation Flat Markers Sections: C11, C12, C13, C14, C15, C16, C17, and C18, Headstone Raise & Realignment Flat Markers Sections: 1 and 9 o Correct, however, the SOW reference it as CLIN 001. That is an error.

It is CLIN 0001. 913-SJVNC-NS-FY25-001 – SOW_Rev2.docx

• Option 2 – CLIN 0002: Headstone Raise & Realignment Flat Markers Sections:

2, 3, 4, 10, and 12 o Correct, except it is option 1, not option 2. On the SOW, it is referenced CLIN 003. This is an error. It is actually CLIN 0002. See 913-SJVNC-NS-FY25-001 – SOW_Rev2.docx

9. Please confirm there is no work associated with existing irrigation system, unless it is damaged by contractor, at which time it will need to be repaired at no cost to the government.

a. Incorrect. Irrigation systems are to be protected in place, damages will be repaired at no cost to the Government, and work to the systems (required during and after renovation) must be pre-approved and included in the as-built drawings per SOW 1.1., Note (2), 1.34., 1.37, SECTION 31 00 00, SECTION 32 92 24. Coordination with the SJVNC COR TEAM is required for operating the irrigation system.

10. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?

a. Yes. The person must meet all minimum requirements for both positions.

11. If no to the question above, will the SSHO need to be full-time for this project?

a. See response for #10

12. Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?

a. No. This project is complex and will require a separate QA/QC.

13. If no to the question above, will the QA/QC need to be full time for this project?

a. No. They will need to be available to QA certain milestones within the project.

14. Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

a. No.

15. Please confirm if tax should be included in our proposal?

a. Yes.

16. Please confirm if the current prevailing wages will be consistent for the life of the project with no escalation?

a. Yes. The wage determination at the time of award is set for the duration of the project. FAR 22.404-12. The only time it can go up is if we award the option CLIN later and the wages have changed.

17. Please consider updating the wage determination to the recent updated General Decision Number: CA20250018 08/01/2025

a. Yes. Please see revised WD to reflect updated wages.

18. Drawings: The legend talks about Base bid Option 1,2 & 3 , this does not match the price schedule can the Government please confirm? It appears Option #1 and option #3 does not appear to be part of Section A3 Price/Cost Schedule.

a. This is a typo. The original plan was to have three (3) separate Option CLINs. This has since been revised to only one. Please see 913-SJVNC-NS- FY25-001 – SOW_Rev2.docx with corrections.

19. Page 42 3.2 Subgrade prep Section D: please define what is “satisfactory excavated material”? Will the Gov consider an unforeseen change order for this work? If not is there a percentage that can be priced into the proposal?

a. Backfill, including excavated material, must comply with SOW 1.1., SECTION 01 45 29, SECTION 31 00 00, SECTION 32 39 20, SECTION 32 92

24,

20. It appears the following attachments are missing: Attachments: 1,2,4,5, & 8.

a. All attachments are included in the publishing on sam.gov, except for #8.

They are dated Jul 23, 2025. I will include it in this amendment.

21. It appears the following Exhibits: A,B,C,D. are missing

a. All attachments are included in the publishing on sam.gov. They are dated Jul 23, 2025.

22. There is an understanding that there is a lot of grading, please provide a percentage or amount of grading in order to price it out competitively.

a. Please see summary of work in SOW 1.1., burial section data in SOW 1.3.

for the estimated magnitude of work required.

23. There is an understanding that there is a lot of sod, that is difficult to get in large quantities in this area, please provide a percentage or amount of grading to price it out competitively.

a. See response to RFI question 22.

24. Do all the irrigation systems work on site and will it be operational during the project?

a. Yes.

25. After backfilling, topsoil and sod have been applied who is responsible for watering? If the contractor is responsible will water be provided by the facility?

a. Contractor is responsible for watering during maintenance period IAW the SOW. Water shall be provided by Government. Once that section has been accepted by the Government, the Government shall resume responsibility.

26. On all underground utility work please confirm if excavated material is acceptable for re-use as backfill?

a. Underground utility work is comprised of the Irrigation system. Please refer to SOW 1.1., Note (2), 1.34., 1.37, SECTION 31 00 00, SECTION 32 92 24 and

SECTION 01 45 29, SECTION 32 39 20.

27. Please confirm if there is a separate staging area onsite for fill material to be stockpiled for re-use?

a. Yes. Excavated materials stockpiled for fill and backfill can be staged onsite near the Contractor’s Staging Area as designated by the SJVNC COR TEAM per SOW 1.12., 1.15., 1.19., SECTION 31 00 00.

