About this file

This document is Amendment 0003 for a Department of Veterans Affairs National Cemetery Administration solicitation (36C78625B0012) for headstone maintenance services at the Ohio Western National Cemetery. The amendment provides detailed responses to 26 contractor questions covering various aspects of the contract, including burial frequency, work performance requirements, cleaning solutions, wage determinations, and site logistics. Key clarifications include: approximately 2,883 internments expected in Fiscal Year 2024, work to be performed Monday through Friday weather-dependent, approved headstone cleaning solutions (D/2 Biological Solution), and confirmation that the incumbent contractor is Ravens Operations LLC. The government allows personnel to serve in dual or triple-hatted roles (superintendent, SSHO, QA/QC) if they meet qualifications, and specifies a 135 feet x 85 feet staging area for contractor equipment and materials. The solicitation is classified as a construction services contract requiring performance and payment bonds, with Common/General Laborer wage rates to be applied.

QUESTIONS AND ANSWERS:

1. On average, how many burials happen per month?

a. In Fiscal Year 2024 (Oct. 2023 – Sept. 2024), there were 2,883 total internments.

2. On average, how often will we need to be on-site performing this maintenance?

a. Weather dependent, Monday through Friday.

3. Are we able to come out and do more than one headstone at a time, I know the spec reads that we have 10 days to mobilize and perform the work after being notified but, is there an average to where we can come out and do multiple placements at a time?

a. Yes, you can set more than one headstone per day. As for the 10 days that is

NCA standard and its calendar days not workdays from when we receive the

MOAR report that the marker needs set.

4. When performing the maintenance (cleaning, fine tuning, realigning), are we able to take multiple headstones out at a time or do we have to go one by one?

a. You can take out more than one headstone out at one time, but the headstone must stay on the grave. You cannot raise and realign more than one section at a time unless you have Districts approval in advance.

5. The Statement of Work section 1.1.2 states, “5-10 minutes is sufficient due to the headstone socket already being in place.” Numerous factors could make this time longer, including mobilization, load/unload, travel time to individual sections, gravesite locating, government coordination of setting inspection, clean-up, and de-mobilization.

For example, two employees can take 10+ minutes to load, unload, and transport a headstone to its appropriate gravesite location. Request the government to re-evaluate this statement and include all time requirements to perform this work.

a. With Ohio having 4 seasons of weather the exact time to do the work will vary depending on the season. Other factors would be proper staffing and what equipment is being used to perform that work. 10 minutes is an estimate.

6. The Statement of Work section A.1.3 states, “5-10 minutes is sufficient due to the flat socket already being in place.” Numerous factors could make this time longer, including mobilization, load/unload, travel time to individual sections, gravesite locating, government coordination of setting inspection, clean-up, and de-mobilization. Request the government to re-evaluate this statement and include all time requirements to perform this work.

a. With Ohio having 4 seasons of weather the exact time to do the work will vary depending on the season. Other factors would be proper staffing and what equipment is being used to perform that work. 10 minutes is an estimate

7. Can the government please confirm that using Weatherzyme, an NCA-approved cleaning chemical for headstones, is approved?

a. D/2 is the approved headstone cleaning solution. Use a cleaning product specifically designed to clean headstones each year. Acceptable Products: ‘D/2

Biological Solution by D/2 Biological Solutions, Inc.; or Contracting Officer

Representative (COR) and/or Contracting Officer (CO) as appropriate- agreed-upon product or appropriate equal.

8. The Statement of Work section A.1.6 states, “FTA should take no more than 1 minute per headstone.” Numerous factors could make this time longer, including mobilization, travel time to the gravesite sections, locating the gravesite, government coordination of FTA inspection, clean-up, and de-mobilization. Request the government to re-evaluate this statement and include all time requirements to perform this work.

a. FTA will be scheduled in advance with the contractor stating what sections or areas that need FTA. Set up in the area shouldn’t take more than 10 minutes plumbing the first headstone in the row using string line, level, and wooden tamping/pry stick. After the setup FTA shouldn’t take more than 1 minute per

Headstone

9. The government supplied numerous time estimations for completing replacement headstone and flat marker installations, headstone cleaning, and fine-tuning alignments.

Can the government provide the same for new upright headstone installations, and raises and realignments?

a. With Ohio having 4 seasons of weather the exact time to do the work will vary depending on the season. Other factors would be proper staffing and what equipment is being used to perform new upright headstone installations and raises and realignments.

10. Can the government provide the measurements of the space that the contractor can use as a laydown area? Is there electricity that can be used or hooked up to?

a. 135 feet x 85 feet and that location will be shared space for grounds maintenance and Onsight inscription contracts.

11. The solicitation, page 1, details the need for a performance or payment bond. Can the government provide more details on this requirement? These types of bonds are typically required for construction contracts, not service contracts.

a. This acquisition is for construction services. A performance and payment bond will be required.

12. The wage determination does not include job categories that fit the services provided.

Can the government provide clarity on the associated wage that should be used?

a. The laborer would be a Common/General Laborer which would be in

OH20250091. I will add this Wage Determination in an amendment for reference.

Landscape Laborer may be used as well for the very minimum turf renovation that may be need.

13. Is Laborer Group 1 which includes landscape laborer the associated wage that should be used for this work? This is a rate of $35.95 and a fringe of $14.45. Assuming this work is done year-round, one person would incur $104,832 in wages.

a. A landscaper would be acceptable laborer depending on the need. However, after further review, Common/General Laborer would be best.

14. Will the sign-in sheet from the 5/28 site visit be available in addendum?

a. Yes. See attached.

15. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?

a. The government will allow personnel to serve in dual- or triple-hatted roles (e.g., superintendent, SSHO, QA/QC) if they meet the qualifications for each role and can effectively perform all required duties. The contractor must provide documentation demonstrating the individual’s qualifications for each role and submit a plan ensuring that all responsibilities will be adequately covered

16. Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?

The contractor must provide documentation demonstrating the individual’s qualifications for each role and submit a plan ensuring that all responsibilities will be adequately covered

17. Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

a. Yes, the superintendent can serve as a triple-hatted role for superintendent, SSHO, and QA/QC provided they meet the qualifications for all three roles.

However, the contractor must demonstrate that one individual can effectively fulfill all responsibilities without compromising safety, quality, or project management.

18. Can you recommend any resources or vendors that currently work on site to maintain the headstones?

a. The CO requested information but failed to receive it. The incumbent contractor is Ravens Operations LLC.

19. Please confirm if excavated material is acceptable for re-use as backfill other than that required by pipe manufacturers?

a. If the excavated material is crushed limestone up to 3/8 maximum, then yes. If the excavated material is dirt, No.

20. Is there an incumbent contractor that previously maintained the headstones?

a. Yes. Ravens Operations LLC.

21. Please confirm if there is a separate staging area onsite for fill material to be stockpiled for re-use?

a. No separate area. All contractor staging on the property will be at the Staging location provided.

22. If all reusable fill material can stay on property, is it expected that the area will need erosion controls and to be topsoil, raked, and seeded at end of project?

a. No

23. Please confirm if an onsite arborist is required for any tree removal or tree protection?

a. NO.

24. Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds.

a. Yes, in the Contractor staging area only.

25. Will a guard / escort be required at all work areas including but not limited to buildings, outside areas?

a. If inside the buildings or in the maintenance yard yes. Out on the Cemetery grounds no

26. Space to store equipment, raw material, sand, topsoil, restrooms?

a. Specifically, storage is in an outside, fenced-in gravel area. The Contractor may store their equipment, materials and portable toilet(s) in this area. Please refer to
