31. Are the simple and complex remediation times referenced in the RFP (2 and 7 business days) an average SLA or absolute maximum for those documents?

A) These are absolute maximums.

32. Will there be an order of importance from the Government attached to the documents?

A) The COR may determine a priority item from time to time, otherwise it’s “first in, first out.”

33. Will the documents being given to us be only the ones that have failed the CommonLook test? Or is this the entire cache of documents?

A) None of the documents sent to the vendor will be tested prior to submission.

34. If a form (or document) fails Section 508 Remediation, will we be told how it failed, and will there be a report describing the failure attached?

A) The government will only indicate that the document has failed and what tool was used to test the document.

35. Does the client have a style sheet and/or template that they must follow?

A) No, however Paragraph 2.4.1 requires the vendor to: provide, within 15 days of contract award, a set of one pagers to set guidelines for NCA staff when submitting the following types of documents: images, tables, maps, graphs/graphics, forms, fillable/scanned PDF’s

36. Section 2.3.2 lists the number of simple and complex documents for a total of 1360 documents (120 simple and 1240 complex). Section B.2 Price Schedule states Est # of Docs is 1650. Please clarify which number of documents are correct?

A) The 1360 is correct, please used the price schedule below.

37. The PWS states that either two (2) or seven (7) days will be allowed for remediation depending on whether a document is simple or complex. If 20 documents are delivered on the same day is the expectation to deliver all 20 within two- or seven-days dependent on complexity?

A) Yes

38. Can the VA provide an estimated number of each document type Word, Microsoft Excel, PowerPoint, Publisher, Adobe Acrobat PDF, Adobe Creative Suite products, and InDesign products?

A) We cannot estimate the number of other document types, but the majority of documents will be PDF.

39. The E.3 Instructions to the offeror are required to submit "Department of Homeland Security Trusted Tester Certification". Can the VA confirm that it would be acceptable that upon award, the Offeror is required to onboard at least 1 resource with "Department of Homeland Security Trusted Tester Certification"?

A) Yes, that is acceptable. The vendor must onboard the resource within 30 calendar days.

40. Some errors cannot be remediated unless the source is modified or extensive modification is done, especially for PDF documents. Examples requiring source remediation include: font in an image is too small, color/contrast doesn’t provide sufficient readability, vision is blurry, empty rows in tables, a URL got split across two lines, and unacceptable colors were used in the text.

How would the government expect that to be handled? Will we be able to get a corrected source?

Will extensive redrawing by the contractor be required? If not, is partial delivery acceptable?

A) Partial delivery is not acceptable. If content modification is required, the vendor will work with each submitter to determine updated content, and the 2- or 7-day deadline begins after all content updates are provided by the submitter.

41. Are we expected to make minor content changes (like color change) for a PDF to pass QA criteria? And if so, what kind of changes would be acceptable?

A) The vendor is required to ensure all color contrast issue are 508 compliant. The vendor may need to coordinate with the submitter to determine acceptable changes, and the 2- or 7-day deadline begins after all content updates are provided by the submitter.

42. For ALT text – would we normally be expected to use the image caption? Or is the contractor expected to author a detailed description, or would the VA be responsible for authoring descriptions?; What should be done if there is no caption?

A) The submitter of each document is required to provide alt text. If alt text or other content is required, the vendor will work with each submitter to determine the updated content, and the 2- or 7-day deadline begins after all content updates are provided by the submitter.

43. Confirming we need a single Trusted Tester certification to comply with your specifications.

Specifically, if we have one of our accessibility specialists that holds the certification, we would meet your internal requirement?

A) Yes, one TT-certified specialist is acceptable. Any re-remediation work that is required (as described in Paragraph 2.3.3) must be accomplished in collaboration with and approval by the Trusted Tester.

44. We are an India based organization and wanted to confirm if we can apply to RFP "Section 508 Document Remediation for the Department of Veterans Affairs".

A) Any business is able to send a proposal, we have no authority to stop that. In order to be considered, a business must meet the requirements, one of which is to have an active registration in SAM.GOV, which I did check and you do. The question is being reviewed by our legal department for a more complete answer.

45. Is there any restriction on doing portions of the work off-shore?

A) As long as the business meets the requirements of the contract and of Federal law, our legal department has not yet found anything that would preclude employees from being abroad.