28. Please confirm if an onsite arborist is required for any tree removal or tree protection?

a. Yes. Trees are to be protected and only removed when necessary and specifically approved in advance by the SJVNC COR TEAM. A licensed arborist must be onsite for corrective actions to damaged trees. Reference

SOW 1.34, SECTION 31 00 00, SECTION 32 39 20, SECTION 32 92 24

29. Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds.

a. Yes. The Contractor staging area requirements are described per SOW

1.12., 1.15., 1.16., 1.17., 1.18., 1.19., 1.22., SECTION 32 92 24.

30. Will a guard / escort be required at all work areas including but not limited to outside areas?

a. No. A guard / escort will not be required except for non-public areas inside buildings.

31. Can we work a 4-10 schedule from 6:00am-4:30pm Monday thru Thursday.

a. No. SOW 1.8 B requires that work is done during duty hours 0730-1530 M-F (written request for deviation must be made prior to one week).

32. The staging area is a considerable distance from the work site therefore we would like to neatly stage equipment and material in the open space area East of Sections C12 and open space area South of Section 12. This would save a tremendous amount of time and tax payer money which the contractor would pass on to the Government so we think this is a reasonable request plus it will minimize the amount of debris being deposited on the road system from the proposed staging area to the work site and back.

a. The Contractor staging area requirements are described per SOW 1.12., 1.15., 1.16., 1.17., 1.18., 1.19., 1.22., SECTION 32 92 24.

33. Time Frame: We performed complete renovation on 90% of Los Angeles National Cemetery in 2008 taking 6 years to complete, complete renovation on 90% of Fort Rosecrans National Cemetery in 2009 taking 6 years to complete, and complete renovation on 100% of San Francisco National Cemetery in 2014 taking 4 years to complete with all upright headstones, and private monuments receiving a concrete support system and flat markers receiving a plastic grid support so would suggest allowing 365 days per phase for a total of 2 years if the government decides to exercise Bid Option 1. Also, please keep in mind that a GPS survey needs to be completed documenting the present position of all markers then and overlay showing proposed grid to even out and correct the spacing needs to be prepared and submitted to the Government for approval so we believe this is a reasonable request.

a. Deviations from the requested period of performance may render bids nonresponsive. However, time extensions may be considered on case by case basis.

34. Are there any sections being worked on in this contract the government knows cannot withstand mechanized equipment, in line with the weight/track requirements of 3.8-D(1)?

a. SOW 1.13 B. "The Contractor shall not operate trucks, tractors, and other heavy equipment on any turf on any turf area except as provided in this contract to perform work or as authorized by the COR." Also see SECTION 32 92 24 for protection discussion.

35. Does the government have the dimensions/able to provide the location of the intended contractor laydown area? Will contractor have access to power/electric at laydown or all generators?

a. The Contractor staging area requirements are described per SOW 1.12., 1.15., 1.16., 1.17., 1.18., 1.19., 1.22., SECTION 32 92 24. The dimensions will be provided following contract award.

36. Will contractor have access to the Unimproved Dirt Road? Access to all entrances/gates or any prohibited from use for contract performance?

a. Access will be provided to all entrances/gates necessary for performance of the contract. The Contractor shall ensure daily closure of gates per coordination with the SJVNC COR TEAM.

37. Will the cemetery allow temporary materials storage by the sections? (ie, sod delivered laid same day next to a section, to decrease cemetery cross-traffic)

a. The Contractor staging area requirements are described per SOW 1.12., 1.15., 1.16., 1.17., 1.18., 1.19., 1.22., SECTION 32 92 24.

38. Is sod measurements based on curb to curb expected replacements? There is a lot of turf between the headstones and drive lanes on a couple sides of the sections. Just want to make sure we understand how far around the headstones we need to renovate the turf.

a. The approximate turf area and number of headstones is provided in SOW

1.3. and is subject to verification through the SITE SURVEY.

39. Is the irrigation currently fully operational/to manufacture performance specs and expected to work as intended upon contractor arrival? Are there connectors/spigots to allow for hook ups for pressure washers? If quick connects etc are unavailable, will the cemetery provide water access for use of a water trailer etc?

40. Are sections' sod measurements based on curb to curb expected replacement?

a. See response to RFI question 38.

41. Are sod measurements based on curb to curb expected replacements? There is a lot of turf between the headstones and drive lanes on a couple sides of the sections. Just want to make sure we understand how far around the headstones we need to renovate the turf.
