About this file

This document is a Special Notice from the Department of Veterans Affairs National Cemetery Administration, announcing its intent to award a sole source contract to Josten Wilbert Vault Co. for the supply and installation of prefabricated concrete grave liners for the Fort McPherson National Cemetery.

The contract will be awarded under the simplified procedures for certain commercial items, with a one-year base period and four one-year option periods. The grave liners must meet specific performance requirements, including the ability to support a 2.27-metric ton center load pressure test and a 5.0-metric ton axle load test, plus the superimposed earth load. The design must also minimize exterior dimensions and weight while eliminating potential issues like back-fill voids, settling, sinking, or raising of the grave liner. The grave liners must have provisions to facilitate easy installation and removal, with adequately anchored lifting apparatus. The liners will also feature drainage knockout holes.

This notice is not a request for competitive quotations, and a solicitation will not be issued. However, any organization that believes it can meet the requirements is invited to submit information to the Contracting Officer, Olalekan Ismail, by 9:00 AM ET on May 6, 2024, for consideration in a potential competitive procurement.
