Auvorie Benson Contracting Officer RFI Responses Reponses are in Red.

1. Sod Quality and Inspection: RFI: Can more detailed criteria or examples be provided for what constitutes "poor quality" sod that may be rejected by the COR? This will help avoid disputes during the inspection process. Sod that showing signs of drought stress; infested with pests; diseased; not cut to uniform thickness or dimensions; not properly packaged/palletized.

1. Watering Protocols: Are there specific guidelines or restrictions on the frequency and amount of watering that can be requested by the contractor? Understanding these parameters will ensure that the sod is adequately maintained without overuse of resources. Irrigate to thoroughly wet soil to depth of 3-inches. Sod must be kept continually moist until well rooted. Time and frequency of irrigation to be established by Contractor and approved by COR.

1. TPI Guidelines: Can you provide a copy or summary of the TPI Guideline Specifications relevant to this project? Yes see link: CelebrationSpecification_Guidelines.pdf (sodsolutionspro.com)

1. Blue Tag Certification: Could you clarify the process for verifying Blue Tag certification for the seed used in the sod? Seed packaging used for growing sod will have certification that the seed is true to species and cultivar.

1. State of Hawaii Certification: What specific criteria does the State of Hawaii certification cover, and how should we document compliance? Seed has passed State of Hawaii agricultural inspection.

1. Site Management Clarification: In the section 1.8 page 9, there is reference to a Contractor Site Manager. Can you provide clarification is this a Superintendent requirement? This is not a requirement for a superintendent, but a competent individual with experience in the work being conducted.

1. Site Management Clarification: What are the requirements for Safety and QC management on site? Contractor assigns a person to be responsible for adhering to safety and training protocols as described in the SOW. Contractor assigns a person to be responsible for conducting quality control inspections in accordance with the Contractor’s Quality Control plan.

1. Land Surveyor Clarification: There is a note in reference to a Professional Land Surveyor. Is this person appointed by the VA or the responsibility of the contractor? Surveyor is the responsibility of the Contractor.

1. Weekly Reports: Will the use of Procore satisfy the requirement to provide submittals and weekly reports?

8. Yes.

1. Laydown Area: The SOW states that the contractor is responsible for cleaning the roadways with a street sweeper. Will the contractor be provided a laydown area? Yes, approximately 30’ x 40’

1. Permitting: Section 1.12 mentions the Resource Conservation and Recovery Act (RCRA) and all other applicable Federal, State, and Local law and regulations. If one regulation is more stringent than the other, which one overrides? The more stringent regulation overrides with regard to the disposal of hazardous waste.

1. Phasing and Options: Will the contractor be prohibited to work in multiple sections. What is the expectation if the base and some or all the options are awarded?

11. Contractor shall provide enough personnel to complete the work awarded within the period of performance. If the option is awarded at a later date within 365 calendar days of the initial award, additional days shall be added to the POP.

11. As far as phasing and working in multiple sections, requests to work on more than one contiguous area at a time may be submitted to the COR for approval provided that specified sod is available in required quantities for that area and can be planted within 2 weeks of sod bed preparation. The Cemetery wishes to limit exposed earth to erosion.

1. Magnitude of Construction: After reviewing the requirement, there’s approximately 195K sqft of sod for the base and option. The local sod vendor will not secure that amount for us. The amount per square foot is pretty expensive. Plus, to establish a crew there, per diem will have a major effect on the cost. Has the government accounted for that? Yes.

1. Surveyor Markers: Are there existing surveyor markers in all sections? Yes

1. Hazardous Material: Is there known hazardous material on site? No.

1. Sprinkler Heads: Per section 3.2 Irrigation Systems: “1. After markers are reset and aligned and topsoil has been placed and compacted, uncap the existing sprinkler risers, flush irrigation lines and install the new irrigation heads in preparation for weed control measures.” Question: will the contractor install new heads instead of using the removed heads. If new heads will be installed, what type of heads are they? No new irrigation heads. Reinstall existing heads. Follow SOW. “Preparation: Prior to commencing any work, the Contractor will remove the irrigation heads, cap risers, and turn the heads over to the cemetery.“
