About this file
This document contains a solicitation for the manufacture, packaging, and distribution of bronze niche markers and memorials for deceased veterans. The National Cemetery Administration is seeking proposals to furnish flat bronze niche markers with raised lettering for worldwide distribution. Offerors must produce the markers within twenty-six calendar days of receiving orders and deliver them FOB destination. Less than one percent of orders will be overseas deliveries. The contract will have fixed unit pricing and a multi-year term. Proposals are due by noon on March 12, 2024 and must include samples that meet the submission requirements. Evaluation will consider past performance, technical factors including sample acceptance and quality assurance, and price. Award may be made without discussions and will be to the offeror representing the best value. The solicitation provides responses to contractor questions to clarify order volumes, delivery and carrier requirements, order file formats, and hardware inclusion.

Reponses to Contractor Questions 1-10
1. To better understand the shipping costs and requirements, what are the total number of orders by state in CONUS in the last 12 months?
A: 16,387 for FY23. State breakdown is forthcoming.
2. On page 13 of 75, the solicitation defines an accelerated order is “manufactured and delivered within ten (10) calendar days.” What percentage % of deliveries were requested as “accelerated” in current contract?”
A: 10-day special orders are to be manufactured within 10 days and shipping is by normal means and not accelerated. There is no means of tracking 10-day specials for the Z1.
3. Is it a requirement of the contract to use FedEx as the delivery firm or can a similar firm such as UPS be utilized?
A: Either carrier can be utilized as long as a POD is available and the carrier has a “return” program which enables a return label to be included with each shipment.
4. Per page 14, can the shipment date be provided on the delivery reports in lieu of the delivery date?
A: Both dates can be included but the delivery date is important to ensure product is delivered and can be confirmed for invoicing approval purposes.
5. What file format will the nightly orders be provided? What acknowledgement do they need in return?
A: Orders are forwarded in both a .txt and .doc format.
6. Please provide a sample file of the nightly order file transaction.
A: Samples attached at last pages.
7. Hardware – Rods, Screws, Washers:
Please provide clarification around the appropriate hardware to be sent with the sample submission and with the actual orders. It seems that additional nuts are asked for in the sample submission (underlined below). I have included two photos to share what has been submitted for approval in the past – they may or may not be what you are completely looking for today. Please confirm:
• Actual Order: Page 11 of 75 Section 4.6 Rods and Bosses describes each memorial plaque should have “Two (2) screws, brass, 1/4 •20 UNG x 1.50 inch long, round head with a minimum of .50 Inch of thread to fit tapped bossed as shown on the technical drawing. Included with the bronze marker, are four (4) washers, flat brass, .687 inch 0.0.
x .260 Inch 1.0 x .05 inch thick.”
• Sample Submission: On Page 66 of 75 Attachment 9: Sample Review Form describes the Rods/Bosses/Washers to include “Two (2) 1/4 x 1.50 inch long, round head, Brass Rods w/nut and (4) washers, flat brass. Washers shall be .687.”
A: Screws are not to be included. Sample Submission is correct which allows more flexibility for mounting the niche plaque.
8. Would the Government consider extending the time for submission by 30 days?
A: The close date of the solicitation will remain at March 12, 2024.
9. Would the Government provide clarification on the due date for the sample to be submitted?A:
Samples and proposals are due by noon Eastern Time on March 12, 2024, not midnight.
10. Should the contractor be a foundry?
A: The solicitation is Full and Open Competition. Proposals will be evaluated as stated in Section E of the solicitation.
