DESCRIPTION

This sources sought announcement is to conduct market research for the Department of Veterans Affairs (VA), National Cemetery Administration (NCA) which is seeking information from all small business socioeconomic categories that are interested in performing construction services. The NCA operates and maintains 155 national cemeteries within five districts – Pacific District, Continental District, Midwest District, Southeast District, and North Atlantic District.

The information gathered from this notice will be used to determine if Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, and other small business concerns who are verified in construction categories, are qualified and interested in participating in a future multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with the NCA.

Construction Services solicited under the IDIQ contract pool(s) may include:

Maintenance and Repairs (M&R) Projects: Normal annual maintenance to keep a building or structure operational. Examples include:

• Annual building equipment maintenance, such as HVAC filter replacement, system tune-ups, etc.

• Roof-shingle replacement or gutter cleaning

• Wall or touch-up painting

• Minor road repair such as pothole filling

Nonrecurring Maintenance (NRM) Projects: Maintenance that is non-recurring that includes the replacement, repair, alteration, or improvement of physical infrastructure (real property).

Examples include:

• One-for-one replacement of the major components of a building, such as roofing, tuck-pointing, flashings and copings, exterior finish materials (e.g., brick, masonry, stucco, vinyl), waterproofing, or windows and doors.

• One-for-one replacement of complete, or segments of, building components such as an entire roof; floor coverings, wall coverings, and ceilings; or heating, ventilating, and air conditioning (HVAC) system or water heater.

• Repaving large sections of cemetery roads.

• Replacing a flagpole.

• Projects to remodel, renovate, alter, amend, construct, extend, improve, modify, or change physical infrastructure (real property).

Mini-Minor Construction: A subset of Minor Construction where each project must be less than $1 million. Projects include infrastructure improvement, and in limited cases, small expansion projects. Projects examples include:

• Replace Committal Shelter

• Electrical duct bank and associated electrical insulation replacement.

• Replace outdoor storage areas.

• Fiber Optic Upgrade

Minor Construction Projects: Capital projects that construct, alter, extend, or improve any facility with costs equal to or less than $20 million. Projects include new construction, expansions, alterations, enhancements, or upgrades to existing cemeteries; and projects of any value that is not a one-for-one replacement project.

NCA’s goal is to establish contracts with contractors who have the capacity to manage a diverse portfolio of project requirements as covered by the below list of North American Industry Classification System (NAICS) codes:
