About this file

This document is a Request for Information (RFI) Questions and Answers file for a construction project at Fort Leavenworth National Cemetery. The project involves updating the interior of the administrative building, including network infrastructure improvements, utility relocations, and potential renovations. Key details include installing new CAT6 cabling, potentially replacing existing conduit, expanding electrical receptacles, and addressing potential asbestos-containing materials through encapsulation. The contractor will need to manage furniture removal, utility adjustments, and work around cemetery operations.

The project requires specific technical considerations, such as running network lines from an adjacent building, terminating existing cables in decorative wall molding, and replacing concrete front steps with guardrails. The government will provide on-site storage (conex and dumpster), access to water, electricity, and restrooms. The project is subject to the Buy American Act and is not tax-exempt. The contractor will need to coordinate closely with the government, particularly regarding utility relocations, network connections, and potential structural modifications, with the understanding that government-caused delays will result in a modification to the project's performance period.

1. Remove, store, and replace all furniture, fixtures, and equipment as directed by the COR. Will the contractor be able to have a conex on site for storage?

Yes, there is space we can provide for storage of a conex.

2. Remove and dispose of SOME furniture, fixtures, and equipment as directed by the COR. Will the contractor be able to have a dumpster on site for disposal?

Yes, there is space we can provide for a dumpster.

3. 1.R. Remove single gang and install double gang receptacles (one outlet, one CAT6) for internet service, where applicable and approved by COR. Please identify how many areas are to get double gang receptacles.

There needs to be a double gang set up for each of the network lines in the building (7 if I am reading the Project information right) One outlet and one network connection per double gang box

4. 1.S. Install CAT6 Cable to provide service to the newly installed receptacles. At the site visit it was discussed that the current conduit is full, and a new conduit should be run from the source, underground to the admin building. Please confirm the new underground conduit needs installed.

Current underground conduit measures ¾ to 1 inch and has 6 lines running in it.

If a new line can be run through the existing conduit it should if not the conduit should be removed and a new one installed that can support the proper amount of cat 6 lines.

5. There appear to be approximately 6 existing CAT6 cables coming from the ceiling, along the face of the wall to a specific destination. Is the expectation that these cables (example: page 4 of the SOW there is a phone line zip tied to the conduit that is going to the fax machine) will be installed in decorative wall molding and terminated to a box, jack, and cover plate?

Yes, all CAT lines should be terminated in a box (double gang if power is also running to the same location.)

6. 2.A. Front concrete steps are cracked and need replacement. Please provide a detail or elevation drawing of stairs and concrete landing, furthermore, please identify the 2 guardrails @ 7’ long each.

Dimensions are estimated and shall be confirmed by the contractor. Replacement in-kind is required unless otherwise agreed upon and approved by the district engineer.

7. 2.G. Contractor shall locate utilities and make all necessary adjustments or connections from the existing utilities and shall reroute any utility line which may impact the work. Is the contractor responsible for relocating the existing phone service line that runs under the kiosk as shown in the photo on page 5 of the SOW?

Yes, Contractor shall locate utilities and make all necessary adjustments or connections from the existing utilities and shall reroute any utility line which may impact the work.

8. Please confirm, in the event there is a disruption in construction due to cemetery functions, time will be added to the period of performance.

Government caused delays will result in a modification to extend the Period of Performance

9. Please confirm the contractor is allowed to use on site water.

Cemetery has no problem with this

10. Please confirm the contractor is allowed to use on site electricity.

Cemetery has no problem with this

11. Please confirm the contractor is allowed to use on site restrooms.

Cemetery has no problem with this

12. Please confirm the contractor is to abide by the Buy American Act.

The Buy American Act applies to this project

13. Please confirm this project is or is not Tax-Exempt.

This project is not tax exempt

14. Network Connection Source: It was unclear in the walkthrough whether the new system is intended to pull from the existing network switch/server in the adjacent building. We can account for this in our proposal; however, please confirm:

Whether the connection will originate from the adjacent building’s network.

Yes

14.1 If so, will the contractor be granted access to the adjacent building for installation and testing?

Yes

15. Existing Conduit Capacity: During the video, it was mentioned that the existing conduit between the two structures is nearly full. If this conduit is unable to accommodate additional cabling:

- Will the Government provide a path or support for a new conduit installation?

- If a new data conduit is required, please provide any available drawings or routing preferences so we can evaluate cost implications. Otherwise, we will note this as a contingency/ exclusion until further information is available.

If new conduit needs to be installed it should replace the existing conduit.

16. Single-Gang Box Expansions: Please provide the quantity and locations of the required single-gang box expansions as referenced. This will allow us to ensure accurate takeoff and avoid scope assumptions.

This would occur wherever a data line is at. If a map is needed, we can produce one but at this time one does not exist.

17. Asbestos in Flooring: During the site visit, it was mentioned that asbestos may be present in the existing flooring. Please confirm whether the asbestos-containing material (ACM) is non-friable and that no abatement will be required. If abatement is required, please clarify the scope and whether it will be performed prior to our mobilization.

Testing conducted by NCA, abatement by encapsulation is directed.

18. Asbestos Testing History Please provide the most recent asbestos survey report for the project area. If not available, please confirm whether any testing will be performed by the Government prior to the start of construction.

Testing conducted by NCA, abatement by encapsulation is directed.

19. Existing Wall Surface Attachment Please confirm how the existing wall finishes are attached (e.g., mechanical fasteners, adhesives, mortar). This will inform demolition and surface prep procedures.

The existing paneling and gypsum board are attached with nails and screws.

20. Gypsum Board Demolition & Attachment Please clarify if existing gypsum board walls are to be fully removed or patched and resurfaced. Additionally, confirm whether any demolition will expose structural elements or utilities requiring coordination.

Engineer would need to address this.

21. Flooring Installation Method Please confirm that all specified flooring will be installed using adhesive, and that no floating floor systems are planned or permitted.

Yes adhesive, no floating floor

22. Concrete Stairs Dimensions Please confirm the final dimensions of the concrete stairs. Our understanding is that the scope includes five stair steps and an 8’ x 7’ landing, with 7-foot guardrails and 6-foot handrails. Please confirm or provide a drawing.

Dimensions are estimated and shall be confirmed by the contractor. Replacement in-kind is required unless otherwise agreed upon and approved by the district engineer.

23. Environmental and Safety Requirements Are there any special requirements for environmental monitoring (e.g., air quality, dust suppression) or enhanced safety measures (e.g., infection control barriers, if working in an occupied facility)?

Engineer would need to address this.

24. Network Connection Source It was unclear in the walkthrough whether the new system is intended to pull from the existing network switch/server in the adjacent building. We can account for this in our proposal; however, please confirm:

a. Whether the connection will originate from the adjacent building’s network.

b. If so, will the contractor be granted access to the adjacent building for installation and testing?

An additional CAT 6 line will be ran from adjacent building to the admin office. Contactor will have access to the adjacent building for connection and testing.

26. Existing Conduit Capacity During the video, it was mentioned that the existing conduit between the two structures is nearly full. If this conduit is unable to accommodate additional cabling:

a. Will the Government provide a path or support for a new conduit installation?
